The Training Officer assures that each officer is up to date on all training and requirements set forth by Aiken County Code Enforcement and the South Carolina Criminal Justice Academy for Class 3 Advanced Officers. The position will oversee the FTO program and in-house training to include, but not limited to: Firearms, Report Writing, Defensive Tactics, Vehicle Stops etc. The position will assist with the production of information regarding discoveries in court cases and for FOIA's. This position performs enforcement, supervisory, and administrative duties as required within the Enforcement Division. This position reports directly to the Deputy Director of Code Enforcement. Examples of Duties Note: The list below is not comprehensive; this job is responsible for other duties as may be assigned. Plans, schedules, coordinates and/or conducts basic code enforcement training for new officers, field training program activities, and in-service training for veteran officers and staff. Coordinates specialized training classes for agency personnel. Schedules personnel for SC Criminal Justice Academy training. Coordinates recertification for all officers, instructors and specialists. Maintains required training records and reports. Maintains a thorough working knowledge of laws, codes, and ordinances related to Animal Enforcement and Environmental Enforcement, to include litter, property nuisance, and zoning. Conducts investigations and inspections, and prosecutes violation cases as assigned. Assists with interviews of candidates and conducts background, credit checks, and employment verifications. Supervises the activities of trainees by instructing, scheduling, acting on employee problems and recommending disciplinary action as appropriate. Supervises the work of subordinate officer(s); supervisory duties include instructing, assigning and reviewing work, planning, maintaining standards, coordinating activities, allocating personnel, acting on employee problems, and recommending transfers, promotions, discipline, termination, and salary increases. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations for improvement as appropriate; offers advice and assistance as needed. Researches, field tests, maintains and issues equipment to officers; conducts weapons inspections and initiates maintenance and repair as indicated; instructs officers in the proper use of equipment and vehicles according to OSHA and other regulations. Reviews accident and use of force reports for compliance with department policies, procedures and standards. Reviews and recommends revisions to department policies and procedures as appropriate. Coordinates activities with those of other departments and agencies as appropriate. Determines the need for additional and/or specialized department units and/or equipment. Attends periodic training sessions; maintains required level of proficiency in the use of firearms. Receives and responds to citizens' inquiries, concerns and complaints concerning code enforcement activities and personnel. Attends meetings; oversees Training Council activities and meetings and serves/leads other committees as appropriate. Receives and reviews various records and reports, including court notices, trainee / personnel records, laws, regulations, ordinances, requests, complaints, criminal histories, statements, investigative reports, incident reports, accident / injury reports, use of force reports, disciplinary records, memos, correspondence, etc. Prepares various documents including training schedules, training records, lesson plans, training reports, special reports, case documentation, policies and procedures, memos, correspondence, etc. Refers to policy and procedure manuals, codes, regulations, laws, maps, statutes, training manuals, lesson plans, etc. Operates various types of office equipment, machinery and tools in the performance of duties such as a computer, printer, radio equipment, telephones, copier, audio-visual equipment, laminating machine. Operates/uses a variety of enforcement equipment, including vehicle, body camera, firearms, etc. Uses office and computer supplies, restraining devices, protective gear, and a variety of enforcement-issued materials and supplies. Interacts and communicates with various groups and individuals, such as the immediate supervisor, Director, Deputy Director, co-workers, trainees, other law enforcement agency personnel, S.C. Criminal Justice Academy personnel, other government agencies, attorneys, court personnel, community leaders, complainants, victims, witnesses, suspects, social service agencies, community organizations, vendors, and the general public. Typical Qualifications Minimum Level of Job-Related Education: High school diploma or equivalent, criminal justice background or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Must have successfully completed required law enforcement courses and possess Class 1 certification from the South Carolina Criminal Justice Academy. Minimum Amount of Job-Related Experience: Minimum 5 years in law enforcement Minimum Level of any Required Qualifications, Licenses, Certificates, Registrations, or any Relevant Knowledge, Job Skill or Equivalent Experience: SCCJA recognized basic and special skills instructor certification for firearms, defensive tactics, FTO and OC; must possess a valid SC driver's license. Supplemental Information This position manages field supervisor officers for the two divisions of Enforcement (Environmental and Animal) to include the enforcement officers within each division.
