POSITION OVERVIEW

Develop quality initiatives that will improve referral source satisfaction, measured through volume, surveys, and other reporting methods.
Maintain knowledge of State and Federal specific laws, Tricare/Governmental programs, Medical Insurance Providers, Medicaid Waiver Programs and ensure compliance with regulations.
Promote the growth of Highlights Healthcare and assist in the pursuit of new business opportunities.
QUALIFICATIONS
Master's Degree from an accredited program in ABA or a related field.
Current BCBA Certification from the BACB.
Experience supervising BCBA trainees.
At least 2 years of BCBA experience
One year of experience in Applied Behavior Analysis (ABA).

Must have a reliable car valid Driver's License, and proof of insurance.

Primary Purpose of Organizational Unit: The Permanency Planning unit is a dual functioning unit, providing both foster care and adoption services.
The primary purpose of the Permanency Planning unit is to arrange and support substitute care and obtain permanence for children who are abused, neglected or dependent when the agency has been given placement responsibility, either through custody or a Voluntary Placement Agreement (VPA) with the child's legal custodian/guardian. Additionally, the unit recruits, trains, licenses, and supervises foster homes. Lastly, this unit carries out the agency's mandate to facilitate the adoption of children who are legally cleared or whose permanency plan has changed to adoption.
B. Primary Purpose of the Position:
The primary purpose of the social worker in this position is to execute the agency's mandate to arrange and support substitute care appropriate to a child's needs and work towards obtaining permanence by:
1. Providing services to children who are in agency custody or placement responsibility as a result of their parents or caretakers being unable or unwilling to provide adequate protection or care.
2. Providing services to biological families/caregivers that will help them improve the conditions that led to agency intervention, thus facilitating reunification.
3. Providing support to foster families or other substitute caregivers to ensure a positive experience for all involved.
4. Developing alternative options for permanence should reunification fail.
5. Working towards a safe, permanent home within one year for children in agency custody/placement responsibility.
6. Provide coaching and guidance to interns and less experienced workers.
For families that are unable to find permanency through reunification, the primary purpose of the social worker in this position also includes executing the agency's mandate to provide services to the adoption triad which includes the child, the birth family, and the adoptive family. The adoption social worker's role encompasses the provision of problem pregnancy services to the birth family, evaluation and assessment of the child's needs, including determination of eligibility for Adoption Assistance benefits and the evaluation and assessment of the prospective placement family's ability to meet the needs of a child. Services are offered to find families for children in need of placement because their parents are unable to accept or to continue parental responsibilities to the child, Adoption serves as a viable resource for families who are choosing to build or increase their unit through the adoptive process. The adoption process requires a commitment from the agency to find the best home for every child who is cleared for adoption, to protect the rights of children, birth parents, and adoptive parents, and to enable adoptive parents to receive the assistance they need to help them to meet the
needs of an adopted child prior to and after the Decree of Adoption is entered. The social worker uses the Trauma Informed Partnering for Safety and Permanence: Model Approach to Partnerships in Parenting (TIPS-MAPP) curriculum to train prospective placement families. This curriculum helps families to assess their strengths and needs and facilitates the evaluation and assessment of the placement family's ability to meet the needs of a child. This position's responsibilities may also include the completion of relative/stepparent/independent adoptive home assessment on families as well as completion and submission of the Report on Proposed Adoption as specified in NC General Statutes and ordered by the Clerk of Superior Court.
C. Work Schedule:
The general work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. with an hour for lunch. The worker may sometimes have an early morning, late afternoon or evening appoint-ment which may necessitate the eight-hour workday being managed differently. In such cases, supervisory approval is needed. The worker is occasionally on call for emergency child welfare issues between the hours of 5:00 p.m. and 8:00 a.m. on weeknights and also around the clock on weekends.

A. Case Management (50%)
The social worker participates in Child and Family Team Meetings prior to children coming

Prepares children and biological family/caregivers and foster families for re-entry into the home or other permanent plans. The Senior Social Worker develops a case plan with input from the family and other members of the Child and Family Team meeting, identifying problems that lead to the need of substitute care. Worker will prepare written court studies and testify when needed in judicial reviews of children in foster care. Complete room and board payments for foster families and participation in the determination of eligibility for services for Medicaid, state foster home funding and or IV-E funding. Likewise, the social worker will provide services to children who need adoptive placement, including providing preparation of the child for adoptive placement. This includes, but not limited to, completing Pre-Adoptive Summaries for the child(ren) in need of adoptive placement and in-depth assessments of the prospective placement family through Pre-
Placement Assessments. Additionally, the social worker provides supervision of the adoption after placement. Case management in adoptions also includes: recruitment of families for children cleared for adoption and circulation of approved adoptive home studies; services to individuals identified as having an unplanned pregnancy; interpretation of adoption services; determination of service eligibility and Adoption Assistance Benefits; and serving on the Adoption Committee.
B. Lead Worker (35%) Function in the capacity as a lead worker to provide coaching/guidance to interns and to less experienced workers in case consultations that will help them achieve a higher level of performance. Provide guidance involving application of policy and other job functions including preparation of court studies. Accompany workers as a support in complex situations in absence of a supervisor. Keep supervisor abreast of any work performance or training concerns noted when coaching staff. Provide necessary support to resolve problems and ensure that quality services are provided.
C. Conferences and Staff Development (10%)
Supervisory conferences and staff development activities provide guidance, feedback and evaluation of the worker's interventions and an opportunity to upgrade skills and knowledge of substitute care. Such conferences also allow the opportunity to discuss program questions, agency mandates and monitoring issues as they arise.
D. Community Liaison (4%)
These duties include public speaking, participation on community boards and committees, and participation in community affairs relating to substitute care and child welfare.

Accuracy is essential in the thorough assessment of the child and prospective placement families, so that all needs can be et and strengths and weaknesses are addressed. For financial reimbursement purposes, it is necessary that all criteria for foster home licensure be met, as well as eligibility requirements for families to participate in this program. Legal clearance of a child, for adoption, is essential, as is the completion of pre-adoptive studies of the child cleared for adoption. Accuracy in writing reports to other counties and states regarding placement and to the court regarding adoptive placements is also needed. The determination of Social Services Block Grant services, State Maternity Home Funds, and Adoption Assistance Benefits is essential, as is payment of any benefits under the last program. Documentation, time reports, daysheets, and other sate and county forms must be completed accurately and timely.
B. Consequences of Error
Children could be at risk for proper care and supervision if a thorough assessment and evaluation of the prospective placement family is not completed, thus jeopardizing a child's self-esteem and adjustment, as well as the family's functioning. Adequate representation to the court of the child's progress in their adoptive placement is essential in deciding as to whether a child's rights are upheld through the adoption process. Failure to insure a foster family meets all criteria for licensure could mean considerable liability to the county, should a child's needs not be met. If determination for Social Services Block Grant services, State-Maternity Home funds, and Adoption Assistance is in error, potential payback by the county to the State and Federal Government is a possible consequence. Incomplete or inaccurate documentation or reports may negatively affect agency funding and possibly lead to sanctions against the agency.
C. Instructions Provided to Employee
Instructions are provided to the employee, both verbally and written, by the supervisor through scheduled conferences, at agency staff meetings, in Adoption Committee, in the agency's foster care team reviews, at workshops, and in trainings offered by the agency and state as they are available and appropriate. Such instructions serve to provide guidance, clarifying information, and procedures essential to assure accuracy in the completion of job functions. The Senior Social Worker receives supervision and review through scheduled conferences, meetings, informal interactions, reports, and an annual performance appraisal. F. Variety and Purpose of Personal Contacts

A. Primary Purpose of Organizational Unit The primary purpose of this unit is to provide social work services to adults. This unit manages Guardianship and Adult Home Specialist services for the county.
B. Primary Purpose of the Position
Employee provides supervision to a staff of four social workers providing direct services
to clients.
The supervisor establishes supports and implements standards which are consistent with
state and federal statutes. The supervisor is responsible for:
1) assuring implementation of agency policy;
2) providing regular supervision and guidance to staff through case review and
consultation in order to evaluate performance, maintain objectivity, and
process client specific issues;
3) receiving training, consultation, and support which will enhance effectiveness
of staff;
4) coordinating work flow operation;
5) assigning caseloads:
6) arranging mandated training efficiently and effectively, and
7) resolving problems and ensuring that quality services are rendered. This
Supervisor also screens APS reports as needed.
Employee also assists with the Agency's efforts in implementing programs and performs
other duties as required.
C. Work Schedule
Working hours are generally from 8:00 a.m. to 5:00 p.m. Monday through Friday.
Position serves in on-call rotation for Adult Protective Services. Worker may

9. Provides input to Program Administrator, Deputy Director and/or Director
regarding need for staff, equipment, training programs, etc.
10. Attends Human Services board meetings when requested by Director to
present proposals or information concerning contracts, agency services,
etc.
12. Acts as local hearing officer for appealed cases within the agency.
B. Organizing and Directing Work
1. Assigns cases to staff and maintains workload balance.
2. Evaluates individual caseloads and staff skills on an on-going basis
making necessary changes to keep operations running smoothly
and fairly.
3. Organizes Unit to efficiently carry out changing mandates in all program
areas.
4. Operationalizes new policies and procedures.
5. Serves on Inter-Agency committees, community boards and committees
as an Agency representative.
6. Reviewing initial assessments, reassessments and quarterly reviews for
all clients.
7. Coordination with senior workers in intake unit for full-time coverage of
intake.
8. Interviews dissatisfied or special clients to resolve problems.
9. Screens APS reports and assigns reports.
C. Financial Management
1. Makes recommendations for additional personnel, equipment, etc. based
on sound factual data to the Program Administrator.
2. Monitors use of adult services funds to ensure they are used to secure the
protection of adults in the county as well as meeting the needs of all wards.
D. Review
1. Conducts individual and group conferences regularly to determine if
Unit and individual standards and goals are met.
2. Reviews case records monthly for compliance with dictation and for
compliance with regulations, policies, standards and appropriateness of
interventions.
3. Monitors established contracts to assure compliance.
2. Personnel Responsibilities (20%)
A. Training
1. Provides on-the-job training and orientation for new staff and on-going
training for all staff in individual and group settings.
2. Make arrangements for staff to attend formal training to improve skills
when offered.
3. Conducts staff meetings at least monthly to review new manual material
and agency policy, discussing problems within the Unit, and giving staff
an opportunity to share problems, concerns, ideas, etc.
B. Counseling and Disciplining Employees
1. Provides counseling to staff regarding workload, assisting staff in
dealing with their own anger and sadness resulting from work with
dysfunctional families.
2. Provides counseling and support regarding work performance and work
habit issues. If counseling and support do not work, supervisor begins the
disciplinary process following written agency policy regarding discipline
and grievance.
3. Makes recommendations to the Program Administrator regarding
promotion, dismissal, reassignment, and salary adjustments of staff.
4. Approves leave requests and reports.
C. Selection of Employees
1. Assists the Program Administrator in preparation of structured interviews,
participates in interviews of potential Unit members, and makes
recommendations, in conjunction with the Program Administrator and Deputy
Director, to the Director based on interviews and reference checks.
2. Designs new positions within the Unit and is responsible for preparation
of new s and assisting staff with updating of existing
positions when changes occur.
D. Performance Review
Evaluates each supervisee on an on-going basis and prepares an annual
evaluation or probationary evaluations as required by personnel policy.
E. Designing Positions and Preparing Descriptions
1. Participates in agency's decisions for additional positions as deemed
necessary according to mandates and agency goals.
2. Prepares and updates job descriptions as necessary to maintain positions
current duties.
F. Other Duties
Employee will be expected to work in emergency shelter and/or perform
related disaster tasks and perform tasks requested by the Program Manager,
Deputy Director, and Director.
III. Other Position Characteristics
1. Accuracy Required in Work
Exactness and accuracy are required in all aspects of duties performed. Accurate
interpretation of program, agency, county, state and federal policies, regulations,
laws, etc. is critical. A high degree of accuracy is required in training new staff
and monitoring work of existing staff as decisions made/actions taken affect the
future wellbeing of clients as well as the liability of the agency. Monitoring
funding sources is a very important function also. Personnel actions involving
hiring, discipline, and dismissal of employees require accurately abiding by legal
mandates (i.e. Equal Employment Opportunity, American Disabilities Act of
1990). Accurate documentation of the process to avoid and defend against
lawsuits is essential.
2. Consequence of Error
Error in training activities, organizing and directing work, and in planning
activities may affect the well-being of clients and the quality of family life
negatively (socially, emotionally, or economically) and may cause legal sanction
against the agency. Error in personnel matters may result in lawsuits.
3. Instructions Provided to Employee
Instructions are provided in written and oral form. Management Team meetings
are held to develop and receive instructions on administrative policies and
procedures. Employee also has scheduled conferences with the Program
Administrator. Instructions are also provided by the State through manual
Changes and administrative letters. The supervisor attends appropriate workshops
regarding policy, procedure, supervision, social work trends, and staff
development.

Employee receives review through scheduled conferences, meetings, informal
interaction, reports, and an annual performance appraisal. Review for quality is
also received through periodic county audits and random case reviews conducted.
6. Variety and Purpose of Personal Contacts
Employee has contact with Unit staff, other units within the agency, clients,
Health Department, Mental Health, crisis organizations, churches, civic
organizations, doctors, nurses, hospital social workers, environmental health
personnel, Department of Social Services personnel, educational organizations,
community action agencies, employment agencies and the general public.
Purpose of contact varies. Employee may serve as Agency representative on
various boards and committees, act as liaison between the numerous persons and
agencies involved in the delivery of service to clients, handle and resolve
complaints from clients.
7. Physical Efforts
Employee must be able to move within the agency and use office equipment
described in #9 below on a frequent basis. Employee must travel to meetings
within the county as well as workshops and meetings out of the county.
Overnights stays are sometimes necessary.
8. Work Environment and Conditions
Work is performed in a county social service agency. Employee has a private
office within the agency to perform duties. Employee is occasionally exposed
to infectious diseases such as scabies, head lice, flu, AIDS, etc. as well as
hostile and mentally ill clients. All staff is aware of precautions to take when
such events occur. All staff are trained in the use of fire extinguishers.
9. Machines, Tools, Instruments, Equipment, and Materials Used
Employee uses personal computer, iPad, scanner, printer, copier, calculator,
automobile, and telephone in order to perform duties.
10. Visual Attention, Mental Concentration, and Manipulation Skills
Employee must use high degree of mental concentration and visual attention to
ensure that attention is given to detail when dealing with expenditure approval,
funding matters, and legal, safety, administrative, and personnel issues. Employee
must have physical dexterity required to successfully and efficiently operate
machinery and tools outlined in #9 above.
11. Safety for Others
The supervisor strengthens staff's awareness of job-related safety precautions
and ensures that staff understands the agency's Safety Protocol (including use
of law enforcement), and the importance of attitude and professionalism. See
#8 above for issues confronting the employee and unit and for precautions.

Programs are periodically affected by changes in methodology, guidelines,
legislation, and shifting program emphasis. Employee must develop and
implement new approaches or procedures and train staff to meet program
