Salary Information: The salary range for Ithaca, NY (ITH - Ithaca Tompkins International Airport) is $40,332 to $56,282 or $19.33 to $26.97 per hour and includes locality pay of 17.06%.
This Transportation Security Officer position is located in Transportation Security Administration, Department of Homeland Security (DHS). As a Transportation Security Officer (TSOs) within Security Operations (SO), you will provide security and protection of air travelers, airports and aircraft in a courteous and professional manner. Duties may include but are not limited to:
* Operating various screening equipment and technology to identify dangerous objects in baggage, cargo and on passengers, and preventing those objects from being transported onto aircraft.
* Performing searches and screening, which may include physical interaction with passengers (e.g., pat-downs, search of property, etc.), conducting bag searches and lifting/carrying bags, bins, and property weighing up to 50lbs.
* Controlling terminal entry and exit points.
* Interacting with the public, giving directions and responding to inquiries.
* Maintaining focus and awareness while working in a stressful environment which includes noise from alarms, machinery and people, crowd distractions, time pressure, and disruptive and angry passengers, in order to preserve the professional ability to identify and locate potentially life threatening or mass destruction devices, and to make effective decisions in both crisis and routine situations.
* Engaging in continuous development of critical thinking skills, necessary to mitigate actual and potential security threats, by identifying, evaluating, and applying appropriate situational options and approaches. This may include application of risk-based security screening protocols that vary based on program requirements.
* Retaining and implementing knowledge of all applicable Standard Operating Procedures, demonstrating responsible and dependable behavior, and is open to change and adapts to new information or unexpected obstacles.

Qualifications
To qualify for the SV-D pay band (equivalent to the GS-5/6), you must meet one of the qualification requirements (A OR B) outlined below:
A. Experience: At least one year of full-time work experience in the security Industry, aviation screening, or as an X-ray technician.
OR
B. Education: Have a high school diploma, General Educational Development (GED), High School Equivalency Test (HiSET), or Test Assessing Secondary Completion (TASC) high school equivalency certificate.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Residency Requirement: To ensure adequate background investigative coverage, applicants are required to have resided within the United States for three of the last five years immediately prior to applying for this position. Reemployed Annuitants: Since the TSO position is permanent, it does not meet the eligibility requirement for a salary offset waiver under the National Defense Authorization Act (NDAA) for Fiscal Year 2010. Therefore, former Federal or Postal Service employees who are receiving a civilian retirement annuity may have their salary reduced by the amount of their pension, which could result in a biweekly net pay as low as zero dollars ($0.00) or a debt owed to the Federal Government.
TSO Dress and Appearance Responsibilities: TSOs must adhere to the current TSA dress and appearance requirements. For example, with the exception of half-inch diameter stud-style earrings, non-protruding ear gauges or spacers that match your skin and do not exceed one half-inch diameter, inconspicuous nose or tongue piercings that match your skin or tongue, body piercings may not be visible to the public. These requirements dictate if you have a tattoo that would be visible beyond the standard TSO uniform in areas such as the head and face including a partial tattoo that extends more than one inch beyond the upper neck or behind the ear, it could potentially render you ineligible for the position unless it was able to be covered at all times and not visible to the general public. Additionally, tattoos that are indecent, commonly associated with gangs, extremists, and/or supremacist organizations or that advocate sexual, racial, or religious discrimination, or have a negative impact on TSA's ability to carry out its mission must be covered at all times.
Work Schedules for Full-time Positions: Specific work shifts and schedules will be determined by the airport.
* Full-time positions require 40 hours per week;
* Full-time work consists of shift-work on any day from Sunday through Saturday, which may include irregular hours, nights, holidays, overtime, extended shifts and weekend shifts, changing shifts, and split shifts.
* A "split-shift" consists of any two work shifts, each lasting at least two (2) hours in one 24-hour period, with at least two (2) hours between work shifts.
Work Schedules for Part-time Positions: Specific work shifts and schedules will be determined by the airport.
* Part-time shifts generally range from 16-32 hours per week
* Part-time work consists of shift-work on any day from Sunday through Saturday, which may include irregular hours, nights, holidays, overtime, extended shifts and weekend shifts, changing shifts, and split shifts
* A "split-shift" consists of any two work shifts, each lasting at least two (2) hours in one 24-hour period, with at least two (2) hours between work shifts
Maintaining Employment: All TSOs must maintain the standard level of certification and fitness for duty, to include:
* Completing classroom training, on-the-job training, and all initial certification testing
* Recurrent and specialized training and recertification tests on a periodic basis
* Passing background investigations, including a criminal check and credit check, and all randomly administered drug and alcohol screening tests.
No moving, relocation or pre-employment travel expenses will be paid for this position, or while in application for this position. This position is not a law enforcement position and therefore, is not covered by Law Enforcement Availability Pay or Law Enforcement Retirement. Perform a variety of crime prevention, surveillance and law enforcement duties to protect the lives of students, staff and faculty, protect College property and maintain public order and safety on the Ithaca College campus. Enforce Ithaca College and department regulations and policies, New York State Penal Laws, vehicle, traffic and other laws. Promote positive community relations by supporting and participating in community oriented policing programs, activities, and initiatives and maintain good relations by providing quality service. Establish and maintain liaison with on and off campus community members and a variety of off-campus agencies. The incumbent is considered to be essential personnel and will be subject to reporting to work or remaining at work on occasion and without advance notice dependent upon the nature and urgency of the situation and as conditions or circumstances warrant.
Supervision:
This position reports to a Sergeant and in their absence will report to the Officer-In-Charge or a Lieutenant. The incumbent may also receive direction, guidance, and day-to-day supervision from the Executive Director/Chief or the Director/Deputy Chief. Respond to and conduct investigation of fire and intrusion alarms; check and reset alarm system and related emergency equipment. Take appropriate action to protect life and property.
Determine appropriate notification of College administration, department supervisors and off campus agencies of incidents and cases; follow established protocol and requirements in making notifications.
Regulate pedestrian, bicycle and vehicular traffic; investigate traffic accidents and complete accident reports; enforce vehicle, traffic, and parking violations.

$40.00 per hour, plus shift differential for officers who have received their Basic Police Officer certificate as of date of hire.
$30.00/per hour for Airport Police Officer recruit rate for officers who have not received their Basic Police Officer certificate as of date of hire.

Typical Work Activities
Patrols assigned areas on foot or within a vehicle, including curb management.

Requirements
Thorough knowledge of accepted principles and practices of law enforcement as applied to airport and aviation security practices.
Good knowledge of New York State Penal Law, Criminal Procedure Law, Vehicle and Traffic Law and other relevant state and local laws.
Good knowledge of FAA and TSA policies, including 49 CFR Part 1542 and practices governing security at commercial airports.
Good knowledge of 14 CFR Part 139 - Certification of Airports
Good knowledge of the modern methods and techniques employed in airport safety and security.
Proficient in use of a personal computer, and Microsoft Office Suite products, including Word, Excel and Outlook.
Proficient in use of radio communications technology.
Ability to communicate effectively both orally and in writing in English (bilingual is a plus)

Minimum Qualifications
Possession of a valid New York State Basic Police Officer Certificate (BPOC), or the ability to obtain within one (1) year of hire; and,
3 years of work experience, or its part-time equivalent, as a police officer or as a peace officer that meets the requirements as outline in CFR Part 1542.217, or a combination; and,
Education: Candidates must be high school graduates or holders of a high school equivalency diploma issued by an education department of any of the states of the United States or holders of a comparable diploma issued by any territory, commonwealth, or possession of the United States or by the Canal Zone or holders of a report from the United States Armed Forces certifying successful completion of the tests related to general education development, high school level at time of appointment.
Citizenship: Candidates must be citizens of the United States at time of appointment.
License: Possession of a valid New York State driver's license at time of appointment.
Physical: Candidates must meet the prescribed general physical and medical conditions as stated in the
Municipal Police Training Council standards. The physical requirements are removed for provisional candidates with former law enforcement experience and a valid basic police officer certificate, although a standard pre-employment physical is still required.
Psychological: Psychiatric and Polygraph examinations may be required of any successful candidate prior to appointment.
Moral Character: Candidates must be of a good moral character with no conviction of a felony. Conviction of a misdemeanor or other offense including traffic violation may bar appointment.
For Retired Police Officers: Must have a basic police officer certificate and be licensed to carry a firearm and have arrest authority.
Note: Police officer positions at the Syracuse Regional Airport Authority were established under Public Authorities Law section 2799-ggg-1. All appointments to positions defined as police officers under Criminal Procedures Law, section 1.20(34)(e) are subject to the regulations of the Municipal Police Training Council (MPTC), found in 9 NYCRR Part 6000 at the time of appointment.
Special Requirements
Must obtain and maintain security clearance as required by role and TSA regulations.

These requirements dictate if you have a tattoo that would be visible beyond the standard TSO uniform in areas such as the head and face including a partial tattoo that extends more than one inch beyond the upper neck or behind the ear, it could potentially render you ineligible for the position unless it was able to be covered at all times and not visible to the general public.
