PSYCHIATRIST POSITION SUMMARY
The Chief Psychiatrist provides diagnostic evaluation and treatment to patients as well as psychiatric consultation, diagnosis, and treatment to patients. The Chief Psychiatrist provides clinical direction, general supervision, and training to the site staff, and has other managerial responsibilities. They approve, sign, and monitor the implementation and efficiency of all treatment plans. The Chief Psychiatrist creates discharge plans to insure appropriate follow-up and support after discharge from the facility.
PSYCHIATRIST ESSENTIAL FUNCTIONS
Provide onsite psychiatric assessment, diagnosis, and treatment of those inmates referred by the medical and clinical services staff.
Provide written summaries of history, diagnosis and treatment course.
Where applicable, provide psychiatric services for inpatients, assessment, diagnosis, staffing, treatment planning, and regular review of all inmates assigned.
Where applicable, provide psychiatric services for all inmates referred to the Healthcare Unit for those inmates in the general population who need regular psychiatric/behavioral health follow up.
Where applicable, provide psychiatric services for those inmates who need to be transferred to Behavioral Health facilities. Services to include work up and any court hearing testimony needed.
Where applicable, act as regular Psychiatrist and participate in the treatment programming and planning for the
Behavioral Health Unit (if applicable) duties include regular staffing and contact with Behavioral Health Unit staff and supervisor, discussion of problem cases, follow up and monitoring of medication, and general psychiatric input.
Provide medication management to all inmates admitted.
Provide individual and/or group therapy as appropriate.
Approve, sign, and monitor the implementation and efficiency of treatment plans.
Approve all admissions and discharges into the Behavioral Health Unit, if applicable.
Provide in-service education to the site staff as needed.
Attend training and meetings as required.

Must be a graduate of medical school and have completed an appropriate psychiatric residency.
Must be licensed to practice in the state of Wisconsin.
Current DEA number.

RBH offers adults, as well as child and adolescent patients in our communities, the ability to receive care at multiple level of services including: inpatient, residential, partial hospitalization, intensive outpatient and outpatient services. The three primary hospitals are located in Wisconsin, and numerous clinics spread from coast to coast in Wisconsin and 9 other states, including California, Colorado, Florida, Georgia, Illinois, Minnesota, Pennsylvania, Tennessee, and Washington. In this role, the physician will serve as a team leader in our patient care model, which is based on a multi-faceted treatment team methodology. Services
:
Attend Patients at the Site and via Telehealth: The Physician will be expected to attend patients and assist with patient coverage at the locations assigned by Employer (the “Site(s)”). In addition, Physician may be expected to cover additional locations or “Sites”, as assigned by Employer if Site does not have enough patient availability for Physician to achieve RVU targets or daily patient visit goals or there are provider shortages at a particular location and Employer needs Physician to provide additional coverage. The Physician will accept referrals from medical physicians, psychiatrists, in all areas and counties surrounding Site referrals, to attend their patients on the unit, and upon patient discharge the Physician will refer the patient to the referring physician for outpatient care, unless the patient expresses another preference, or the Physician determines that this is not in the best medical interests of the patient. The Physician will be responsible for providing written and verbal discharge summaries to all referring physicians.
The Physician will continue to see patients on unit seen by Nurse Practitioners and Physician Assistants and serve as a collaborating physician for them as needed, including completion of psychiatric evaluations.
Notwithstanding the forgoing, Employer does not guarantee any minimum or maximum number of patients at any one time.
The Physician may be required by Employer to participate in call coverage based on the pre-determined schedule established by the Employer, which will include an equitable division of dates across providers.
The Physician will:
a. Attend assigned patients depending on Physician's specific educational qualifications in Rogers programs to which Physician is assigned. These programs may include the following levels of care either in person or via telehealth:
i) inpatient
ii) residential
iii) partial hospitalization program (PHP)
iv) intensive outpatient programs (IOP).
v) outpatient services including individual counseling, patient assessments, and medication evaluations.
b. 1:1 therapy, medication management sessions with patients.
c. Weekly (or more often) staffing of patients.
d. Lead and sign a treatment plan for each patient.
e. Family education/therapy, as clinically indicated.
f. Attend unit meetings, status report as appropriate.
Medical Activities: The Physician shall perform all medical functions necessary to insure the delivery of high quality treatment for psychiatric disorders for patients at the Sites, including, but not limited to:
Conducting a psychiatric assessment of each patient within timeline defined by Hospital policy.
When applicable, conducting rounds for patients per Hospital policy, and as assigned to Physician.
Completing and signing discharge summaries timely, as defined by Hospital policy.
When applicable, completing emergency detentions of patients when conditions exist for taking an individual into custody under applicable state law, including filing statements concerning appropriateness of a patient for emergency detention and attending any required court proceedings or meeting standards around the duty to warn by calling the appropriate authorities to complete emergency detention.
Participate in quality assurance activities.
Medication education with nursing staff.
Inservice treatment team, as needed.
Attend the Medical Staff meeting and the Medical Staff Executive Committee meeting.
Provide supervision, including sponsorship of Advanced Practice Nurse Practitioners (APNP) and/or Physician Assistants (PA) upon request.
Payor Relations: The Physician will assist the Site in its contracting with payors for mental health services. The Physician will also assist in developing and maintaining positive working relationships with all contracted payors. The Physician will assist in the review of all denials of service from all payors that are deemed for medical reasons.
Interface with referring parties, the psychiatrist, family practice and/or pediatrician, to coordinate care, aftercare. Market Employer as appropriate, to include off-site meetings and marketing activities.
Review potential admissions, pending cases, and declined admissions, as needed, to assure Employer policy execution and compliance with EMTALA.
Advocate: In addition to the above duties and responsibilities, the Physician needs to be an advocate for the Sites. Advocacy is both an informal activity and a formal activity. It is expected that the Physician will provide support, information, education and services when appropriate opportunities present themselves. The Physician must be committed to assisting the Site in becoming highly visible and respected for the contributions it does and can make to quality patient care.
Participate in and support Employer's quality assurance and performance improvement activities and meetings.
Take an active role in identifying new program development opportunities for patient care services and Employer.
Participate in community education of behavioral health issues, as requested by Employer.
Admissions Support: At the sole discretion of the Employer, Physician may be asked to devote some of their time and effort to supporting the admissions process. Duties related to this task include the following:
Provide initial placement recommendations based on admitting criteria, clinical parameters, medical history and documentation obtained through screening process provided by prospective patient or representative. Review and evaluate completed admission screenings to determine appropriate program, level of care, and (if appropriate) mode of delivery for prospective patient.
Review admissions screening interview (ASI), transfer documentation (TRF/TCF), external provider documentation, charted history from prior Rogers treatment encounters, external treatment summaries, test reports, or letters from interested others.
Determine the potential patient has sufficient cognitive and psychological functioning that would allow them to benefit from treatment and programming.
Review and demonstrate an understanding of the various programs and modes of treatment delivery available at Rogers, as well as of the latest organizational guidance regarding when each is considered appropriate or necessary for a given patient presentation.
Interact with team members, external providers and referents in a respectful manner reflecting positively upon the organization at all times.
Convey recommendations and suggestions in a manner that facilitates managing patient/family expectations related to services provided. If necessary, promptly initiate contact with referring providers or treatment teams to determine accurate clinical/programmatic recommendation for patients.
Provide clear guidance to team on medical reasoning of recommendation and/or justification for level of care for most accurate relay to patients/families.
Document progress using the visual tracking/management system provided.
Attend all pertinent MDI huddles as directed by medical/clinical and admission Leader.
Complete reviews/recommendations and all required supporting work and documentation in a timely manner in order to ensure quality prospective patient experience.
Communicate professionally and accurately. Refer to and work with other departments and agencies as needed and according to departmental policies.
Report pertinent data to the attending provider and others on the team, verbally or in writing as necessary, and prioritize effectively and consistently in situations requiring immediate attention versus postponement.
Immediately communicate difficult problems with referents, patients, family members/significant others and co-workers.
Develop and maintain relationships with medical staff and other providers across RBH for ongoing re-review or other case communication.

WHO: Must be BC/BE Psychiatric Physician who holds an active/clear license in the state where they reside. Consults can only be conducted in the MD's state of residence.
STATE (License-must reside in state): Michigan, North Carolina, Oklahoma, Wisconsin, Hawaii
WHAT: Perform telemedicine videoconferencing via a secure platform that does not exceed one (1) hour per applicant to re-evaluate for psychiatric disorders, alcohol/substance abuse, self-mutilation/harm, ADD/ADHD, anxiety, depression, legal event (underage drinking tickets, vandalism, assault, theft).
These are simple, one-time, psychiatric evaluations, with 20-30 minutes videoconferencing, face to face time, and 10-20 minutes for writing up findings that cannot exceed one hour per consultation.
Consulting Physician is NOT expected to clear the applicant for military service, but rather make recommendations on a diagnosis, prognosis, suggestions for treatment or any limitations/restrictions.
**TOP PAY RATE** $220 per 1 hr

Advocate: In addition to the above duties and responsibilities, the Physician needs to be an advocate for the Sites. Advocacy is both an informal activity and a formal activity. It is expected that the Physician will provide support, information, education and services when appropriate opportunities present themselves. Admissions Support: At the sole discretion of the Employer, Physician may be asked to devote some of their time and effort to supporting the admissions process. Duties related to this task include the following:
Provide initial placement recommendations based on admitting criteria, clinical parameters, medical history and documentation obtained through screening process provided by prospective patient or representative. Review and evaluate completed admission screenings to determine appropriate program, level of care, and (if appropriate) mode of delivery for prospective patient.
Review admissions screening interview (ASI), transfer documentation (TRF/TCF), external provider documentation, charted history from prior Rogers treatment encounters, external treatment summaries, test reports, or letters from interested others.
Determine the potential patient has sufficient cognitive and psychological functioning that would allow them to benefit from treatment and programming.
Review and demonstrate an understanding of the various programs and modes of treatment delivery available at Rogers, as well as of the latest organizational guidance regarding when each is considered appropriate or necessary for a given patient presentation.
Interact with team members, external providers and referents in a respectful manner reflecting positively upon the organization at all times.
Convey recommendations and suggestions in a manner that facilitates managing patient/family expectations related to services provided. If necessary, promptly initiate contact with referring providers or treatment teams to determine accurate clinical/programmatic recommendation for patients.
Provide clear guidance to team on medical reasoning of recommendation and/or justification for level of care for most accurate relay to patients/families.
Document progress using the visual tracking/management system provided.

Position Summary: Under general direction, the Psychiatrist Staff provides psychiatric diagnosis, care, and treatment to adults within Crisis Services, and/or Community Access to Recovery Services (CARS). The Psychiatrist serves as an attending/treating physician as well as a team treatment director for clients assigned to Assertive Community Treatment (ACT), Assisted Outpatient Treatment (AOT), Access Clinics, Community Support Programs (CSP), Milwaukee Mobile Crisis, and/or other programs.
Position Duties:
* Provide psychiatric assessment, diagnosis, care, treatment and planning for assigned outpatient clients and/or individuals requiring crisis evaluation. Provide medication management. May conduct and supervise psychotherapy.
* Provide and direct continuing psychiatric care and make appropriate dispositional recommendations. Participate or coordinate multidisciplinary treatment teams to develop treatment regimens that meet patient/client care goals, objectives, and other needs.
* Consult with ancillary professionals, agencies, family/guardians, and others as needed. Consult with other care providers and make appropriate referrals, as needed. Conduct suicide/homicide assessments.
* Maintain and complete appropriate and timely medical record, including billing documentation (written and electronic) in conformance with Behavioral Health Services (BHS) policy, CMS, and state requirements.
* Maintain familiarity with WI mental health laws. Prepare for and testify at patient/client commitment/detention hearings.
* Participate in the teaching, training, and supervision of Psychiatry residents, fellows, and/or advanced practice clinical students, as assigned. Serve as a collaborator for Advanced Practice Nurses, as needed.
* Maintain working knowledge of all critical medical staff and other BHS/Department of Health & Human Services policies. Participate in professional review activities. May participate and serve on medical staff as well as BHS committees.
* Confer and work with Medical Directors, administrators, and staff on matters regarding proper and efficient operation of the clinical facility and program. Take an active role in the development of policies and standards for patient/client care.
* May conduct or participate in research activities. Update professional knowledge on a continuing basis through continuing medical education programs and literature. May be asked to prepare and present professional reports.
* Miscellaneous. Perform other duties related to patient/client care and professional activities, which may include participation in on-call psychiatrist coverage rotation.
Minimum Qualifications/Requirements:
* Possess a Doctor of Medicine or Osteopathy degree (MD or DO)
* Have a current Wisconsin Medical license (MD or DO) or ability to obtain by date of appointment.
* Completion of at least three (3) years ACGME or AOA Psychiatry residency training (applicants within their final three (3) months of training may be considered, proof pending of training completion by appointing authority).
* Be registered with the Federal Drug Enforcement Administration (DEA) or ability to obtain by date of appointment.
* Be American Board of Psychiatry and Neurology (ABPN) or American Osteopathic Association (AOA) eligible in psychiatry at the time of initial appointment; Certification will be required and must be obtained within time requirements recognized by the Psychiatry Board post-residency, unless requirement is waived on recommendation of the CMO.
* ABPN or AOA Certification in Psychiatry shall me maintained, at all times, after date of initial certification or date by which applicant is required to obtain certification.

Responsibilities:
Consult with patients by reviewing health and medical histories; questioning, observing, and examining patients; and reviewing x-rays, as indicated.
Evaluate patients' neuromusculoskeletal systems and the spine using chiropractic diagnosis to determine neuromusculoskeletal and spine related conditions.
Perform manual adjustments to the spine, or other articulations of the body, in order to correct the musculoskeletal system, where necessary.

The Chief Psychiatrist provides diagnostic evaluation and treatment to patients as well as psychiatric consultation, diagnosis, and treatment to patients. The Chief Psychiatrist provides clinical direction, general supervision, and training to the site staff, and has other managerial responsibilities. PSYCHIATRIST ESSENTIAL FUNCTIONS
Provide onsite psychiatric assessment, diagnosis, and treatment of those inmates referred by the medical and clinical services staff.
Provide written summaries of history, diagnosis and treatment course.
Where applicable, provide psychiatric services for inpatients, assessment, diagnosis, staffing, treatment planning, and regular review of all inmates assigned.
Where applicable, provide psychiatric services for all inmates referred to the Healthcare Unit for those inmates in the general population who need regular psychiatric/behavioral health follow up.
Where applicable, provide psychiatric services for those inmates who need to be transferred to Behavioral Health facilities. Services to include work up and any court hearing testimony needed.
Where applicable, act as regular Psychiatrist and participate in the treatment programming and planning for the
Behavioral Health Unit (if applicable) duties include regular staffing and contact with Behavioral Health Unit staff and supervisor, discussion of problem cases, follow up and monitoring of medication, and general psychiatric input.
Provide medication management to all inmates admitted.

Attend Patients at the Site and via Telehealth: The Physician will be expected to attend patients and assist with patient coverage at the locations assigned by Employer (the “Site(s)”). In addition, Physician may be expected to cover additional locations or “Sites”, as assigned by Employer if Site does not have enough patient availability for Physician to achieve RVU targets or daily patient visit goals or there are provider shortages at a particular location and Employer needs Physician to provide additional coverage. The Physician will accept referrals from medical physicians, psychiatrists, in all areas and counties surrounding Site referrals, to attend their patients on the unit, and upon patient discharge the Physician will refer the patient to the referring physician for outpatient care, unless the patient expresses another preference, or the Physician determines that this is not in the best medical interests of the patient. The Physician will be responsible for providing written and verbal discharge summaries to all referring physicians.
The Physician will continue to see patients on unit seen by Nurse Practitioners and Physician Assistants and serve as a collaborating physician for them as needed, including completion of psychiatric evaluations.
Notwithstanding the forgoing, Employer does not guarantee any minimum or maximum number of patients at any one time.
The Physician may be required by Employer to participate in call coverage based on the pre-determined schedule established by the Employer, which will include an equitable division of dates across providers.
The Physician will:
a. Attend assigned patients depending on Physician's specific educational qualifications in Rogers programs to which Physician is assigned. These programs may include the following levels of care either in person or via telehealth:
i) inpatient
ii) residential
iii) partial hospitalization program (PHP)
iv) intensive outpatient programs (IOP).
v) outpatient services including individual counseling, patient assessments, and medication evaluations.
b. 1:1 therapy, medication management sessions with patients.
c. Weekly (or more often) staffing of patients.
d. Lead and sign a treatment plan for each patient.
e. Family education/therapy, as clinically indicated.
f. Attend unit meetings, status report as appropriate.
Medical Activities: The Physician shall perform all medical functions necessary to insure the delivery of high quality treatment for psychiatric disorders for patients at the Sites, including, but not limited to:
Conducting a psychiatric assessment of each patient within timeline defined by Hospital policy.
When applicable, conducting rounds for patients per Hospital policy, and as assigned to Physician.
Completing and signing discharge summaries timely, as defined by Hospital policy.
When applicable, completing emergency detentions of patients when conditions exist for taking an individual into custody under applicable state law, including filing statements concerning appropriateness of a patient for emergency detention and attending any required court proceedings or meeting standards around the duty to warn by calling the appropriate authorities to complete emergency detention.
Participate in quality assurance activities.
Medication education with nursing staff.
Inservice treatment team, as needed.
Attend the Medical Staff meeting and the Medical Staff Executive Committee meeting.
Provide supervision, including sponsorship of Advanced Practice Nurse Practitioners (APNP) and/or Physician Assistants (PA) upon request.
Payor Relations: The Physician will assist the Site in its contracting with payors for mental health services. The Physician will also assist in developing and maintaining positive working relationships with all contracted payors. The Physician will assist in the review of all denials of service from all payors that are deemed for medical reasons.
Interface with referring parties, the psychiatrist, family practice and/or pediatrician, to coordinate care, aftercare. Market Employer as appropriate, to include off-site meetings and marketing activities.
Review potential admissions, pending cases, and declined admissions, as needed, to assure Employer policy execution and compliance with EMTALA.
Advocate: In addition to the above duties and responsibilities, the Physician needs to be an advocate for the Sites. Advocacy is both an informal activity and a formal activity. It is expected that the Physician will provide support, information, education and services when appropriate opportunities present themselves. The Physician must be committed to assisting the Site in becoming highly visible and respected for the contributions it does and can make to quality patient care.
Participate in and support Employer's quality assurance and performance improvement activities and meetings.
Take an active role in identifying new program development opportunities for patient care services and Employer.
Participate in community education of behavioral health issues, as requested by Employer.
Admissions Support: At the sole discretion of the Employer, Physician may be asked to devote some of their time and effort to supporting the admissions process. Duties related to this task include the following:
Provide initial placement recommendations based on admitting criteria, clinical parameters, medical history and documentation obtained through screening process provided by prospective patient or representative. Review and evaluate completed admission screenings to determine appropriate program, level of care, and (if appropriate) mode of delivery for prospective patient.
Review admissions screening interview (ASI), transfer documentation (TRF/TCF), external provider documentation, charted history from prior Rogers treatment encounters, external treatment summaries, test reports, or letters from interested others.
Determine the potential patient has sufficient cognitive and psychological functioning that would allow them to benefit from treatment and programming.
Review and demonstrate an understanding of the various programs and modes of treatment delivery available at Rogers, as well as of the latest organizational guidance regarding when each is considered appropriate or necessary for a given patient presentation.
Interact with team members, external providers and referents in a respectful manner reflecting positively upon the organization at all times.
Convey recommendations and suggestions in a manner that facilitates managing patient/family expectations related to services provided. If necessary, promptly initiate contact with referring providers or treatment teams to determine accurate clinical/programmatic recommendation for patients.
Provide clear guidance to team on medical reasoning of recommendation and/or justification for level of care for most accurate relay to patients/families.
Document progress using the visual tracking/management system provided.
Attend all pertinent MDI huddles as directed by medical/clinical and admission Leader.
Complete reviews/recommendations and all required supporting work and documentation in a timely manner in order to ensure quality prospective patient experience.
Communicate professionally and accurately. Refer to and work with other departments and agencies as needed and according to departmental policies.

Our Psychiatrists serve our community by providing direct clinical care of clients, including evaluation, prescribing of medications as appropriate, development of treatment plans, and ordering of lab tests at one or more clinical facilities in the Lake County Health Department and Community Health Center. Additionally, this role provides psychiatric consultations as requested by LCHD/CHC staff and from other agencies.
* Facilitates with clients and collaborates with the treatment team to develop, review and update treatment goals and referrals both internally and externally.
* Evaluates clients regarding their need for psychotropic medication and prescribes medication when appropriate.
* Performs psychiatric evaluations, as requested by other staff members, for purposes of diagnosis and for treatment planning.
