As a Senior Solid Waste Project Manager for Civil & Environmental Consultants, Inc. (CEC), you'll be responsible for marketing and managing services to a broad range of clients with an emphasis in the Municipal Solid Waste Market. You'll take part in managing projects, reviewing work products, quality control, client interfacing, budgeting, and mentoring and supervising junior engineers. This individual will assist in the expansion of services and clients as well as build a practice serving clients in the Municipal Solid Waste Market with a focus on business development, sales and marketing obligations, as well as maintaining budget and technical management responsibilities. Interacting with clients, contractors, local government officials, you'll impact the whole project - from conceptual and design phases, through the regulatory review process, bidding, and construction, all the way to the grand opening.

A Non-Merit vacancy exists in the Department of Public Works and Transportation, Bureau of Solid Waste Management.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

DEFINITIONOFRESPONSIBILITY

Under the direction of the Chief, Bureau of Solid Waste Management, plans, coordinates, directs, and is responsible for the Operations of the Central Acceptance Facility, Eastern Sanitary Landfill, and Western Acceptance Facility as well as the contractual partners involved in the transfer and transportation of Solid Waste materials between sites or to final disposal/processing.

EXAMPLES OF ESSENTIAL DUTIES

Plans, develops, and provides direction, technical assistance and guidance to the site managers, supervisors, and employees across the Bureau's field operations.

Directs professional and operations staff. Works with Bureau management to develop goals, priorities, plans, and projects.

Prepares and reviews plans, drawings, and blueprints for construction and maintenance projects.

Prepares, reviews, and approves equipment and materials specifications.

Assists in the design of Solid Waste Management facilities, contracts, and systems.

Analyzes work methods, procedures, and practices and develops strategies to improve productivity, efficiencies and revenues.

Develops, administers, and participates in various training programs, including safety training.

Oversees facility and divisional budgets as well as max1m1zes revenues from the Material Recovery Facility and contractual relationships with contractors regarding Municipal Solid Waste transfer.

Prepares, studies, collects, compiles, reviews, and analyzes data as well as assembles reports and correspondence.

Meets with outside agencies, such as State regulatory bodies and community groups regarding the operation of the facilities and Solid Waste Management issues.

Represents the Bureau on committees and commissions.

Composes confidential, substantive correspondencefor the Bureau Chiefs signature.Is an essential personnel required to work during periods of storms or emergencies.

Qualifications

Graduation from an accredited college or university with a bachelor's degree in business or public administration, management, economics, finance, accounting or a closely related field.

PLUS

Ten (10) years experience in Solid Waste operations, four (4) years of which were in a supervisory capacity.

Additional experience in the areas listed above may be substituted for the required education on a year for year basis.

Knowledge, Skills, and Abilities

Thorough knowledge of the operation of Solid Waste Landfills, Transfer Stations, Drop-Off Centers, Material Recovery Facilities, and Solid Waste best management practices and the ability to implement them to the highest efficiencies.

Skill inthe direction and supervision of Solid Waste professionals, managers, and supervisors in Operations, Inspection, Compliance, and Maintaining systems and equipment.

Ability to plan, coordinate, and direct the work of Solid Waste field personnel and professionals.

Ability to establish and maintain effective working relationships with Bureau and agency staff, the public, and outside agencies.

Ability to communicate effectively.

Ability to prepare correspondence and reports, and the ability to use a computer and its various programs.

Knowledge of County and Departmental rules, regulations, policies and procedures.

Knowledge of Federal, State and Local laws pertaining to Solid Waste Management.

Knowledge of the 10 Year Solid Waste Plan.

Licenses and Certificates

Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

Conditions of Employment
