The New York County District Attorney's Office (DANY) has an opening for an IT Procurement Manager in its Procurement and Contract Management Unit. In this position, the IT Procurement Manager is responsible for providing supervision to IT staff, draft Requests for Proposals, bid documents and contract terms and conditions for the Office's needs, in accordance with current City, State and Federal regulations.
Responsibilities include but are not limited to:
Provide supervision to IT staff including reviewing and editing procurement documentation as needed.
Apply critical and strategic thinking to assist DANY staff to meet project goals.
Regularly meet with essential staff to identify potential areas of specification or scope of work improvements.
Coordinate, plan, and implement IT contract and procurement activities from pre-solicitation to award and registration with the New York City Comptroller's Office.
Draft clear and concise Requests for Proposals (RFPs), Competitive Sealed Bids (CSBs) specifications, related scopes of work, contract documents and other solicitation documents in compliance with City, State and Federal regulations.
Oversee investigations of vendor responsibility and performance.
Negotiate and draft contract terms and conditions that meet the objectives of the Office, including adherence to performance goals, as well as budget constraints applicable to individual contracts.
Review specifications prepared in-house and by consultants or other City, State, and Federal agencies, for consistency, clarity, completeness, accuracy, and compliance with City policies and procedures.
Draft and edit policies, procedures, memoranda, and other written materials, as directed.
Provide technical expertise to contractors in the development stages of their contracts and beyond.
Research technical materials and products for scope drafting.
Provide technical assistance and corrective action to underperforming contractors as necessary.
Perform related tasks as assigned by the Unit.
Minimum Qualification Requirements, candidates must possess the following:
Bachelor's degree required;
Three years of supervisory experience in public enterprises; and,
Experience with Information Technology in the public sector.
Preferred Requirements/Skills:
Knowledge of New York City's Procurement Policy Board Rules, local laws, and policies impacting procurements.
Experience with the New York City's Financial Management System (FMS).
Excellent written, verbal, organizational, and communication skills.

Information Technology Manager Job 32 miles from Neptune
The Manager, Data Science will be responsible for driving key technology and modeling developments associated with marketing analytics in the media sector. This person will partner with key internal and client teams, to improve current analytic processes including driving automation and innovation in Marketing Mix data collection and data visualization and use sophisticated data science techniques to conduct statistical analysis against large volumes of data The ideal candidate can push beyond the obvious answers and quickly use the data, tools, analysis techniques and resource partners to get to the root of story. The Manager, Data Sciences should be comfortable solving business problems by exploring large datasets, while still able to communicate ideas and opportunities, and contribute to the growth and development of an analytics team.
Responsibilities
Ownership, develop and maintain current automation tools and ETL workflows with coding
Manage, architect, and manipulate large data sets to analyse our clients' businesses across multiple dimensions (sales, brand equity, search interest, website visits, social media, advertising activities, etc.)
Build data flows and develop models with multiple large data sources
Contribute to the team's AI Infrastructure development
Create effective data visualization to illustrate critical insights and analysis
Collaborate with research, ad-operation, programmatic, verification and investment teams to collect Marketing Mix data, and improve procedures and performance
Contribute to the department's overall capabilities and understanding of media and communications channels
Required Skills and Experience
Experience in working with large datasets
Strong understanding of advertising measurement and analytics, with the ability to provide meaningful insight to the client as well as internal teams
Knowledge of modelling techniques including Regression, Exponential Smoothing, ARIMA, Decision Tree, and/or Random Forest
Proficiency with SQL and at least one statistical software package such as Python and R
Experience working with Analytical software, systems and platforms such as Alteryx, Github, Tableau, AWS, and/or Big Query
Strong Expertise in Excel (Complex formula & data automation skills)
UM does not require candidates to have a college degree
Desired Skills and Experience
4-5+ years analytical experience, preferably in the advertising or media industry
