COUNTER ASSAULT TEAM The Secret Service Special Operations Division's Counter Assault Team (CAT) creates a unique tactical career opportunity for special agents within the Office of Protective Operations. Special Agents within this tactical operations assignment possess operational skills that are relevant to the mission of the Special Operations Division. Special Agents assigned to CAT provide tactical support to Secret Service protective details to include high level protectees such as the President and Vice President of the United States of America. CAT members conduct comprehensive mission planning and extensive coordination with support entities to accomplish their mission. CAT personnel receive advance training in weapons handling, tactics, and decision making.
IMPORTANT: If you are unable to successfully complete the specialty team selection school or the specialty basic school required for CAT, you will have an opportunity to remain in the Special Agent position in a non-tactical role.

As part of the application process the applicant will be required to complete the United States Secret Service Applicant Physical Abilities Test (APAT). It is a physical fitness assessment which consists of four components (push-ups, sit-ups, Illinois Agility Run and a 1.5 Mile Run). The APAT is designed to measure the current level of general physical fitness of an applicant, which serves as an indicator of an applicant's ability to safely complete a vigorous physical training program. It evaluates the applicant's ability to perform the physical tasks required on the job by measuring muscular and dynamic strength, endurance, flexibility, aerobic capacity and other factors related to physical aptitude. The standards are anticipated to be the same regardless of age, gender or position.
Ideal candidate for the CAT Program must have one or more of the following:
* Occupied a combat arms occupational specialty in the US Armed Forces
* Served as a tactical team member (in a non-support or administrative role) in a Department of Defense special operations unit
* Served as a military member possessing direct combat experience
* Served as a member of a federal, state, or local law enforcement tactical team

Failure to provide the required US military/law enforcement documentation satisfying one of the six categories of specialized training in the "Ideal Candidate Section" will result in an automatic removal from the CAT process you will automatically continue in the standard Special Agent application process.

* Recruitment Incentive: Applicants may be eligible for a $60,000 recruitment incentive in accordance with regulatory requirements. The first installment of $15,000 will be paid following successful completion of Secret Service CAT specialized training. A second installment of $15,000 will be paid following one year of service post specialized training and an acceptable performance rating. The third installment of $15,000 will be paid after a third year of service post specialized training and an acceptable performance rating. The final installment of $15,000 will be paid after a fourth year of service post specialized training and an acceptable performance rating. Provision of these payments require the execution of a four-year Continuing Service Agreement (CSA) with the agency. Newly hired employees who resign from the USSS prior to the expiration of the CSA will be required to repay the recruitment incentive. (NOTE: Eligibility is limited to "Newly appointed" Federal employees as defined by 5 CFR 575.102).
Applicants selected for this position will be required to sign a CSA before being assigned to an initial training class. The CSA will commit the applicant to a specified period of employment with the Secret Service upon the successful completion of training.

General Job Information INVESTIGATOR CS-1810-11 INTRODUCTION The Office of Police Complaints (OPC) is an independent District of Columbia Government agency that receives, investigates, and resolves police misconduct complaints by the public against Metropolitan Police Department (MPD) and D.C. Housing Authority Police Department (DCHAPD) officers.
The work at this grade level involves performing the full range of investigative assignments of substantial difficulty in resolving conflicts in facts or evidence. The incumbent is responsible for cases ranging from routine to complex in nature. The nature of assignments requires considerable skill in establishing the interrelationship of facts or evidence.
MAJOR DUTIES
Conducts initial case intake. Plans, organizes, and conducts investigations of police misconduct complaints filed by the public, including complaints alleging harassment, the use of unnecessary or excessive force, the use of language or conduct that is insulting, demeaning, or humiliating, discriminatory treatment, retaliation, and failure to intervene, and failure to provide or display identification. The incumbent is expected to plan and conduct investigations using ingenuity, independence, and the ability to adapt the investigative plan to meet unanticipated developments.
Obtains necessary background information by reviewing all pertinent documents in file, including complaint form, MPD records, medical records, photographs, video evidence, and other materials. Conducts complete and thorough interviews of complainants, witnesses, and officers to obtain factual statements and leads to other evidence. Makes incident site visits to locate and interview witnesses, examine the incident scene, take photographs, prepare diagrams, or gather other evidence.
Plans investigation, determining the methods and procedures necessary to obtain essential information. Investigations vary based on the allegations, and investigative plans are regularly updated as the investigation progresses. Gathers documents, records, or other evidence necessary for a complete and thorough investigation.
Prepares detailed written reports summarizing the results of the investigation, and analyzing the allegations in a complaint based on the evidence gathered. Documents all investigative steps and keeps detailed records regarding the investigation. Maintains complaint files and enters data and investigative materials in the agency's complaint management system.
Works with investigative supervisors to revise and finalize reports, which are used by the agency's executive director and deputy director, as well as members of the Police Complaints Board (PCB), which is OPC's governing body, and complaint examiners.
Participates in meetings with officials of the Metropolitan Police Department, the PCB, and other agencies, groups, or stakeholders, furnishing necessary information to all parties concerned.

FACTOR 4 - COMPLEXITY
The work involves investigative assignments involving multiple allegations, requiring skill in establishing the interrelationships of facts and evidence. The range of activities requires many different and unrelated processes and methods. Investigative tasks include reviewing video evidence, interviewing witnesses, obtaining statements, gathering documentary, physical, and other evidence, analyzing facts and applying the relevant bodies of law, regulations, and orders as well as writing reports based on the results of the investigation. The incumbent must have the resourcefulness and initiative to continue to develop information on such issues through further fact-finding until there is enough evidence to support a legal or administrative decision within the criteria established by applicable laws, rules or regulations.

Conducts investigations of police misconduct complaints. The investigation is the first step toward resolving allegations of police misconduct in a fair and effective manner so that officers are held accountable for their interactions with citizens. Contacts are with OPC employees and contractors, sworn and unsworn MPD employees, other District and federal agencies employees, individuals employed by the private sector, and members of the general public.

This position is located under the Office of Field Operations, National Firearms Trafficking Center, located in Washington, District of Columbia.
The incumbent serves as the Division Chief. This position manages a specific Division responsible for law enforcement programs, functions or operations encompassing the overall law enforcement mission of the organization to which assigned.
Major duties are:
* Directs the coordination of project and programs with management officials in other divisions within the Directorate.
* Submits recommendations and decisions on laws and regulations, budgets, strategic plans, current year operating plans, staffing plans, and work studies.
* Conducts short and long range planning for overall Division goals and objectives in response to changes in funding levels, policy changes or legislative changes pertaining to Division programs and projects.

1.The contractor shall support the processes and procedures associated with a financial
investigation. This support shall include, but is not limited to, the introduction of specific
tools and techniques to analyze financial information.
2. The contractor shall provide support to fully develop the forfeiture aspects of an on- going
investigation.
3. The contractor shall analyze financial records obtained by the FBI Case Teams through
internal and external databases and submit reports documenting the results. Specifically, the
contractor shall review bank statements; deposits and debit transactions, including checks,
letters of credit, Currency Transaction Reports (CTRs), loan applications, and related records
that are obtained pursuant to Federal and State subpoenas and search warrants executed by the
Government. The contractor shall review the documents to determine hidden assets and false
statements that are used to hide illicit assets from investigators and to make the assets appear
to be legitimate.
4. The contractor shall review, process, and analyze information sufficient to assist in
determining the amount to seek for forfeiture to identify and trace assets during investigations
and assist the Government in perfecting its interest in the property.
5. The contractor shall repatriate assets that are subject to forfeiture.
6. The contractor shall identify the individuals and entities making deposits and all related
bank accounts, properties, investments, and other assets that may be identified from
the documentation.
7. The contractor shall maintain detailed case documentation and database files of
financial investigative research to trace proceeds of criminal activities and investigative
interests in targeted property
8. The contractor shall research and analyze information derived from various
investigative and business-related automated systems including, but not limited to, Choice
Point, Autotrack, TECS, FINCEN, CLEAR, THREADS, Accurint, ISYS, Lexis-Nexis,
PACER, CourtLink, West Law, NADA, Used Price.com, and other tools. Other tools include
law enforcement databases that provide forfeiture specific case support to the Government in
civil and criminal forfeiture matters. Examples of research and analysis tasks include:
analyzing and documenting the ownership interests of targeted properties; analyzing financial
records to trace the proceeds of criminal violations to their current form; creating a database
from financial records to document the source of targeted property; preparing seizure
warrants, civil complaints, and forfeiture counts; preparing exhibits on the source and
ownership of targeted property; documenting and cataloguing evidence on the source and
ownership of targeted property; and identifying, analyzing, and documenting potential
substitute assets.
9. The contractor shall perform tasks and services necessary to complete ingestion, processing,
and analysis of varied datasets acquired during investigations by leveraging existing
government toolsets. This support requires that the contractor collaborate and consult with
government data scientists, system engineers, and software developers to extract insight from
proprietary data that result in investigative and law enforcement outcomes.
10. The contractor shall provide additional services, including the parsing of dialed number
strings, to identify values and property that may be subject to forfeiture in a particular
investigation and to perfect the Government's interest in forfeitable property.
11. The contractor shall organize and conduct detailed examinations of information generated
during complex criminal/civil investigations as well as alternative sources for the purpose of
conducting financial analyses of personal/business assets of targeted
organizations/individuals.
12. The contractor shall assist with the development of sufficient probable cause to enable the
Government to pursue seizure warrants, temporary restraining orders, civil complaints, and
forfeiture counts against targeted property and parties.
13. ThecontractorshallprovideinvestigativesupporttotheGovernmentwithcoordinated planning to
mitigate excessive risks in seizing targeted property. This includes assessing impacts on the
local community. An example would be the seizure of an occupied apartment complex.
14. The contractor shall prepare documents and catalog case exhibits on the source and
ownership of targeted properties.
15. The contractor shall perform analytical research to identify and record potential substitute
assets.
16. The contractor shall identify witnesses and subjects and assist the case agent/attorney during -

* Recruitment Incentive: Applicants may be eligible for a $40,000 recruitment incentive in accordance with regulatory requirements. The first installment of $15,000 will be paid following successful completion of Secret Service Criminal Investigator training. A second installment of $10,000 will be paid following one year of service post training and an acceptable performance rating. The final installment of $15,000 will be paid after a third year of service post training and an acceptable performance rating. Provision of these payments require the execution of a three-year Continued Service Agreement (CSA) with the agency. Newly hired employees who resign from the USSS prior to the expiration of the CSA will be required to repay the recruitment incentive. (NOTE: Eligibility is limited to "Newly appointed" Federal employees as defined by 5 CFR 575.102).

Qualifications:

Responsibilities
Peraton is seeking to fill a critical role for a full-time background investigator near Washington, DC. Applicants must reside within 15 miles of the city center of Washington.
What you'll do:
The Investigator will be responsible for the following but not limited to:
Successfully complete a full time, 6-7 week new Investigator training both virtually and in person in order to be certified in the Federal Investigative Standards for government background investigations
Travel daily when conducting in person background investigations for the purpose of determining employment suitability of persons who require access to sensitive or classified U.S. Government information
Investigators will schedule and conduct face-to-face interviews throughout their designated area with the subject and their neighbors, employers, friends and family
Investigators will also perform record searches at police agencies, courthouses, educational and financial institutions, and medical/mental health facilities
Investigators are required to type and report all obtained information in a clear and concise report on a government issued computer system
Working independently while also a member of a team of Investigators and with a Field Manager
Qualifications
Required qualifications:
Candidates with 4 years of general work experience or a bachelor's degree may be considered; candidates with experience conducting DCSA/NBIB or other federal background investigations preferred
Must be able to obtain and maintain a Top Secret eligible clearance; Active federal background investigation with a T5 adjudication is preferred
U.S. citizenship
Daily travel required locally and outside of primary work area as needed
Home office required
Temporary Duty Assignments (TDY)/remote travel ranging from 14 - 30 days away from home per TDY may be required
