DESCRIPTION OF WORK
In this position, you will assess the suitable techniques required to establish property values. It is essential to recognize any concealed problems or absent elements not depicted in the plan and communicate these to the supervisor for minor adjustments. This should be done via the Right-of-Way office program if a claimant is involved, or through a more formal response for issues that could impact deadlines. The supervisor will review the completed work to ensure compliance with state and federal appraisal standards.
Work Schedule and Additional Information:
* Full-time employment
* Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
* Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Oil City.

The Opportunity
WSDOT is currently seeking to fill a Property & Acquisition Specialist. This position will serve as a senior appraiser in the North Central Region Property Asset Office. Appraises real property and/or property rights in support of acquiring those rights for transportation purposes. This position is responsible for providing appraisals and property valuations when selling or leasing WSDOT owned properties or property rights. Prepare valuations for Access breaks onto limited access highways. Prepare estimates to help determine transportation project feasibility, prepare estimates to create work orders for right of way project funding, and valuation analysis support to project engineering offices. This position also will manage appraisal consultant contracts.
What to Expect
Among the varied range of responsibilities held within this role, you will:
* Handle daily appraisal matters, including planning, scheduling, and implementing of appraisal workload to ensure timely completion of all acquisition, disposal, and lease appraisals, Administrative Offer Summaries, and Value Memos.
* Complete project reconnaissance, appraisal cost estimates, and project funding estimates.
* Define tasks for assignment of parcels to fee appraiser.
* Solicit appraisal bids, negotiate, draft, award and monitor personal service contracts.
* Examine appraisal to assure compliance.
* Coordinate with State Review Appraisers.
* Prepare narrative real estate appraisal reports.
* Prepare Administrative Offer Summaries (AOS).
Qualifications
This is a Property & Acquisition Specialist 5 (PAS 5) position. Job Responsibilities
Perform appraisals for residential appraisal products and or desktop appraisals for lending and non-lending purposes.

What You'll Do
Conducts an unbiased and impartial valuation of residential real estate by analyzing market and property specific data, and completes appraisal reports in accordance with USPAP, government, company, regulatory board, and client specific guidelines.
Inspects residential real estate of all types and documents on-site data collection/inspection with photographs, measurements, sketches, diagrams, and field notes.
Considers all factors that could influence property value including, but not limited to legal characteristics, highest and best use, market conditions, locational factors, site, view, design, quality, age, condition, size, physical attributes, etc.
Must be proficient sales comparison, cost, and income approaches to value.
Must pe proficient with local MLS and local real estate data sources.
Must be proficient with major form types (1004, 2055, 1073, 1075, 1025, Review Forms, etc.)
Partners with Senior Appraisers/Appraisal Helpdesk to ensure quality at an assignment level, and also to make individual process improvements to eliminate addendums and quality control rejections.
Participates in monthly Appraiser meeting.
Meets all department turn time expectations and proactively escalates appropriately if timeframes are unable to be met.

The role of Auto Desk Appraiser Level I: Desk appraisers will determine the scope and cost of auto repairs for damages caused by collision or other risks. The appraiser reviews shop estimates and/or photos of the damaged vehicle. and works to reach a mutually acceptable repair estimate with the repair facility based on client guidelines and industry standards.

GENERAL STATEMENT OF DUTIES
Performs work in appraising residential, commercial, industrial, and land properties for tax purposes.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for performing appraisal work in determining the monetary value of residential, commercial, industrial, and land properties in the county. Work involves contacting commercial and industrial property owners or managers, sketching layouts of structures, and determining the size, type of construction, grade of materials, quality of workmanship, and other related appraisal data needed to arrive at the market value. Work may include the responsibility for appraising some residential dwellings in the county. Work differs from that of Appraiser II in that the majority of appraisal work includes the more complex appraisal of commercial and industrial properties and appraisals that are likely to be controversial. Communicates in a professional and diplomatic manner through email, telephone, and in direct meetings with taxpayers & their representatives. Considerable independent judgment and initiative must be exercised in correctly evaluating a wide variety of properties. Organizes and maintains appraisal neighborhoods in preparation for countywide reappraisals. Reviews market data and sets new values for countywide reappraisals. Work is performed under limited supervision and is reviewed for compliance with current departmental appraisal methods and procedures.

DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include but are not limited to:
Reviews permit, listing, and legal information in workflow queues to determine if and when field visits are required to set new or adjusted tax assessments on properties throughout the county.
Appraises complex commercial and industrial buildings; accurately measures outside dimensions of structures and documents the appraisal with sketches and images, and an appropriate listing of building components.
Appraises residential dwellings; accurately measures outside dimensions of buildings and documents the appraisal with sketches, images and an appropriate listing of building components.
Appraises all types of land and sets values based upon zoning, location, and use. Uses comparable land sales and GIS land records to establish new values during countywide reappraisals.
Communicates with taxpayers, tax representatives, and attorneys concerning tax values on properties in the county. Prepares reports to defend the County's tax values on appeals to the Board of Equalization and Review and the Property Tax Commission.
Reviews and qualifies sales of properties in assigned area.
Organizes and manages appraisal neighborhoods in assigned area.
Sets values for commercial market areas in countywide reappraisals.
Performs related work as assigned.

Thorough knowledge of the principles, practices, and techniques used in all real property appraisal work.
Ability to use and analyze data in spreadsheet format.
