What you will be doing:
In this position you will contribute to the Juneau Field Office's promotion, development, and implementation of the department's capital program for the DOT&PF Southcoast Region. Under direct supervision of the Planning Chief and guidance of the Transportation Planners, the incumbent will review and provide recommendations on planning studies; compile project background reports, status reports, nominations packages, and white papers; and will assist in the preparation and revision of Alaska's multi-year surface transportation, aviation, and ports and harbors improvement plans and programs for Southcoast Region. The incumbent will represent DOT&PF to assure that transportation facilities, systems, and needs are adequately addressed.

The office, centrally located off Glacier Highway near Sunny Point area and provides abundant parking, pedestrian facilities and is centrally located offering short trips to Downtown or the Valley.

Example of Duties
Under the direction of the Long-Range Planning Manager, performs mid-level professional planning services. As a member of the Long-Range Planning Division, this position will assist in the development and implementation of the comprehensive plan for the Municipality and its elements; environmental planning; municipal site selection studies; district and neighborhood planning; zoning code amendments; reviews and comments on proposed rezones, conditional uses, subdivisions, and site plans; and other studies and technical reports. Duties of this position include research and analyses of short and long-range planning issues, review of public and private development projects for consistency with adopted plans, preparation of technical reports and plans, conducting presentations to the general public and municipal boards and commissions, grant administration, and project management. Perform public involvement duties including updating municipal websites, social media accounts, and publications. Coordinates efforts between other local, state, and federal agencies, the development community, and the public. Functions as lead planner on assigned projects. Answers inquiries on all aspects of AMC Title 21, Land Use Planning Code. Perform other duties as assigned. The Long-Range Planning Division staffs three advisory boards: Historic Preservation Commission, Watershed and Natural Resources Advisory Commission, and Geotechnical Advisory Commission. This position will also provide staff support to other municipal boards and commissions as needed. This position does require attendance at some night meetings. Minimum Qualifications / Substitutions / Preferences
High school diploma, GED, or equivalent and six (6) years of urban planning experience with the Municipality or the equivalent elsewhere.

Summary
The Senior Transportation Planner 1 provides planning services including preparing transportation system plans, modal plans, long-range plans, transportation studies, transportation planning work programs, and other transportation-related planning documents. Duties include conducting research, data analysis, technical writing, and plan development, leading public meetings and outreach, preparing presentation materials and graphics, agency and stakeholder coordination, and other duties as assigned. The person in this position is expected to exercise a strong work ethic, desire to learn new skills, and have great organizational and communication skills. A successful Senior Transportation Planner 1 should demonstrate proficiency in and assist with managing transportation planning concepts, apply functions including land use and transportation relationships, short-range and long-range planning, transportation system planning and analyses and evaluation, transportation public policy, traffic engineering, environmental analysis, public involvement and communications, land use planning, and community development. A Senior Transportation Planner 1exercises discretion and judgement in all work tasks. This person is expected to work well with others, absorb and apply constructive criticism, and seek input and guidance from more experienced members of the team as necessary. This position will work with very limited guidance from a more experienced Transportation Planner.

Advanced understanding of scopes, schedules, and budgets. Develops budgets and schedules for complex tasks. Breaks down complex projects into logical tasks. Mentors others on above. Able to prioritize multiple assignments to successfully deliver all assigned projects on time and on budget.
Industry Standards and Regulations
* Interprets and follows transportation planning documents programs, codes, and state and federal regulations including:
* Transportation and land use plans, policies, and programs
* Transportation funding and program delivery mechanisms, plans, policies, and opportunities
* Transportation system analyses
* Transportation resiliency analyses
* Population, economic, and demographic forecasts as they relate to transportation
* Public and agency involvement plans and communication strategies
* Transportation planning regulations, programs, and guidance documents
* Actively mentors other staff in their interpretation and understanding of applicable industry standards and regulations
Client Interaction
Frequent direct communications with clients to resolve technical issues on moderate to complex projects. Leads client project meetings. Understand appropriate messaging and legal risks.

Performs advanced levels of technical work on large, complex projects as a trusted technical member of the market sector. Operates with a high level of autonomy. Reviews the work of others. May perform some project management tasks.

Education and/or Experience
* Bachelor's Degree in transportation planning, land use planning, civil engineering, communications, or associated field required
* Years of experience required: 6 years
* Years of experience required with advanced degree: 5 years
Certificates, Licenses, Registrations
* PTP and/or AICP preferred
* Must have a valid driver's license and a good driving record
