Job Responsibilities
Hands-on development and implementation of client EHS programs, including Biosafety, Chemical Safety, Radiation Safety, Hazard Communication, Emergency Preparedness, and Additional OSHA-specific safety programs as needed.

Qualifications
Bachelor's degree in Life Sciences; Biology or Chemistry degrees strongly preferred.
Master's degree or PhD in Life Sciences preferred.
3+ years of experience in a laboratory setting (biotechnology, pharmaceutical research, academic science, or medical technology science preferred) or EHS-related work experience.
Knowledge of two or more of the following: OSHA, DEP, EPA, RCRA, DOT, DPH, MWRA, NIH, NFPA, DEA, and CDC regulations as they pertain to life science, nanotechnology or engineering companies is preferred.

THE POSITION
Under general supervision, develop, implement, manage, monitor, and coordinate comprehensive health, safety, and accident prevention programs in Alameda County Health (AC Health); develop related policies and procedures; monitor and ensure compliance with federal, state, and local laws, codes, policies, and regulations pertaining to safety and accident prevention; and to perform other related duties as required.
Major Tasks, Duties and Responsibilities:

Develops, revises, and implements Agency/Department safety programs, policies, procedures, guidelines, promotional materials, and trainings to ensure conformance with County, State, and Federal regulations to promote safety concepts, reduce accidents and overall costs due to health and safety issues.
Plan, direct, supervise, review, and evaluate the work of a multidisciplinary team responsible for agency-wide and department-specific health and safety issues; provides for the training and professional development of staff.
Participates in recruiting, interviewing, and selection of staff; recommends and implements discipline as required.
Coordinates the effective provision of services and utilization of resources for pre-employment and recurrent medical screenings, testing, immunization, and safety-related programs; coordinates planning, budgeting, and informational activities for the HCSA Health and Safety Unit.
Reviews accident and injury reports, conducts investigations associated with health and safety concerns; develops and reviews statistics and provides briefings to advise management regarding potential and emerging safety, occupational health, and loss control issues; determines cause and methods of preventing recurrences; evaluates the overall effectiveness of the safety program.
Identifies employee safety training needs and designs and implements effective training programs in collaboration with respective Department Workforce Development units.
Conduct survey and safety inspections and prepare reports including corrective action plans or recommendations of safety solutions to control and/or reduce workplace health risks or hazards.
Reviews, evaluates, and recommends safety practices in the field.
Investigates complaints of unhealthy conditions and makes recommendations to reduce hazards or potential hazards; collaborates with respective programs/departments to ensure resolution.
Assesses and evaluates ergonomic needs for the Agency/Department, including ergonomic requests and subsidies.
Develop and implement guidelines for Agency/Department Safety Committee; convenes periodic and as-needed site-specific Safety Committee meetings.
Acts as principal liaison with Alameda County Risk Management, Emergency Operation Centers, and other safety/risk management organizations; coordinates with Agency/Department Employee Development to integrate safety awareness and training programs with Agency/Department's overall training program.
Coordinates Agency/Department's response to health and safety concerns; collaborates with the Environmental Health Department to respond to chemical spills and hazardous waste disposal; advises Agency/Department personnel on equipment purchases and facility changes necessary to implement safety and security goals.
Provides Technical Assistance to department-level leadership, managers and supervisors, and Safety Officers or personnel assigned to safety coordination responsibilities in providing a safe and healthy work environment; conducts seminars, workshops, and other training on occupational safety and health.
Prepares and maintains mandatory Agency/Department health and safety plans and procedures, such as but not limited to the Injury and Illness Prevention Plan, Emergency Action Plan, and COVID-19 Prevention Plan as well as any required training and record keeping requirements.
Compiles information, writes, and submits County/State/Federal mandated reports covering such areas as accident investigations, chemical spills and hazardous waste disposal, and vehicle safety inspections; maintains Agency/Department safety library.
Keeps abreast of workplace health and safety trends and helps tailor and implement such based-on Agency/Department needs.
May perform other duties as assigned.
MINIMUM QUALIFICATIONS
EDUCATION:
Possession of a bachelor's degree from an accredited college or university with major coursework in public health, occupational health, industrial hygiene, environmental health, or field directly related to occupational health and safety.
SUBSTITUTION:
Additional experience, as outlined below, may be substituted for education on a year-for-year basis.
AND,
EXPERIENCE:
The equivalent of four (4) years of full-time experience in a position responsible for a comprehensive safety and accident prevention program in an organization with a large and diverse employee group. At least two (2) years of experience must be supervising or leading a team in a health care, environmental health, or emergency preparedness setting. Supervision of an occupational safety team is highly desirable.
SUBSTITUTION:
A master's degree in industrial hygiene or occupational health may be substituted for the two (2) years of required general experience.
LICENSE:
Possession of a valid California Motor Vehicle Operator's license.

As a member of the Risk Management team, the Safety Specialist reports to the Senior Safety Director and has a strong relationship with the Operations, Resident Care, and Facilities teams. The Safety Officer will be responsible for protecting life and property of all persons on The Vista premises and patrols the building and grounds to prevent fire, theft and vandalism. Competencies:

Patrols buildings and grounds; and inspects doors, windows, and locks to determine level of security.
Escorts visitors, patients and personnel to and from parking areas.

Ensures only authorized personnel are admitted onto Christian Health premises.
Responds to emergency calls for assistance to control disorderly conduct or combative patients.
Assists and gives courteous responses to any inquiries made by patients, visitors or personnel.
Responds to all emergency codes.
Works with Security & Safety Manager to report any safety concerns observed during the course of security rounds.
Orients new personnel to position responsibilities.
Assists the police department and other Emergency services on campus.
Increases speeding enforcement.

Overview:

* Responsible for developing, implementing, and overseeing environmental, social, and corporate governance policies and procedures.
* Develop and manage environmental programs to minimize waste generation, properly dispose of hazardous materials, and comply with environmental regulations.
* Monitor and report on environmental performance metrics.
* Data Analysis and Reporting:
* Track and analyze EHS data to identify trends and areas for improvement.
* Generate regular reports for management on EHS performance, including key metrics and compliance status.

Qualifications (Experience and Education)
* Bachelor's degree in safety science, environmental health, industrial hygiene, or a related field. (Required)
* Certified Safety Professional (CSP) or other relevant EHS certification (Preferred)
* Proven experience in EHS management within a manufacturing environment, preferably in the medical device industry. (7-10 years Preferred)
* Proficiency in Microsoft Office Suite and EHS management software. (Required)
* Intermediate knowledge and proficiency of local, state, and federal regulations, (Required)
* Advanced knowledge/proficiency of Environmental Health, Worker's Compensation, ADA, and OSHA standards, (Required)
* A combination of training, education and experience that is equivalent to the qualifications listed above and that provides the required knowledge, skills, and abilities.
