This job class is an executive level classification that is responsible for all Police department functions and activities. Coordinates division activities with City departments, outside agencies and organizations to ensure adherence to City policies and procedures. Build and maintain strong relationships with departmental staff, other City employees and the public; utilizing leadership, innovation and communication to efficiently and effectively protect the Elko community through collaborative efforts with the community and other departments.
Develop and implement operational plans to assure action is appropriate and operations align with mission statement.
Represents the department's activities to other City Departments, elected officials and outside agencies; explains and interprets department programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues.
Plans, directs, and coordinates the department's work plan; confers with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.
Maintains and facilitates public relations and cooperative working relationships with news media, schools, local organizations and the general public; attends and speaks at community functions and meetings; prepare press releases and confer with the media in matters related to assigned activities.
Oversees the planning and implementation of cooperative projects undertaken with adjoining jurisdictions and other agencies; prepares and negotiates cooperative agreements.
Conducts a variety of organizational studies, investigations, and operational studies; recommend modifications to department programs, policies, and procedures as appropriate.
Participates on a variety of boards and commissions; attend and participate in professional group meetings, conferences and seminars; stay abreast of new trends, innovations, and regulations related to community policing.
Respond to and resolve difficult and sensitive inquiries and complaints.
Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.

Education and Experience:
Bachelor's Degree in criminal justice, or related field; AND
Eight (8) years of law enforcement experience, including six (6) years of supervisory and/or command level experience;
OR an equivalent combination of education, training and experience.

Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
Nevada Driver's License.
Nevada Basic POST certification.

MINIMUM QUALIFICATIONS
High school diploma or equivalent.
Possess and maintain a valid driver license. Upon hire, possess a Nevada or “border state” driver license under conditions defined by Nevada Revised Statute 483.035.
Must be a U.S. citizen by the time of application.
Must be at least 21 years of age at the time of the written or oral examination for Police Officer.
Must have no felony convictions or convictions of any offense which would be a felony if committed in Nevada.
Must have no convictions for an offense involving moral turpitude or the unlawful use, sale, or possession of a controlled substance.
Must not have resigned in lieu of termination or been terminated from any civil service employment for substantiated misconduct involving dishonesty.
Must have no convictions for offenses of domestic violence nor a documented history of physical violence.
Visual acuity must be correctable to 20/40 in one eye and 20/30 in both eyes.
Hearing must be 30 decibels or less for each ear.
Nevada Peace Officer Standards and Training Category 1 Certification required within time limits set by the City Manager. Must remain Category 1 POST certified throughout incumbency.
Must pass a nationwide fingerprint-based record check, and a wants/warrants check.
Applicants for a position that is a peace officer will need to attest to the following on the application form to be considered for employment: The applicant is not disqualified from serving as a peace officer. Currently possess an "active" Nevada Peace Officers Standards and Training (POST) Category I certification; or out-of-state reciprocal candidates must meet the Nevada Peace Officer Standards and Training (POST) requirements for lateral entry reciprocal eligibility.
Current or prior employment by a “full service” law enforcement agency for at least two years, not including academy time. “Full Service” is defined as an agency whose primary responsibility is traffic control, criminal investigation, and/or responding to calls for service. Examples include county sheriff, municipal police, or state police. Prior law enforcement positions which include primarily court security, special event security, corrections, etc. do not qualify.
Be currently employed (at time of application) by a law enforcement agency which requires Nevada POST category I certification or out of state equivalent and be in good standing.
Have successfully completed a police, field training program, and a probationary period.

Position Summary:

The University Police Officer 2 will work under general supervision, performing journey level law enforcement duties to include protecting university employees, students, and the general public; patrolling and safeguarding the university system properties and surrounding areas; conducting traffic investigations; conducting criminal and non-criminal investigations; preparing for security and law enforcement activities surrounding special events; preparing for appearances in court; performing maintenance on assigned equipment; performing special assignments related to law enforcement and peace officer functions; and maintaining law and order, among other duties.
DEPARTMENT INFORMATION
The Department is a full-service police department comprised of patrol operations, administration, police dispatch and a detective division. Services include a canine program, walking and bicycle patrols, and a pro-active, selective traffic enforcement program and takes a leadership role in preparing the University to respond to large-scale crises and events. REQUIRED QUALIFICATIONS
Graduation from high school or equivalent education and one year of law enforcement experience; OR Associate of Arts degree or equivalent coursework in criminal justice, police science, psychology, or closely related field and six months of law enforcement experience; OR one year of experience as a University Police Officer I in Nevada State service. SALARY
Grade 41 Step 1, salary $80,763.84. "Step" means the number assigned by the Division of Human Resource Management to identify a specific rate of pay within a grade. Per Nevada Administrative Code (NAC 284.170), salaries for initial appointments for classified positions typically begin at Step 1.
