Position Information

Position Information
This is a full-time (1.0 time-base), benefits eligible, temporary position with an anticipated end date six months from date of hire, with the possibility of reappointment.
This position is designated non-exempt under FLSA and is eligible for overtime compensation.

Department Summary
SDSU Facilities services is a customer service-based organization providing facility maintenance activities through a transparent and deliberate process. It is responsible for the operation, maintenance, repair, renovation, remodel, and alteration activities in support of the academic and research mission of the university.

Education and Experience
Knowledge: Work requires thorough knowledge of the methods, materials, tools and equipment used in the painting trade including painting, finishing, drywall, and paperhanging; and a thorough knowledge of the applicable state codes and regulations, including the Safety Orders of the Division of Industrial Safety of the State of California.
Abilities: Must be able to apply paints and finishes neatly and accurately; mix paints and finishes and match colors; erect and work from scaffolds, rigging and ladders; select the most appropriate materials; read, interpret and work from blueprints, plans, drawings, and specifications; make rough sketches; estimate cost, time and materials of painting work; maintain records and retrieve data using manual and/or computerized record-keeping systems; prepare standard reports; provide instruction to unskilled and semi-skilled assistants; analyze and respond appropriately to emergency situations; read and write at a level appropriate to the position; and perform arithmetic calculations as required by the position. Incumbents may be required to possess a California Driver's License valid for the operation of any vehicle or equipment they are required to operate.
Experience: These abilities normally would be acquired through any combination of progressively responsible training and experience which demonstrates achievement of journey-level skills equivalent to that acquired through completion of a standard painter's apprenticeship program.
Key Qualifications
Prior experience at a higher education environment, or a large multi-building facility environment.
Minimum of four years' experience painting in a commercial setting is preferred.
Two years' experience in drywall finishing is preferred.
APPA EFP Credential is preferred.
Licenses/Certifications Required

* Prepare aircraft, engines, support equipment, and components for finish using various chemicals, detergents, and solvents in conjunction with high pressure steam and water.
* Apply chemical conversion coating to bare substrate, sand and featheredge existing coatings using various grits of abrasives.
* Apply protective and decorative coating and paint finishes to aircraft, engines, ground support equipment and components; and paint insignias, lettering and designs on aircraft and components.
* Apply decals transfer and stencils to identify and decorate aircraft, engines, ground support equipment and components; apply sophisticated coating materials such as, but not limited to, waterbornes, elastomeric, and low volatile organic compounds materials to aircraft, ground support equipment, and components; apply radiation-reflecting coatings to cockpit and canopy enclosures; mix primers sealers and topcoat material to required viscosity for individual job or entire paint shop; treat corrosion; and perform wet and dry tape tests.
* Have skills in the use of measuring devices and gauges used to determine thickness, viscosity, surface smoothness and gloss of the applied coatings.
* Prepare the substrate for coating using a variety of pretreatment methods using chemicals, detergents and solvents in conjunction with high-pressure steam and water.
* Perform sanding and featheredging to existing coatings and shall select proper grit abrasives necessary to ensure adequate substrate smoothness prior to the finish application.
* Mask and protect surfaces not to be finished by the use of masking tape, discs, fixtures, plugs and/or covers.
* Use and maintain conventional, electrostatic, and high volume low pressure (HVLP) paint equipment and shall use a variety of materials such as lacquers, enamels, sealers, urethanes, waterbornes, epoxies, elastomerics, and ceramic coatings.
* Manufacture and maintain stencils, patterns, layouts and apply national and foreign insignias, special markings and designs required by military specifications and individual activities.

THE DEPARTMENT:
The Engineering & Public Works Department is responsible for maintaining the City's public assets, including all infrastructure, right of way, parks, facilities and the City's vehicle and equipment fleet. The Engineering Division oversees the City's Capital Improvement Program (CIP), Storm Water & Environmental Compliance, Traffic Safety, and Engineering Permits, Plan Checks and Inspections for private development. The Public Works operations team provides essential services for the community through its four Divisions: Streets & Wastewater Maintenance, Parks Maintenance, Facilities Maintenance, and Fleet & Equipment Maintenance.
THE POSITION:
Under direction, to schedule, supervise, and participate in the painting of pavement lane markings, legends, parking stalls, stop bars, and crosswalks; fabricate, install, and maintain traffic signs; and perform related duties as required. This position reports to the Public Works Crew Supervisor, within the Streets section of the Street & Wastewater Division of the Department.
ALTERNATIVE WORK SCHEDULE:
This position typically works a 4/10 workweek from 6:00am to 4:30pm, Monday through Thursday. City offices are closed on Fridays. All Crew Members have the responsibility to work Standby Duties, which consist of a 2 person, 1 week rotation, where they must be available to respond to after hours and weekend emergency call outs.
Key Responsibilities
Supervises and participates in the work of traffic painting personnel, including determining work procedures, assigning duties, training, assisting in solving work problems, enforcing City regulations and policies, and promoting work efficiency; monitors the quality and quantity of the work of Traffic Painter; identifies problems in the quantity and quality of work and takes prompt and effective corrective action; trains subordinate Traffic Painter; identifies better methods and tests for possible improvements; ensures work tasks are performed in a safe manner, including placement of traffic cones to ensure proper traffic flow and the use of protective garments; supervises and participates in the removal of traffic lines using a grinder; paints traffic pavement markings, including stop bars, school crossings, and crosswalks, by operating a flatbed truck with airless units on a self-propelled striping machine, airless spray gun, and stencils; paints City curbs using a truck with airless unit and an airless spray gun; paints traffic directional stripes, operating a self-propelled line striper with mounted airless unit and regulators; properly cleans the equipment, flushing out all hoses and spray guns and cleaning and oiling the automatic spray guns; installs and repairs signs, replacing defective, destroyed, or damaged traffic signs and placing new traffic signs to regulate, safeguard, and expedite traffic; utilizes post hole digger, shovels, digging bars, brooms, ladders, and other hand and power tools; fabricates signs for traffic control and direction; correctly lays out letters on the sign blank and bakes in a sign processor.
Minimum Qualifications
TRAINING AND EXPERIENCE: Two (2) years of skilled, journey-level traffic painting experience.
KNOWLEDGE AND SKILLS IN: The techniques, equipment, tools, and materials used in street painting operations and sign maintenance and fabrication; occupational hazards and proper maintenance and fabrication; occupational hazards and proper safety precautions; proper techniques for mixing and matching paints; Manual of Uniform Traffic Control Devices and other manuals of standard traffic painting practices; principles and methods of supervision and training; estimation of time and material costs.
ABILITY TO: Perform heavy and physically demanding work for lengthy and continuous periods of time; mix and blend paints to obtain desired colors; apply paints to street surfaces; plan, organize, and supervise work; maintain records and prepare administrative reports; identify paint and sign maintenance problems which need to be resolved and the methods of resolving them; design, lay out, paint, and fabricate a variety of types of signs, operating a heat applicator machine, spray paint equipment, and other sign/traffic paint equipment; deal effectively with the public; establish and maintain effective working relations with others; follow oral and written instructions.
