License or Certification To qualify for Phlebotomist II, the applicant must possess a valid phlebotomy certification from an approved laboratory certification agency, such as the American Society for Clinical Pathology (ASCP), National Health Career Association (NHA), or the American Society of Phlebotomy Technicians (ASPT). Certificates from a technical college where the course was taken are not sufficient.
