Duties Summary
Positions in the Investigator series perform and/or supervise investigations concerned with suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements.
The Investigator VI level plans, organizes, directs and coordinates a statewide investigative program concerned with civil, administrative and/or criminal investigations within an agency's jurisdiction; supervises a staff of Investigator IV's, type A or C described below through subordinate full-time supervisors; and performs other related duties as assigned.
Work activities and requirements are broad and complex although violations investigated are related to specific program areas such as welfare fraud, controlled substances, regulated industries, consumer protection, etc. At this level, positions develop operating policies and procedures; resolve operational problems; recommend new laws, rules and regulations or recommend revisions; testify before the legislature; prepare budget requests and develop training programs.
The current vacancy position is located in the Office of Homeland Security's Intelligence Enforcement Unit of the Department of Law Enforcement (DLE). Under the general supervision of the head of the Office of Homeland Security Office (OHS) Administrator, the Intelligence Enforcement Unit is responsible for intelligence support to the Department of Law Enforcement operations focusing on all crimes and homeland security threats. This position is vested with statewide police powers by Chapter 353C-4, Hawaii Revised Statutes (HRS), and is authorized to carry and utilize firearms and ammunition. The purpose of this position is to plan, direct, supervise, and coordinate the activities of the Intelligence Security Unit and conduct highly complex investigations through the indictment and prosecution process.
Minimum Qualification Requirements

Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.
Specialized Experience: Four and one-half (4-1/2) years of progressively responsible professional investigative experience which demonstrated:
A. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data;
B. The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions;
C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and
D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others.
Quality of Experience: At least one (1) year of Specialized Experience must have been comparable to the Investigator V level, OR two (2) years must have been comparable to the Investigator IV level in State service.
The Investigator IV performs and/or supervises investigations involving suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements within an agency's jurisdiction; determines case approach and gathers supporting evidence or information; prepares reports; and performs other related duties as assigned.
Investigator IV positions referenced above consist of the following types:
A. An investigator independently performing the full range of investigations within an agency's jurisdiction where the work regularly is of a complex nature and in which the violations are related to a specific program area;
B. One of two investigators who are responsible for the small investigative program in an agency, without higher level investigative supervisory guidance; and
C. The working supervisory investigator in an agency where investigations are carried out according to standard policies and procedures, from planning through fact-finding to reporting the results of the investigations.
The Investigator V plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area, e.g., welfare fraud, etc., or conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions, such as, the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas, and are not limited to a specific program area (welfare fraud, controlled substances, etc.), like that of lower investigator levels; and performs other related duties as assigned.
Selective Certification Requirement (Homeland Security Investigations Experience): In order to successfully perform the duties and responsibilities of these positions, applicants must possess demonstrated knowledge of the intelligence cycle/process; intelligence-led policing principles and practices related to homeland security threats and criminal activities; criminal and intelligence investigations management; and the jurisdictions and functions of various governmental agencies and departments.
Therefore, certification of eligible applicants shall be restricted to only those who meet the minimum qualification requirements of the Investigator VI, AND:
A. Are currently, or previously been qualified by a certified law enforcement firearms instructor to carry a department or agency-issued handgun to perform their duties; and
B. Of the four and one-half (4-1/2) years of Specialized Experience required for the class Investigator VI, applicants must possess at least TWO AND ONE-HALF (2-1/2) years of professional experience working in various governmental agencies and departments or joint task force environments in the furtherance of federal and state law enforcement operations. Such experience must have demonstrated the knowledge and abilities described above.
The Homeland Security Investigations Experience above may have been gained concurrently as part of the required Specialized Experience, or in a separate capacity.
Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
Administrative Aptitude: Administrative aptitude rather than actual administrative experience may be accepted. Administrative aptitude will be considered to have been met when there is strong affirmative evidence of the necessary administrative aptitudes and abilities.

Special Requirements: This position requires that applicants meet all State and Federal requirements applicable to the carrying, possession and use of firearms and ammunition AND have been currently or previously qualified by a certified law enforcement firearms instructor to carry a department or agency-issued handgun to perform their duties. Applicants may not possess a conviction of domestic violence.

* graduation from an accredited college or university with major work (baccalaureate degree) in social work, sociology, psychology, political science, administration of justice, public/business administration, or a related field (scan and attach a copy of your official college transcript to your application), and
* 21 years of age at time of filing, and
* five (5) years of criminal investigation experience* from either a county, state, federal, or military agency, and
* demonstrated supervisory aptitude, and

Investigator IV positions referenced above consist of the following types:
A. An investigator independently performing the full range of investigations within an agency's jurisdiction where the work regularly is of a complex nature and in which the violations are related to a specific program area;
B. One of two investigators who are responsible for the small investigative program in an agency, without higher level investigative supervisory guidance; and
C. The working supervisory investigator in an agency where investigations are carried out according to standard policies and procedures, from planning through fact-finding to reporting the results of the investigations.
The Investigator V plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area, e.g., welfare fraud, etc., or conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions, such as, the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas, and are not limited to a specific program area (welfare fraud, controlled substances, etc.), like that of lower investigator levels; and performs other related duties as assigned.
Selective Certification Requirement (Criminal and/or Administrative Investigations Experience): In order to successfully perform the duties and responsibilities of this position, applicants must possess demonstrated knowledge of interviewing and interrogation techniques; proper investigative report writing techniques; rules of legal evidence; search and seizure laws; laws of arrest; techniques of and equipment used in surveillance; proper use of force, including deadly force; and the Hawaii Penal Code. Additionally, applicants must possess the ability to review and analyze data; write clear and concise reports; and properly use firearms in the performance of their duties.
Therefore, certification of eligibles for this position shall be restricted to applicants who meet the minimum qualification requirements of the class Investigator VI, AND:
A. Are currently, or have previously been qualified by a certified law enforcement firearms instructor to carry a department or agency-issued handgun to perform their duties; and
B. Duties Summary
Positions in the Investigator series perform and/or supervise investigations concerned with suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements.
The Investigator VI level plans, organizes, directs and coordinates a statewide investigative program concerned with civil, administrative and/or criminal investigations within an agency's jurisdiction; supervises a staff of Investigator IV's, type A or C described below through subordinate full-time supervisors; and performs other related duties as assigned.
Work activities and requirements are broad and complex although violations investigated are related to specific program areas such as welfare fraud, controlled substances, regulated industries, consumer protection, etc. At this level, positions develop operating policies and procedures; resolve operational problems; recommend new laws, rules and regulations or recommend revisions; testify before the legislature; prepare budget requests and develop training programs.
This position is located in the Medicaid Fraud Unit, Criminal Justice Division of the Department of the Attorney General. It is vested with statewide police powers in accordance with Section 28-11 of the Hawaii Revised Statutes (HRS) and is authorized to carry and use firearms and ammunition. This position is a working supervisor responsible for conducting, and supervising subordinate Investigator V positions that conduct complex Medicaid fraud investigations. Medicaid fraud investigations include suspected fraud and abuse by providers, complaints of abuse and neglect of patients, and other criminal cases such as homicide, assault, theft and criminal neglect. It involves interrogation of suspects, interview of witnesses, searching for physical evidence, cultivating informants, maintaining surveillance, doing undercover work, preparing search warrants, assuring that the evidence is properly handled throughout the investigation, and making proper arrests.

C. The working supervisory investigator in an agency where investigations are carried out according to standard policies and procedures, from planning through fact-finding to reporting the results of the investigations.

Selective Certification Requirement (Criminal Investigations Experience): In order to effectively perform the duties and responsibilities of this position, applicants must possess demonstrated knowledge of interviewing and interrogation techniques; proper investigative report writing techniques; rules of legal evidence; search and seizure laws; laws of arrest; techniques of and equipment used in surveillance; proper use of force, including deadly force; and the Hawaii Penal Code. Applicants must also be able to review and analyze financial and other written documents. In addition, applicants must possess a thorough knowledge of and the ability to use firearms.
Therefore, certification of eligibles for this position shall be restricted to applicants who meet the educational and experience requirements for the class Investigator VI, AND:
A. Meet all State and Federal requirements applicable to the carrying, possession and use of firearms and ammunition; and
B. Are currently, or have previously been qualified by a certified law enforcement firearms instructor to carry a department or agency-issued handgun to perform their duties; and

The current vacancy positions are located in the Criminal Investigation Division (CID) of the Department of Law Enforcement (DLE), and Investigations Division with the Department of the Attorney General. The Criminal Investigations Division is responsible for providing highly skilled, specialized, and technical criminal investigative services to the Department on a statewide basis. The Investigations Division is responsible for providing investigative services to all State departments and law enforcement agencies within the State of Hawaii in conducting criminal, civil, and administrative investigations.
Positions with both the DLE and the Attorney General are vested with statewide police powers by Chapter 353C-4, Hawaii Revised Statutes (HRS) and are authorized to carry and utilize firearms and ammunition. These positions conduct a broad range of complex and sensitive criminal investigations which include allegations of felony crimes against persons occurring statewide; felony property crimes occurring statewide; organized crime activities; corruption by public employees and officials; felony assaults and murders in State correctional facilities; and other situations in which enforcement and investigative assistance is requested. This recruitment is being conducted under the Operation Hire Hawaii (OH-HI) project, a targeted outreach initiative featuring an expedited hiring process, fast-tracking qualified applicants into job opportunities throughout Hawai'i.

Salary:
Level III - $4,858 to $5,918 per month (SR-20, Step D to I)
Level IV - $5,258 to $6,399 per month (SR-22, Step D to I)

Duties Summary
Positions in the Investigator series perform and/or supervise investigations concerned with suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements.
Level III conducts investigations pertaining to an agency's investigative program; prevents and/or detects violations of laws, rules and regulations within an agency's jurisdiction; investigates complaints filed by the public or others; develops and secures information or evidence; prepares reports; and performs other related duties as assigned.
Level IV represents the journeyman level in the State service. This level assumes full responsibility for performing investigations characterized by their complex nature and broad scope. Level IV independently performs and/or supervises investigations involving suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements within an agency's jurisdiction; determines case approach and gathers supporting evidence or information; prepares reports; coordinates with law enforcement officers and other agencies; and performs other related duties as assigned.
Minimum Qualification Requirements

Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.
Specialized Experience: One and one-half (1-1/2) years for Level III, and two and one-half (2-1/2) years for Level IV, of progressively responsible professional investigative experience which demonstrated:
A. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data;
B. The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions;
C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and
D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others.
Supervisory Aptitude: For Level IV, supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.

Driver's License: Some positions require a valid driver's license at the time of appointment.
