Job Summary
Develops, manages, and coordinates a comprehensive program encompassing the areas of research security, export controls, foreign influence, and international collaborations. Serves as an integral member of the Research Integrity team at Kennesaw State University, working alongside KSU leadership and academic units to formulate strategic planning related to research security and foreign influence.
Responsibilities
KEY RESPONSIBILITIES:
1. Implements and sustains a program that ensures compliance with NSPM-33 and federal or private sponsor research security requirements, including but not limited to a University Research Security Committee, technology control plans, risk and effectiveness assessments, and DoD Joint Certification Program
2. Provides education and guidance to researchers on best practices and requirements for data handling, data protections, and other research security risk areas
3. Collaborates with researchers, UITS, Internal Audit, KSU's Enterprise Risk Management team, and other stakeholders to identify research data security risks, assess vulnerabilities, recommend appropriate strategies to mitigate risks, and manage any incidents related to research security
4. Serves as the Institutional Official and University point of contact for export controls, providing oversight of the export control program, controlled unclassified information, and classified research
5. Serves as a point of contact for external auditors, Legal Affairs, researchers, and regulatory bodies for data security audits, inspections, or investigations related to research activities
6. Fosters relationships with governmental agencies involved in export control and research security concerns such as the FBI and U.S. Department of Commerce Bureau of Industry and Security
7. Develops and implements policies, processes, and standard operating procedures to assure compliance with federal and other research and/or contract sponsor regulations on research security and export control, including updates as needed based on evolving regulations
8. Manages restricted party screening and work with Global Education to screen international employee and visiting scholar applicants, as well as unofficial visitors (those not requiring formal Visitor or employment status through the University)
9. Manages review of international travel requests for compliance with U.S. sanctions, technology export concerns, foreign influence, and security risks; advise travelers on research security precautions
10. Responsible for reporting international activities and funding, including but not limited to Higher Education Act Section 117 foreign gift and contract reporting
11. Serves ex officio on the University Research Security Committee
12. Establishes relationships with peer officers at other universities and participate in organizations that coordinate best practices in research security, export controls, and foreign influence
13. Maintains an effective Insider Risk Assessment program that will gather, integrate and report relevant and available information indicative of a potential or actual insider threat based on E.O. 13587, 32 CFR Part 117 NISPOM and other applicable Cognizant Security Agency requirements
14. Identifies strategic opportunities to adjust staffing within the Office of Research Integrity to support Research Security functions and serve as manager of such positions

Shorter's Campus Safety Officer performs safety, loss prevention, parking and traffic control duties within the University campus, conducts regular vehicular and foot patrols, responds to urgent/emergency situations as appropriate.
