Specific Duties and Responsibilities
Essential Duties: include the following. Other duties may be assigned.
Patrols assigned area on foot, bicycle, or in patrol car to prevent, discover, and deter the commission of crime, enforce university rules and regulations, provide personal and property security and traffic law enforcement.
Observes and makes note of suspicious persons, possible violators, hazardous conditions or unusual situations.

Conducts preliminary investigations of incidents as necessary; collects and preserves physical evidence, protects crime scene, interviews suspects and witnesses, and file appropriate reports as directed by federal, state or local legal requirements. Prepares court cases and provides legal testimony in response to subpoena as witness and / or reporting officer.
May arrest individuals and take into custody. Processes arrested individuals by taking photographs, obtaining fingerprints, and writing arrest reports; transports violators to jail.
Provides escort service for designated individuals and money messengers, and assists with special events on campus.
Renders first aid as needed, following prescribed procedures and victim / personal safety precautions.
Takes and writes incident / accident reports, including those of missing / stolen property and criminal activity.
Provides general assistance and information to students, staff and members of the public.
Assists federal, state, county and city law enforcement authorities as requested or dispatched by the central office.
Prepares and files daily activity reports of disturbances, accidents, crimes and tickets issued in prescribed format.

Supervision of crime scene / criminal incident as first responder until relieved by a designated supervisor. The purpose of the Safety & Security Officer is to provide on-grounds safety and security to the residents, staff and property of PSHTC which includes patrolling (by vehicle and under one's own ability); locating, pursuing, and subduing AWOLs and suspicious persons; making inside and outside building checks; responding and assisting in emergency situations; enforcing appropriate laws and regulations. Fire and evacuation drills, checking fire equipment, and reporting fire violations are other responsibilities. Emergencies or unusual situations may require this position to be available for off-duty call-in.
The essential functions of this position require physical strength to frequently push, pull, twist, bend, squat, walk, stand for extended periods of time, lift and/or restrain residents with or without assistance and respond to aggressive resident behavior with specific, trained techniques. Must be able to observe and respond to residents in distress. Have the ability to quickly locate, chase, and subdue persons through various terrain and building layouts; the ability to quickly transport injured or immobile persons through various building layouts, terrain, and disaster areas; and the physical ability to identify break-ins from a distance under day and night conditions. Employee must be physically able to restrain and/or control combative residents, and randomly patrol grounds, in order to protect persons and property on the grounds of PSHTC. This requires knowledge and adherence to established security procedures.
Knowledge and proficiency in CIT, CPR, Infection Control, etc., are required to ensure the safety of and prevent injury to employees, residents and others. Proficiency in observation techniques is required to identify suspicious persons/vehicles and/or situations that appear out of the ordinary to ensure the safety of employees, residents, visitors and equipment on the grounds of and in the buildings of PSHTC.
Parsons State Hospital is funded in part by the Centers for Medicare and Medicaid Services and is subject to requirements bestowed by Federal and State levels of government conditions of participation.
Qualifications:
Must have current valid drivers license.
Preferred Criteria: Completion of an established training program approved by Kansas Department of Social and Rehabilitation Services.
Staff who operates a motor vehicle must possess a valid Kansas driver's license.
Positions in this class require that at the time of appointment the selected candidate must take and pass a drug screening test approved by the Division of Personnel Services. Persons hired must also pass a law enforcement security clearance in compliance with policies of the Department of Aging and Disability Services.

SUMMARY
Reporting to the Police Department, the Code Enforcement Officer enforces the numerous City ordinances that are not specifically directed for enforcement by another City Department. Enforcement includes identifying code violations, identifying violators, and conducting correspondence up to and including issuing citations that result in code compliance.
ESSENTIAL DUTIES AND RESPONSIILITIES:
* Provides good customer service to members of the public and City employees; maintains positive and effective working relationships with other City employees; has regular reliable attendance that is non-disruptive.
* Enforces laws and City ordinances relating to safety, health, zoning, signage, storm water run-off, septic and sewage issues, and unsightly property conditions including but not limited to weeds, nuisance structures, vehicle storage and parking, trash, and garbage.
* Interacts with other City personnel and departments to enforce City ordinances and codes where areas of overlap exist.
* Inspects dwellings, premises, and vacant lots for compliance with City codes.
* Investigates code violations identified through patrolling, resident complaints, and referrals from other City personnel.

* Prepares and maintains records on code violations in sufficient detail to support action taken including court testimony, if necessary.
* Initiates and documents appropriate actions to ensure dwellings, premises, and vacant lots found in violation are repaired, condemned, razed, or cleaned in compliance with City codes and ordinances.
* Prepares and delivers violation notices to residents in accordance with Departmental procedures to obtain compliance with codes and ordinances.
* Conducts public outreach efforts in clean-up of illegal dumping sites in coordination with other City personnel and external organizations.
* Escorts prisoners to headquarters, jail, to and from the court, and court security; ensures that prisoners are properly guarded; supervises community service/trustees "as needed" washing cars and cleaning buildings.
