Primary Responsibilities: The Director of Student Services will provide leadership and expertise in the development and implementation of special programs that include but are not limited to: School Improvement, English Language Learners (ELL), At-Risk Programming/DropOut Prevention, Private Instruction (home schooling), Health Services, Special Education, Pre-School, and Extended Learning (ELP) Essential Functions: Program Management: Develop, implement, and oversee student services programs. Ensure services are effectively delivered and aligned with the district's mission and goals. Monitor program effectiveness and make necessary adjustments to improve student outcomes. School Improvement: Partner with the district administrative team to coordinate and lead school improvement efforts. Program Responsibilities: Special Education: Provide leadership to Special Education personnel in resolving problems related to student assessment, IEP team participation, IEP development, implementation and evaluation, parent/guardian involvement and program evaluation. Create and implement with fidelity the district's Special Education Delivery Plan Coordinate proper programming for all students Coordinate staff development and support for student instruction and assessment for Special Education personnel. Prepare and submit special education reports as required by the Department of Education and other agencies. Make recommendations for enrollment requests for students from other districts for placement in the district's Special Education program. Coordinate the development, implementation, and maintenance of the special education program including articulation of the co-teaching program, record retention, and teacher assignments. Coordinate Child Find and Child Count. Assist building principals in the evaluation of Special Education personnel and program effectiveness. Oversee the assignment of students and placement of Special Education programs and participate in IEP staffing's, end-of-year evaluations, and parent conferences, as necessary. Counsel parents/guardians in resolving issues concerning Special Education. Determine the accuracy of complaints, appropriateness of programs and viable solutions. Coordinate Extended Year Services for Special Education students and Homebound Instruction for regular education students and special education students. Supervise the hiring, placement, and justification of Special Education paraprofessionals and provide required and needed training. Assist the Transportation Director in establishing appropriate transportation for students in Special Education programs as required by the IEP. Private Instruction (Home-school): Collaborate with the Home-school facilitator to determine staffing needs, resources, and other managerial duties. Ensure programming meets and follows Iowa regulations and laws. Homeless Liaison: Assist the Transportation Director in establishing appropriate transportation for Homeless students and reimbursement reporting. Compile and submit Homeless data for state reporting. Preschool: Oversee the development and implementation of high-quality preschool programs. Ensure alignment of preschool programs with district curriculum and early learning standards. Monitor program effectiveness and student outcomes. At-Risk Programming: Coordinate district At-risk Program development. Coordinate Professional Development opportunities for At-Risk staff. Update Admin. Team on relevant At-Risk program changes/updates. Compile and submit At-Risk data for state reporting. Verify At-Risk student status. Complete annual At-Risk Program Evaluation. Attend At-Risk workshops, as necessary. ELL Program: Ensure District Lau Plan is submitted annually. Complete, coordinate and administer district-wide required ELL training. Coordinate, roster, and monitor all district-wide ELL assessments. Communicate and monitor updated responsibilities for ESL district staff. Complete annual ELL Program Evaluation. Supervise and evaluate District ELL staff. Extended Learning Programming (ELP): Ensure District ELP Plan is completed annually. Coordinate and administer all district-wide ELP assessment training for ELP staff. Coordinate, roster and monitor all district-wide ELP assessments. Communicate and monitor updated responsibilities for ELP district staff. Coordinate Professional Development opportunities for ELP staff. Compile and submit ELP data for all state reporting. Health Services: Meet regularly with district nurses to ensure continuity of care throughout the district. Ensure district health services have the resources necessary to provide a safe and healthy learning environment. Compliance and Regulation: Stay current with federal, state, and local regulations related to student services. Ensure all programs and services follow legal and regulatory requirements. Prepare and submit required reports and documentation. Staff Supervision and Development: Recruit, train and support staff involved in student services. Provide ongoing professional development and support to staff. Foster a collaborative and inclusive work environment. Collaboration and Communication: Work closely with school administrators, teachers, and community partners to support student needs. Serve as a liaison between students, families, and external agencies. Address concerns and facilitate effective communication with parents and guardians. Student Support and Advocacy: Develop and implement strategies to support student well-being and academic success. Advocate for students' needs and work to resolve issues impacting their learning and development. Coordinate services for students with special needs or those facing significant challenges. Data Analysis and Reporting: Collect and analyze data related to student services, including attendance, behavioral incidents, and student achievement. Prepare and present reports to school boards, administrators, and other stakeholders. Compile and submit required State and Federal Reporting.
