CPC is seeking a qualified marine engineer who has experience working with Government research vessels to perform engineering consulting service to assist the Government in accomplishing the upgrade of the research boat fleet to meet mission requirements and ensure the vessels comply with current USCG rules and American Boat and Yacht Council (ABYC). CPC is looking for an engineer to start with part-time hours each month, working with the current engineer who will provide training on the current NOAA ONMS Small Boat Program. Over the course of the next 12 months, the work hours can be increased to become a full-time position. Tasks Create work lists and cost estimates for ONMS vessels in need of annual yard work. There are about 15 main vessels, ranging from 28 feet in length to 83 feet in length. Research materials and processes related to yard work and determine reliable, cost- effective solutions. Support ONMS small boat staff via phone and email before, during, and after yard work. Much of the work for this job will be performed from your home, working remotely and communicating with vessel operators/managers via phone and email. Write technical scope statements for upcoming yardwork items/packages. Review and comment on yard work proposals and revisions. Create and provide summaries of all yard work completed. Develop budgets for routine maintenance activities. On-site inspections and vessel condition documentation. Assess crew procedures and practices. Assess and recommend spares inventories. Sketches and drawings preparation. Research options and alternatives (design, materials, services) Requirements Experience with troubleshooting small boat engineering casualties, electrical generators, propulsion systems, hull equipment, marine electrical systems and scientific equipment is required. Experience working with NOAA (or similar) research vessels. Must be proficient in Microsoft Excel, as a lot of budgeting and cost estimating will be performed in Excel. Must be good at technical writing to help draft yardwork scope statements and work item descriptions in a way that clearly communicates all of the detailed work required to the shipyards and to the boat operators and managers. The candidate may be required to interface with the client and manage technical work to control scope, budgets, and schedules.
