This position provides the court with substantive procedural and legal advice regarding day-to-day legal, administrative, and policy matters. The incumbent conducts legal research, reviews case records/filings, drafts proposed opinions, memoranda, and orders, provides analysis and prepares reports, and interacts with judges, attorneys, government agencies, and members of the public. The incumbent will also assist in preparing the calendar and with pretrial conferences and court proceedings. The Staff Attorney also provides administrative and clerical assistance to the court as needed. This position is temporary with funding approved through September 30, 2025, but may be extended. This position is being advertised at a grade CL 27 to CL 29. Qualifications To qualify for the position, one must be a law school graduate at the time of appointment and have strong academic credentials and superior legal research and writing skills. The candidate must possess the ability to work independently in a high-volume work environment, while also working in collaboration with others. Law review and/or moot court membership and a standing within the top 20% of law school class are preferred. Prior summer clerkship and/or term clerkship experience is also preferred. Salary will be based upon education, legal qualifications, and experience. The SCIO participates in state and national associations involving public sector Information Technology, including the Telecommunications Subcommittee of the National Association of State Information Resources Executives (NASIRE), National Association of State CIOs (NASCIO), and the North Carolina Telecommunications Association. DIT is organized much like a commercial enterprise, with business units focused on the services and service delivery to client agencies. These business units are separated by core functions managed by a deputy CIO and enterprise functions managed by a senior deputy CIO. The core functions include network services, desktop services, help desk, business applications and hosting services. Enterprise services include procurement, IT security, enterprise project management and IT strategy and architecture. The attorney may be asked to work with each of these business units, with a primary focus on IT procurement. DIT contracts typically exceed millions of dollars in IT goods and services annually, and amount to many hundreds of separate contracts. The attorney has responsibility for legal issues with these contracts, including procurement contracts review and contract negotiations consistent with applicable state laws, applicable state terms and conditions, as well as DIT and purchasing agencies business needs.
