Key Responsibilities:
Lead engineering and construction activities for federal projects, ensuring full compliance with FAR (Federal Acquisition Regulations) and other relevant regulations.

Review and approve engineering plans, technical drawings, and construction methodologies.
Conduct risk assessments, quality control inspections, and ensure all work adheres to federal and environmental standards.
Prepare and submit detailed technical reports, documentation, and progress updates to stakeholders.
Oversee procurement and materials management to ensure compliance with contract terms.
Assist with project cost estimation, bidding processes, and subcontractor negotiations.
Troubleshoot and resolve technical challenges that arise in the field.
Requirements:
Bachelor's degree in Civil Engineering, Construction Management, or a related field.

Responsibilities:
Assist in overseeing steel erection activities working with the Project Manager(s), Field Engineers, General Superintendent, Superintendent, General Foreperson, and Foreperson.
Meet daily with Field Engineers and Field Supervision to review production schedule and confirm all materials, equipment, and resources are readily available for production to maintain schedule and within budget.
Collect, coordinate, and analyze shop drawings, design specifications, material requirements, and project data through the duration of the project to ensure quality and contract specification compliance.
Provide technical input for project work plan and scheduling. Identify risk elements of production, materials, equipment, or process that could negatively impact the budget or schedule.

Notify team members and manager of any significant schedule changes and recommend solutions for management consideration.

Recommend field material and asset purchases.

Physical Demands / Work Environment:

Essential Functions
* Utilize established management information systems to monitor budget, operation and maintenance and capital project activity.
* Ensure schedules are developed and regularly updated for expense and capital projects assigned to the Department.

Work Environment
Work will typically be performed in a standard office environment. Some field trips will be required for inspection and data acquisition in varying weather conditions. Flights in fixed-wing aircraft and helicopters. Occasional out of town trips and meetings may be required. This position is subject to 24-hour call-out.
Minimum Qualifications and Experience
Education
Bachelor's degree in engineering, required, electrical preferred. Additional specialized training in electric utility designs, construction, planning and accounting, preferred. Alaska Professional Engineer registration or the ability to obtain Alaska Professional Engineer registration by comity within one (1) year, preferred. Master's degree in project management or Project Management Professional (PMP) certification, desired.
Experience
Five (5) years of progressively responsible engineering design or construction experience, required including three (3) years of supervisory and project management responsibility. Experience with high voltage (115 kV and greater) land and submarine cables, preferred. Must have electrical, mechanical, and architectural experience as needed for complete design, including familiarity with foundations and structures. Must have experience in organizing and supervising work groups and coordinating plans and designs with other internal departments and external agencies. Experience working in a union environment preferred.

Qualifications

1+ years of experience working in PSM (Process Safety Management) facilities.
1+ years of field engineering in a direct maintenance or operations support role.
1+ years of experience in North Slope Operations.
1+ years of experience using sizing relief systems using API 520/521.
Advanced level of proficiency in PHA such as facilitation.
Basic level of proficiency in maintenance management software use (e.g. SAP).
Basic level of proficiency in process modeling utilizing software such as HYSYS.
Experiencing being Responsible person for completing MOC.
Capable of handling a large volume of diverse tasks.
Adaptable to changes in project scope.
