Role Overview
As a member of our dynamic Employee Xperience (EX) team, the Recruiter will play a pivotal role in shaping our workforce. As a key player in full-cycle recruiting for both non-exempt and exempt roles, you'll collaborate closely with leadership and the EX team to meet our staffing goals and support our business needs.
Scope of Work
Own the full-cycle recruitment process from beginning to end, including: defining the recruitment strategy, maintaining requisitions from open to close, building the talent pool, and candidate offers
Interview qualified candidates and coordinate the interview process for hiring managers
Responsible for the full utilization and maintenance of applicant tracking system including posting of positions, maintaining candidate flow, and closing of requisitions
Ensure all hiring policies and procedures are consistently applied and that best practice recruitment guidelines are administered throughout the recruitment process
Develop a strategy in support of talent acquisition and build relationships with business leadership and EX to align talent pipelines needs
Build and maintain relationships with candidates, hiring managers, and EX partners to ensure a positive candidate experience and effective communication throughout the recruitment process
Research, recommend, and implement creative recruitment techniques. May include: passive candidate recruitment, internet advertising, cold calling, internal referrals, and various social media outlets
Maintain records and files and ensure compliance with federal, state, and local employment laws and regulations.
Create and utilize ATS reports and recruitment metrics on an on-going basis to identify trends and make recommendations for overall process improvements

Knowledge, Skills, and Abilities
Bachelor's degree in related field or equivalent years of experience
5+ years of experience in talent acquisition within a corporate setting, recruiting for non-exempt and exempt roles
Experience creating and implementing unique sourcing strategies for hard-to-fill positions
Experience using an Applicant Tracking System, Workday preferred
Proficient computer skills required, including Microsoft Office Suite
Strong interpersonal skills including the ability to effectively build relationships across all levels of the organization
Demonstrated ability to prioritize and multi-task various and conflicting responsibilities
Excellent verbal and written communication skills with the ability to interact with internal and external customers

The US salary range for this full-time position is $65,000 - $80,000. The range displayed on each job posting reflects the minimum and maximum target salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

The Children's Therapeutic Family Care (CTFC) Recruiter serves the Specialized Services for Youth department and assumes the responsibilities common to all direct service and administrative positions as described in the Agency Manual. The CTFC Recruiter in the Specialized Services for Youth department reports to the assigned Children's Therapeutic Family Care Supervisor/Program Champion in the Specialized Services for Youth (SSY) department.

Utilizing the Treatment Foster Care Oregon (TFCO) model, the Recruiter is the primary support person for Therapeutic Parents in CTFC. This individual advocates for Therapeutic Parents and serves as their voice in the program. The Recruiter for Therapeutic Parents credentials/licenses them through the state of Michigan, assists in training them, conducts home visits, is available by phone on an as-needed basis, and co-leads the weekly Therapeutic Parent meeting. While the CTFC Team Leader develops the plan and designs the interventions for the youth and family, the Recruiter will facilitate the implementation of treatment strategies and gather information about the status of interventions being employed in the therapeutic home.
Perform a wide variety of outreach and recruitment activities within the community and provide documentation of activities that result in applicants being sufficiently able to meet the needs of the agency and licensing/credentialing requirements.
Collect and analyze data related to recruitment efforts and applicant inquiry source, to maximize effectiveness of recruitment strategies.
