What You Will Be Doing:

You will patrol assigned areas examining doors, windows, and gates to ensure they are adequately secured. This position reports directly to our Security Manager at our Everett, WA headquarters.

The Security Department:
The Security Specialist supports classified research conducted at the Applied Physics Laboratory at the University of Washington. The position assists the Security Manager (SM) in aspects of security administration as directed by the Facility Security Officer (FSO). Policies governing security administration are issued by several entities (e.g., Department of Defense, branches of the armed forces, and sponsored research program managers for specific research projects) which results in a deeply intertwined policy matrix. The Department of Defense has granted access to classified information to the University. The majority of the classified research conducted at UW occurs at APL, but classified research does occur elsewhere at UW. Breaches in security protocol range from an unintended "spill" of classified information that is quickly mitigated to the intentional theft of national defense information that benefits a foreign nation and/or threatens the lives of active service military personnel. Breaches raise concerns in the eyes of the Department of Defense and the agencies that monitor and inspect University security practices, and in the most extreme cases could result in the University as a whole being disbarred from conducting classified research.

The Position:
This position requires a diligent and self-motivated security professional with document control management experience. The person hired will manage document controls using Security Information Management System (SIMS) software. This position tracks records and information assets throughout the records' lifecycle (from receipt to disposition), and will function as a classified contract manager, responsible for completing security specification documents and ensuring proper disposition of records associated with contract closeout. In addition, this position will process, review, and maintain all personnel security clearances and maintain all security documentation, files, clearances, and the DEFENSE INFORMATION SECURITY SYSTEM (DISS) in accordance with government requirements. The position requires a working knowledge of COMSEC management, and the incumbent selected must be familiar with COMSEC and Key Management procedures.

As a Security Specialist in the Security Department, your responsibilities will include:
Industrial Security Program Administration:
Responsible for reviewing, assessing, and implementing physical security, personnel security, and operational security plans, policies, and procedures. Conducts physical security self-assessments and prepares and executes corrective action plans as required. Develops and presents annual security awareness training. Develops reports, conducts inquiries, and investigates security incidents. Oversees office administrative and security records and files. Responsible for conducting annual self-assessments.
Physical Security:
Manages Lab-wide door/entrance access control functions. Responsible for day-to-day security requirements. Oversee APL staff badging for employees. Responsible for internal security functions including storage container management, and develops, maintains, and trains facility personnel in opening and closing procedures. Manage physical security documentation such as fixed facility checklists and SF701 and 702s. Conducts entry and exit inspections. Coordinating the use of physical facilities including conference room scheduling.
Personnel Security Clearance Administration:
Responsible for managing personnel security for the facility; assists in organizing, processing, and reviewing personnel access requests and related security documents. Conducts annual personnel security reviews.
Document Control:
As the Document Control Custodian, this position is responsible for the Document Control Manager for control and accountability of classified information and maintaining the document control database. Responsible for maintaining and conducting inventories and audits of classified holdings. Responsible for preparing documents for external distribution and processing, including preparing appropriate transmittal receipts and appropriate document packaging.
Alternate COMSEC Manager:
Must complete required training within six months of hire-responsible for assisting in maintaining COMSEC accounting and related records as outlined in NSA/CSSPM 3-16, NAG-14C, NAG-18A, and NSTISSI 4000 series instructions, or other applicable regulations.
Intelligence Analyst:
Conduct open-source research to aid the security team in developing risk assessment analysis. Review surveillance footage and query access systems for abdominal activities.
General Requirements:
Bachelor's degree in Organizational Security and Management, Criminal Justice, Security Management, Management of Information Systems, Information Management, Library and Information Science, or other relevant subject AND 3 years' experience in an organization that operates under DoD security requirements.
* Must be a US Citizen. DoD SECRET security clearance is required at the time of hire. Must also meet eligibility requirements and will be required to successfully complete an additional US Government security investigation for access to higher levels of classified information.
* The incumbent must be able to identify and interpret applicable policy and apply it to specific situations.
* Familiar with general DoD traditional/physical security requirements.
* Familiar with security databases such as JPAS, NISS, DISS, eQIP, and SWFT. Must be able to complete DISS Training within 30 days of hire.
* Intermediate to advanced skills with Microsoft Office Suite that includes opening and revising files (email messages, documents, spreadsheets, and presentations); creating and revising spreadsheet formulas; and, accessing and maintaining databases (database concepts and structures, data validation and indexing techniques, basic searches/queries, creating and using forms and reports, creating macros).
* The successful candidate will provide daily in-person security support in a highly visible, fast-paced research facility, and must demonstrate a strong customer service orientation. The successful candidate must be able to implement challenging security requirements in a wide range of academic and government research settings in Seattle, WA.

You will use closed circuit television and communication systems, maintain surveillance of access points to monitor and control access of people and vehicles onto restricted areas.
You will provide assistance and instruction to persons requesting access, or those not familiar with access control procedures.

You will implement security measures required for the designated threat level, as specified in the Airport Contingency Plan, and maintain a high level of vigilance in enforcing access restrictions and preventing unauthorized persons or vehicles from gaining access to the Air Operations Area.
You will in the event of a declared aircraft emergency or incident, assumes special duties as designated in the Emergency Plan or as directed by Incident Command personnel.
You will monitor construction activities and notifies internal stakeholders of any violations of airport rules and regulations, Federal Aviation Regulations or other activities that may be considered unsafe.
You will operate basic security equipment, including x-ray machines, walkthrough metal detectors (WTMD), handheld metal detectors (HHMD), and explosive detection equipment (ETD) at screening checkpoints, and conduct visual searches and pat-down searches of an employee and accessible property as required.
