KEY RESPONSIBILITIES • Manage all front-end project development activities through the Front-End Loading (FEL) process, advancing projects from concept (FEL-0) through detailed design (FEL-3) and issuance of Issued for Construction (IFC) drawings. • Develop and document business case justification, including cost-benefit analysis, alternatives evaluation, and risk assessments to ensure alignment with strategic objectives. • Prepare and present project funding requests, supporting scope definition, cost estimates, and schedules for stage-gate approvals. • Facilitate and lead design reviews, constructability reviews, HAZOPs, and risk mitigation sessions during project development. • Coordinate with internal stakeholders (Operations, Maintenance, Reliability, and Technical teams) to ensure the design meets operational and safety requirements. • Oversee engineering contractors to ensure delivery of quality design packages on schedule and within approved budgets. • Manage the Management of Change (MOC) process for assigned projects. • Support the transition of projects to the execution team by providing thorough documentation and scope clarity. • Perform project controls functions during execution (cost tracking, forecasting, reporting), ensuring adherence to scope and budget. • Support and monitor project close-out activities, including punch list completion, documentation turnover, and final cost reporting. • Ensure compliance with PBF Energy's project standards, refinery safety policies, and regulatory requirements throughout all phases. QUALIFICATIONS • Bachelor's degree in engineering or related discipline; advanced degree preferred. • Minimum of 5 years of experience managing capital project development in an oil refinery, petrochemical plant, or similar industrial environment. • In-depth knowledge of the FEL process, stage-gate project development, and capital budgeting. • Strong understanding of cost estimating, scheduling, and risk analysis. • PMP certification or equivalent project management training preferred. • Demonstrated ability to manage multiple projects and priorities effectively. • Excellent communication, facilitation, and leadership skills. • Proficiency with project management and cost control tools (Primavera P6, MS Project, SAP, or similar). • Strong commitment to safety, reliability, and environmental compliance. The Senior Project Manager is responsible for planning, coordinating, and delivering commercial roofing projects from start to finish. This role ensures projects are completed on time, within budget, and in compliance with the highest standards of safety, quality, and professionalism. As a key point of contact for clients, crews, and vendors, the Senior Project Manager plays a central role in ensuring clear communication and exceptional project execution across the field.


Objectives

  • Autonomously manage commercial roofing projects from kickoff through closeout
  • Supervise subcontractors and internal crews to ensure quality, scheduling, and compliance
  • Deliver assigned jobs at or above target margin with less than 5% deviation from estimate
  • Maintain accurate job documentation and updates in Buildertrend and CompanyCam
  • Serve as primary contact for clients, ensuring high satisfaction and professional delivery
  • Conduct kickoff meetings, site walks, and closeout inspections to manage performance
  • Provide weekly reporting to leadership on schedule, margin, and crew productivity
  • Identify and resolve jobsite challenges or inefficiencies within 24 hours
  • Support operational scale by mentoring junior team members and driving system adoption
  • Prepare for advancement to Director of Operations role within 12-18 months

Education and Experience


Required:

  • Minimum of 3 years of project management experience in construction or a related field.
  • Proven ability to manage budgets, schedules, and resources effectively.
  • High school diploma or GED.

Preferred:

  • Experience in residential roofing or construction management.
  • Certification in project management (e.g., PMP, CAPM) or equivalent.
  • Proficiency in project management tools and software (e.g., MS Project, Procore).

Physical Requirements

  • Ability to visit job sites and oversee work in progress.
  • Comfortable working in outdoor environments and at heights as needed.
  • Must be able to lift and carry up to 50 pounds occasionally.
  • Reliable transportation with a valid driver's license and a clean driving record.
