Purpose of Job The purpose of this job is to preserve the peace and enforces the laws of the State of Georgia. Duties and responsibilities include, but are not limited to, protecting life and property, enforcing state laws, maintaining jail security, serving warrants and civil papers, providing courthouse and courtroom security, transporting prisoners, performing necessary functions to ensure safety and well-being of inmates, employees and visitors. It is a demanding position, and when assigned to the jail it requires a heightened state of readiness at all times. Job Related Requirements WORK SCHEDULE: Twelve (12) hour shift from 7:45-7:45 will be assigned permanently to days or nights. Shift assignments are made at the discretion of the Sheriff or his designee. Weekends and holidays are included and overtime is required from time to time. May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. Essential Duties, Responsibilities ESSENTIAL DUTIES, RESPONSIBILITIES: The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. WHEN ASSIGNED TO THE JAIL SECTION: Admission: Completes the admission forms of inmates being booked into the Athens-Clarke County Jail. Searches incoming inmates to detect concealed weapons and contraband; and records personal property taken from the inmate. Fingerprints and photographs the inmates to establish identification. Determines if medical care of the inmate is necessary. Explains to inmates the rules and regulations of the facility and prepares inmates for population. Personal Care: Works closely with the jail medical staff for dispensing medications prescribed for inmates at the proper time. Distributes meals to inmates at mealtime. Takes actions to calm emotionally upset persons. Permits and monitors inmate showers. Observes inmates behavior to ensure an orderly and safe environment. Administers First Aid and CPR to inmates or staff when necessary and when the security of the facility is not jeopardized. Maintains a fair and professional attitude with inmates and staff from various social backgrounds. Security: Maintains order over inmates. Takes appropriate action to ensure the safety and security of the inmates, the public, and other law enforcement and detention personnel. Responds to emergency situations in the facility as required to include evacuating inmates mediating conflicts between inmates, etc. Checks cell doors and internal conditions at regular and irregular intervals to assure security, cell cleanliness, and inmate safety. Conducts random searches of inmates and assigned secure areas. Counts number of inmates at regular and irregular intervals to assure that all inmates are accounted for. View security monitors continuously to assure security and order in the cells. Operates security electronic systems, intercom, equipment such as restraining devices, chemical agents, two way radios, and locking devices. Operates safety equipment such as fire extinguishers and self-contained breathing apparatus (SCBA). Supervises inmate workers performing work assignments. Supervises a housing environment of up to 72 inmates through communication and management of privileges according to behavior in a just and fair manner, issuing directives and consequences with consistency. Enforces inmate rules and regulations by issuing directives and consequences with effective communication and consistency. Maintains records of daily activities in assigned areas, inmate movements through the facility, disciplinary actions recommended or imposed on inmates, and professional and family visitation. Accepts grievances made by inmates. Escorts inmates to and from cells for court appearances, medical treatment, visitation, religious services, conferences, release and other activities. Reviews documents such as warrants, transfer papers, and teletype messages regarding inmates. Maintains complete records and assures that current information on inmates is entered into the records management system. Completes incident reports and informs supervisors of all incidents or problems. Inspects incoming mail and packages for contraband and other non-permitted items; delivers packages, mail and commissary items to detainees. Screens visitors coming into the facility and operates metal inmates to ensure contraband is not introduced into the facility. Observes all persons entering the courtroom, their movement and their activities; limits access to the bench and other restricted areas. Assures the rooms are clear of weapons, explosives, or contraband by searching the interior of the courtroom, judicial chambers, jury room, restrooms, and other restricted areas each morning prior to the arrival of any court participants and following any recesses. Assists all court personnel with security issues as needed. Formally opens court; relays messages to and/or from the judge to convene court, assembles jurors, requests presence of attorney or judge by use of personal communications or telephone. Serves as a first responder to provide aid and assistance to victims of criminal activity. Conducts searches and seizures in a wide variety of contexts, including frisks, incident to arrest, pursuant to warrant, plain view seizures, and inventories items seized. Assists stranded motorists, provides traffic direction assistance when necessary. Responds to natural and manmade disasters. Transports prisoners throughout the state of Georgia and in other states per extradition orders; executes involuntary commitment orders and transports mental patients to proper facilities. Operates and maintains assigned uniforms, vehicle, and equipment in accordance with agency policies and procedures. Lake Patrol officers will insure the safety of boat operators, enforce the Georgia Safe Boating Act and protect property along the waterways of Hall County. Lake Patrol Officers will enforce State laws, County ordinances, and strive to keep Hall County waterways safe. Responsible for developing and sustaining positive community interactions, communications and enhancing community support for public safety as well as cooperation with the ACCPD. This responsibility includes, but is not limited to, monitoring activities in a defined geographical area in order to identify patterns or trends in criminal behavior or quality of life issues; as well as timely developing accurate and timely intelligence, implementing effective tactics, rapid deployment, and relentless follow-up and assessment. Plans and recommends basic strategies to include responses to deter and/or prevent observed trends in crime and quality of life issues within an area of responsibility. Receives and/or prepares and transmits applicable correspondence including, but not limited to, letters, incident reports, bulletins, electronic mail, using various technologies including mobile computers and field reporting software; performs other duties as technologies evolve. Patrols assigned zone to detect and deter criminal activity and traffic violations; interacts with citizens, residents, and business members within assigned sector, zone, or beat on a regular basis to develop relationships. Responds to calls for service for a variety of crimes, assistance requests, and general responses as relayed by communications officers, which includes but is not limited to domestic disputes, robberies, assaults, burglaries, traffic accidents, lost or missing persons searches, public service duties, stranded motorists and others. Responds to crime scenes; conducts initial investigations; identifies and interviews persons involved and witnesses, and gathers evidence to identify and apprehend offenders and solve criminal cases; conducts follow-up investigations as needed. Reviews investigative information; writes/files case reports and supplements, accident reports, and incident reports describing actions taken and results obtained; maintains current manuals, policies/procedures, bulletins, map books, etc., for reference and/or review. Utilizes police informants as regulated by departmental policy. Obtains/serves search and criminal warrants and civil papers; apprehends and arrests suspects. Performs surveillance and undercover operations as assigned. Prepares and testifies in court presentations with prosecuting attorneys; presents evidence and information; testifies in judicial proceedings. Communicates effectively and coherently over law enforcement radio channels while initiating and responding to radio communications. Responds to questions, complaints and requests for information/assistance by telephone or in person from the general public, court personnel, employees, officials, or other persons. Provides information, advice and guidance to the general public; returns calls as necessary and educates the public about drug abuse, violence, and crime prevention. Assists other law enforcement agencies with investigations upon request; provides information on criminal activity to federal, state and local law enforcement agents; works with regional intelligence agencies. Administers first aid and CPR to victims as necessary; provides assistance to motorists and provides traffic direction as needed for events such as parades, funerals, sporting events, and school crossings. Inspects and maintains patrol vehicle and all other ACC equipment assigned or used. Confers with citizens, police officers and others as necessary to obtain information or resolve problems; contacts other personnel by radio, telephone, pager, voice mail, or other technology for emergency response and critical incident communications. Responds to questions, complaints and requests for information/assistance by the general public; attends community neighborhood watch program meetings; attends events related to community policing; may lecture to local civic groups, citizen groups, or other events and functions. Attends shift meetings, training sessions and seminars as required to remain knowledgeable of ACC/departmental policies and procedures and to promote improved job performance, and to stay current with changing policies and procedures, codes, police practice, operations, and tactics, and criminal/civil case law. Maintains required training and certifications as required by the ACCPD, ACCUG, and Georgia Peace Officer and Standards Training Council; other training and certifications as developed and identified. Adheres to an Oath of Office; adheres to the departmental Code of Ethics. Performs other related duties as required.
