Position Summary: Perform clerical and security functions to ensure the safe, effective, and efficient operations of the Cowlitz County Jail while providing care and custody of the inmates. The I-5 corridor runs right through Cowlitz County providing quick access to the Vancouver, Washington and Portland, Oregon metropolitan areas. Review documents of arrest and commitment before accepting new inmates into the facility. Verify identity of officers bringing inmates into facility. Observe incoming inmates to identify physical/mental health condition. Patrol units, cell areas, corridors and other security areas inside the facility to ensure security and observe inmate behavior. Observe remote surveillance devices to monitor inmates. Conduct regular head or institutional counts. Escort inmates in and/or out of cell or areas within the facility. Resolve conflicts between inmates. Identify and observe problems such as bitterness and unrest among inmates, unusual movement or activities, unusual odors/sounds, group agitators and gang activities. Anticipate problems under development and take appropriate action. Immediately confront and control hostile groups or individuals. Take immediate action to address security breaches. Counsel inmates to help resolve problems. Determine when an inmate crisis or problem should be referred to appropriate facility staff or supervisor Request examination of the physical and/or mental health condition of inmates by medical personnel. Monitor mentally ill or suicidal inmates. Assist medical personnel to ensure inmate take prescribed medication. Observe inmate to recognize symptoms of drug withdrawal and drug use. Escort, guard and transport inmates to outside medical facilities for treatment, and to/from court. Perform clerical duties such as data entry and retrieval using computerized systems, receive, search, book, fingerprint, and photograph incoming inmates. Issue jail uniforms, record and store personal property and house inmates by appropriate classification, maintain accurate records and logs, and required documentation. Distributes meals to inmates and account for utensils after meals. Operate control room, monitoring and accessing gates, cameras, alarms and video terminals. Operate control panel in response to audio and visual cues and requests by staff. Control entries into the facility. Verify identification and inspect vehicles and/or containers entering or leaving the facility. Pat and strip search same sex inmates. Search clothing/property left for inmates. Conduct periodic searches of inmate cells to discover and seize contraband, weapons, and other unauthorized materials. Process evidence seized during searches. Participate in facility lockdown. Collaborate in the search, pursue, tackle and apprehension of escaped. Check the identity of inmates leaving the facility. Inspect documents prior to release or transfer of inmates. Release inmates by established procedures or bail, court order or other authority. Verify identity of officer picking up inmate. Report to the supervisor unusual and irregular incidents, hazardous situations, and imminent emergencies and security breaches. Report severe depression or unusual behavior, which might indicate self-destructive behavior or danger to others. Conduct emergency procedures in case of fire, escape, riot, and other emergencies. Escort and move inmates to evacuate areas, part or full facility. Direct actions of CO’s arriving to assist in emergency situations. Collaborate in investigations, collect evidence, take notes and document evidence chain of custody, package/identify evidence. Take emergency steps when inmate has threatened with suicide and in the cases of injury or illness by immediately reporting the incident and requesting assistance. Administer emergency medical first-aid and CPR protocols. Use universal precautions to prevent contact with infectious diseases. Use clean-up kit to clean blood borne pathogens and oversee cleanup of blood and body fluids. Investigate injuries to inmates. Record injuries to inmates. Take measures to void confrontation with provoking inmates. Control emotions and recognize inmates’ manipulative efforts. As the case may require, apply physical force and techniques to restrain, subdue and control violent inmates, protect/maintain life and safety, prevent criminal behavior, self-defense or combat situation. Apply the appropriate level of force in accordance with policies, ranging from verbal warnings and physical techniques, utilizing soft and hard restraints and in extreme cases deadly force. Monitor radio transmissions between staff in order to respond immediately to directions/emergencies, and to call to assistance as needed. Attend and participate in staff meetings. Minimum Qualifications Applicants must currently be Certified Police Officers and possess a valid basic Oregon DPSST certification. Applicants must have the equivalent to high school graduation, be a United States citizen, possess a valid driver's license, have an acceptable criminal history and driving record, and be at least 21 years of age at the time of appointment. College-level coursework and Spanish/English bilingualism preferred. While the University Police Officer has a unique role at the University, and in the law enforcement community, the Officer's primary responsibility is to support and continually do their best to improve the partnership between the DPS and all other University departments, as well as external law enforcement agencies while ensuring the safety and security of the campus. The University Police Officer will follow the established chain of command by bringing information, requests, concerns, etc. first to his/her immediate supervisor whenever possible before moving to senior DPS management and/or higher levels of OHSU management. Function/Duties of Position Incident Response & Investigation Ensure a safe environment for the entire OHSU community by responding to and/or investigating the following: Calls for assistance, reported or observed crimes, alarm activations, fires, hazardous materials, and other situations as appropriate, when dispatched, or when directed by a supervisor. Observe conditions that could negatively impact the University's operations, including environmental hazards, maintenance problems, unsafe conditions, etc. Take all reasonable actions to prevent injury, damage, or loss due to emergency or other situations until the appropriate responders arrive. Act within the scope of his/her training and experience and call for assistance when confronted with situations beyond his/her training, experience, knowledge, or authority. Show self-motivation and initiative in handling and dealing with emerging safety and security problems, including taking proactive actions to prevent problems whenever possible. Protect the scene and evidence related to any actual or potential crime, injury, or significant violation of OHSU policy. Perform proactive security checks of OHSU facilities, parking areas, grounds, and access routes to OHSU facilities. Respond to and monitor helicopter landings/takeoffs and emergency responders as required. Assist with uncooperative, disruptive, and/or dangerous persons as requested by staff or appropriate to the situation, including assisting with restraints, seclusion, and administration of medical care as directed by medical staff. Respond to medical emergencies and campus injuries, render immediate first aid according to training and skills, and request appropriate assistance. Be available for recall at any time to assist in any emergency that may be critical to the full-time operations of OHSU or in relief of other DPS staff. Prepare timely, complete, accurate reports as appropriate and in accordance with all applicable policies, procedures, accepted practices, and requests from DPS management and/or law enforcement. Observe, stop, detain, question, arrest, search, and/or transport persons suspected of criminal activity, and/or investigate suspected criminal activity related to OHSU, in accordance with applicable state law and OHSU guidelines. Other duties as assigned. Patrol & Enforcement Actively patrol/monitor area(s) of responsibility on foot, bicycle, in a vehicle, or via CCTV/DVMRE. Patrol/monitoring areas may include, but are not limited to, the following: Inside and outside of OHSU facilities and buildings, both on and off campus OHSU grounds, property, and parking areas, both on and off campus Specific target areas Other areas, as assigned Issue citations as necessary and authorized to persons or vehicles for violations of University policies or applicable laws.
