Overview Summary: Under general supervision is responsible for entry-level probation and parole work of average difficulty, and performs related work as required. Distinguishing Features: An employee in this class performs on a full-time basis a set of trainee duties in the field of Probation and Parole, learning to plan and/or implement services for in Probation and Parole for the State of Tennessee. Supervision is initially close, but as an incumbent learns procedures and practices, supervision becomes more general. The employee will be eligible for preferred status after completing a probationary period. Responsibilities Processing Information: * Prepares and maintains offenders' records and reports; identifies criminal activities and background information in reports or standard forms which answer special requests by the parole board; prepares narrative reports of the investigation process; total caseload activities when preparing monthly reports. Evaluating Information to Determine Compliance with Standards: * Utilizes compliance reports on a monthly basis to determine the officers' work is in compliance with standards required by policy and procedures. * Monitors the offenders under their supervision to ensure compliance with release requirements set for the offenders by policy and procedures. Getting Information: * Interviews probationers and parolees regularly to evaluate their progress in accomplishing goals and maintaining the terms specified in their probation contracts and rehabilitation plans. * Searches on state, local, and federal databases for incidents and additional information related to their offenders. * Monitors and reviews e-mails related to the status of their offenders. * Conducts pre-hearing and pre-release investigations and testifies in court regarding the offenders' backgrounds and recommended sentences and sentencing conditions as required by policy. * Conducts searches of offender residences, vehicles and person as required by policy. Establishing and Maintaining Interpersonal Relationships: * Acts as liaison with judges, court personnel, law enforcement and other agencies concerned with the probation/parole program and who may have an effect upon the success of agency goals. * Interacts with each offender in a positive and respectful manner always dealing with hostile attitudes and the offender in a controlled and calming manner. * Interacts in a positive manner with other staff members and other fellow employees to foster and maintain a harmonious working environment. Making Decisions and Solving Problems: * Requests arrest warrants for non-compliance by the offenders as required by policy and procedures. * Utilizes compiled offender information in order to determine proper steps for treatment. Monitor Processes, Materials, or Surroundings: * Supervises people on community-based sentences, such as electronically monitored home detention, and provide field supervision of probationers by conducting curfew checks or visits to home, work, or school. * Administers drug and alcohol tests, including random drug screens of offenders, to verify compliance with substance abuse treatment programs. * Attends and monitors court hearings of offenders. * Receives and responds to correspondence from other states related to offenders' supervision. * Receives and responds to GPS alerts regarding offenders and processes notifications. * Recommends remedial action or initiates court action in response to noncompliance with terms of probation or parole. Enforces and follows up on court orders and board conditions for release. * Prepares and follows up with risk assessments form Level Service Case Management Inventory (LSCMI) or any designated assessment tools. Resolving Conflicts and Negotiating with Others: * Handles offender complaints and grievances quickly and professionally as required by policy and procedures. Analyzing Data or Information: * Analyzes reports for needed action related to the offenders under their supervision. The Position: Under general supervision, provides professional casework services to adult and juvenile offenders and their families; supervises, motivates, and rehabilitates adult and juvenile offenders; conducts pre-sentencing investigations; carries out special assignments; and performs related duties as required. DISTINGUISHING CHARACTERISTICS: Deputy Probation Officer (DPO) is the entry-/journey-level class in the series. Deputy Probation Officer is distinguished from Deputy Probation Officer, Senior in that the latter is the lead worker level in Probation Field Service operations and the first line shift supervisor level within a Probation Institution. The IDEAL CANDIDATE will possess: * Strong written, and verbal communication * Reputation for honesty and trustworthiness * Excellent command presence * Good moral character * Credibility * Integrity Examples of Duties * Conducts investigations which include interviewing adult or juvenile offenders, their families and interested individuals, and reviewing documents such as police reports, court transcripts and criminal records; makes assessments regarding the nature of the individual's environmental, employment, financial or domestic difficulties as they apply to the case; makes recommendations for sentencing and dispositions of probationers; prepares probation plans. * Assures that terms and conditions of probation are complied with; coordinates case management with representatives of criminal justice and social service agencies in cases of mutual interest by providing and receiving information on case investigation and status; advises and makes referrals of adults, juveniles, or their families to available community resources to aid in solving their psychosocial problems; motivates, monitors and evaluates probationer's progress; makes written and oral recommendations to the courts for continuance or dismissal of probation status, or to return probationer to the judicial system. * Makes arrests and conducts vehicle, building, and body searches as necessary and authorized; observes, collects and examines urine samples; administers chemical, skin, and eye/pupil checks for illegal substances or alcohol abuse; transports adult and juvenile offenders when necessary. * Carries an assigned caseload involving adult and/or juvenile offenders; conducts field contacts and home visits; prepares petitions, violations, correspondence, case histories, regular and special reports, and maintains case files; monitors payment records to ensure-court ordered collection of fines, fees, and restitution is carried out; conducts civil investigations and may conduct juvenile traffic hearings. * May train colleagues in a specialized area of expertise; may train and guide Extra Help employees and volunteers. Employment Standards To be considered for this position, applicants must demonstrate how they meet the employment standards. Applicants will need to attach all relevant degrees and/or unofficial transcripts to their application. * Possession of a bachelor's degree that included 27 quarter units or 18 semester units of coursework in sociology, psychology, criminology, or a related field that would provide the required knowledge and abilities; OR, * Completion of 90 quarter units or 60 semester units of college coursework, including 14 quarter or 9 semester units in sociology, psychology, criminology, or a related field that would provide the required knowledge and abilities AND two years of experience performing duties equivalent to Juvenile Institutions Officer, at least one year of which is at the Senior level, or to Probation Assistant with Santa Barbara County; OR, * A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities. Note: Applicants who are currently in their final quarter or semester of study leading to the required education are encouraged to apply. Such applicants may compete in the examination process but may not be considered for appointment until they have attained the required education units. Desirable Qualifications: * Communication: Bilingual Spanish skills are desirable. The ability to read, write, and converse fluently in English and Spanish is desirable for some positions. Strong computer, typing, written, and verbal communication skills required. A valid Ohio Driver's License is required. Prior employment experience in a criminal justice setting is preferred. Previous experience in teaching Cognitive Behavioral Interventions T4C, Carey Guides, BITS, and Cost Benefit Analysis preferred. Prior experience building case plans is preferred. Previous experience using motivational interviewing and Core Correctional Practices is preferred. A background in grant implementation and/or statistical analysis is desired as tracking recidivism data is essential to determining the success of rehabilitation. Must be punctual, well organized and able to work within strict time constraints. Must be comfortable working in an office, jail, and field setting. DUTIES: Supervises and provides case management to offenders granted community control supervision by the Miami County Common Pleas Court. Summary of Job Duties ESSENTIAL DUTIES AND RESPONSIBILITIES: The essential duties and responsibilities of the position are as follows: Supervises and monitors offenders granted intensive supervision by the court to ensure compliance with supervision terms and conditions, including court ordered financial obligations. Prepares case plans and sets goals for offenders in accordance with conditions set by the court. Identifies offender needs and makes referrals for assessment to the court, mental health, substance abuse, and/or other appropriate programs or persons for assistance. Testifies in court and makes recommendations. Attends revocation/violation, status, and other court hearings to provide input pertaining to the offender's supervision. Maintains records and documentation to record changes in address, employment, and other matters. Processes offenders onto supervision in accordance with accreditation standards by completing appropriate forms and documents. Collects urine samples and conducts breathalyzer tests. Collects DNA samples from felony and selected misdemeanor offenders using a buccal swab collector. Conducts searches and seizures for contraband or stolen property, and makes arrests when offender is in violation of supervision terms and conditions. Facilitates and/or prepares necessary documentation for the detention and/or arrest of the probationer. Compiles statistical data reflecting number of offenders on supervision, terminations, warrants issued, transfers, and other information to assess day-today functioning of programs. Obtains certification in approved risk assessment tool (ORAS) and conducts assessments in a timely manner. Participates in training opportunities, court activities, projects, and committees as requested or required. Completes other duties and responsibilities as required.
