About the role
We are looking for an experienced Employee Relations and Investigations Lead to join our Global Employee Relations, Investigations, and People Policy team. This role will report to the Global Head of Employee Relations and will be instrumental in leading and scaling a high-performing global employee relations and workplace investigations team. You will conduct and guide complex investigations into potential policy violations, provide subject-matter expertise on high-stakes employment matters, and work closely with senior leadership to influence and implement strategic initiatives while supporting informed decision-making. Additionally, you will provide day-to-day guidance to other team members on complex investigations and help scale and define our global investigations and employee relations strategy.
You'll have several responsibilities, including:
Mentor, develop, and scale a global team of employee relations and investigations professionals.
Oversee and conduct comprehensive investigations into employee concerns, including misconduct, harassment, discrimination, and policy violations across OpenAI's global offices.
Ensure adherence to best practices and gold-standard investigative procedures, including meticulous documentation and report writing.
Provide subject matter expertise on high-stakes and complex employment matters, ensuring compliance with employment laws and company policies.
Collaborate with Legal, HR, and cross-functional teams to resolve complex personnel matters in a manner that is consistent with company policies and complies with labor and employment laws.
Develop and implement innovative strategies to enhance workplace culture and align with OpenAI's values.
Analyze employee relations data to inform and refine People programs and policies.
Stay informed on U.S. and global employment law trends and best practices.
Drive continuous improvement of employee relations processes and tools, focusing on speed, efficiency, and innovation.
We'll look for these qualities, experience, and skills:
A JD degree and 10+ years of experience as an employment or workplace investigations attorney, or in another in-house investigations role, or advising on complex employee relations issues. Global employment law experience or AWI-CH designation is a plus.
Demonstrated experience in leading and scaling high-performing employee relations or investigations teams at global companies.
Proven ability to manage highly sensitive and complex employee relations issues with a strong record of de-escalating charged situations.
Exceptional analytical, written, and verbal communication skills, with the ability to produce clear, rigorous, and legally defensible investigation reports.
Strong interpersonal skills and emotional intelligence, with the ability to build trust and influence at all organizational levels.

Location and Workplace

The Office of Professional Support & Client Protection includes 1) The Client Security Fund (CSF), which reimburses those who have lost money or property due to theft or dishonest conduct by a California attorney; 2) Lawyer Assistance Program (LAP), which provides support to law students, State Bar applicants, and current and former attorneys who require monitoring for substance use and behavioral health issues 3) The Office of Case Management and Supervision, which monitors disciplined attorneys who must comply with conditions pursuant to a probation or reproval matter and; 4) The statewide Mandatory Fee Arbitration Program, which provides avenues for alternative dispute resolution of attorney‐client fee disputes.
About the Position
Client Security Fund Investigator II investigates and reviews routine, complex, or unique applications for reimbursement. In addition, the Investigator II determines what evidence is needed to support or refute the application, collects evidence, and interviews witnesses to determine the appropriate course of action.
Investigators II's work in tandem with CSF attorneys who serve as their legal advisors during the investigative process. An Investigator II may mentor and train an Investigator I; and may work under the direction of an Investigator III.
Definition
Under general direction, an Investigator II investigates and reviews routine, complex, or unique public, court, and other party complaints. In addition, the Investigator II determines what evidence is needed to support the allegations, collects evidence, and interviews witnesses to determine the appropriate course of action. Investigators II's work in tandem with other investigators as well as attorneys who serve as their legal advisors during the investigative process. An Investigator II may mentor and train an Investigator I; and may work under the direction of an Investigator III.
Distinguishing Characteristics
This is an experienced, journey-level classification responsible for performing the full range of duties related to the investigation of complaints made against attorneys. Work is performed with considerable latitude and use of independent judgment.
The Investigator II classification is distinguished from the Investigator I classification by the incumbent's ability to independently investigate both routine and complex cases, and the capacity to serve as a mentor to Investigator I's. Investigator II's typically report to a Supervising Attorney.

Reviews complaints and makes determinations as to the appropriate courses of action.
Prepares an investigative plan for each assigned case in conjunction with an attorney.
Locates and interviews complaining witnesses, respondents, and other relevant parties,

Gathers and reviews evidence, orders court files, obtains insurance files, and issues subpoenas for bank and other business records.
Reviews and analyzes evidence for routine and complex cases, and determines if there is evidence of violation of the State Bar Act and/or Rules of Professional Conduct or instance of unauthorized practice of law, and makes recommendations for further action.
Drafts a report that discusses the evidence, and determines which exhibits, list of witnesses, and documents to include.
Appears as a witness in administrative, civil or criminal proceedings.

Provides guidance to staff, and may mentor or train Investigator I's.
Participates on special projects or assignments, including providing training or making presentations.

This position primary duty is conduct preliminary desktop investigations when allegations of benefit fraud is received via Department referrals, complaints from other agencies, and the public via written or hotline communications. The Insider Threat Investigator will be responsible for conducting comprehensive investigations of internal threats to client operations while contributing to and protecting client culture and business interests. This role is to provide investigations, case management and other related security services to address internal threats to the client company. You will need to use hands-on investigations skills, critical thinking in cyber security, adaptive puzzle-solving, and strong communication skills with team members around the globe to prevent, disrupt, and mitigate complex security issues. You will balance your time between 70% investigative functions and 30% project management for remediation of vulnerability gaps.
RESPONSIBILITIES:
Work complex security incidents with multiple stakeholders, including those without experience in the threat and intelligence fields
Work with Security Analysts, utilizing law enforcement databases, social media platforms, and deep/dark web to investigate known and potential threats
Produce actionable and concise threat analysis products in a timely manner to inform cross-functional groups, executive managers, and enterprise-wide security operations
Manage Safety and Security team relationships with local law enforcement partners and other investigative, research, and intelligence groups and vendors
Coordinate and/or participate in data and/or equipment recovery efforts
Maintain communication with Client management regarding the status and completion of investigative products or operational decisions that affect performance or investigative standards
Conform with and abide by all regulations, policies, work procedures, and instructions
Identify, assess, and investigate insider risk incidents and behaviors of concern, providing mitigation recommendations for highly complex problems.
Develop and coordinate investigative plans using open-source intelligence and technical tools to gather and analyze evidence.
Lead incident management coordination as an incident commander.
Conduct sensitive interviews with victims, witnesses, and persons of interest during investigations, both virtually and in person.
Document investigative results articulately, utilizing case management software to ensure accurate reporting, tracking, and documentation of workplace violence incidents and behaviors of concern throughout the incident's lifecycle.
Participants and partners with stakeholders to identify new opportunities and solutions that will aid in mitigating insider risks.
Conduct comprehensive after-action reviews to identify and implement best practices and lessons learned.
Develop and maintain relationships with multidisciplinary teams, including Talent, Employee Relations, Legal, Cybersecurity, and Technology teams, business leaders, and external partners.
Develop and refine associated policies, procedures, and other documentation that are in accordance with data privacy and legal requirements and expectations.
Provide program analytics and case management to enable the detection, identification, and assessment of concerning behaviors and develop strategies to mitigate risks identified.
Communicate complex insider risk threat issues in a way that is understandable to cross-functional partners who may have limited experience in the field.
REQUIRED QUALIFICATIONS:
8+ years of hands-on insider threat investigations experience in law enforcement, counterintelligence, or private sector industry equivalent.
4+ years experience in the Industry supporting insider risk mitigation and remediation; conducting complex coordination of projects and initiatives to close identified vulnerabilities with organizational leads and owners.
Experience interviewing insider risk actors, witnesses, and impacted individuals.
High competency with industry standards of workplace investigations, employment legal considerations, and practices related to the confidentiality and integrity of information.
Experience in insider threat incident triage, coordinating cross-functional response, and performing investigations across both digital and human domains.
Experience interviewing persons of interest and/or potential witnesses.
