Quality Assurance (QA) Inspector - J1-J4 Shift: All Shifts Available (Standard: M-F, 0600-1445) Security Clearance: No Clearance Required Rate of Pay: $32.00 per hour DESCRIPTION: Hutco, Inc. is seeking an experienced Quality Assurance (QA) Inspector for our Quality Assurance department located in Norfolk, VA. This role involves conducting inspections and tests to verify conformance to drawings, specifications, and contract requirements. The QA Inspector will perform audits throughout ship repair processes, ensuring adherence to high standards and compliance with various requirements. RESPONSIBILITIES: Conduct and document inspections at key points in the work process, creating records to support the Test and Inspection Plan. Ensure all QA equipment is calibrated and certified according to the company's process/program. Utilize technical knowledge for measuring and evaluating inspection results for acceptability. Accept, reject, or rework defective units based on established procedures, managing OQE documentation for assigned tasks. Conduct receipt inspections and specialized inspections as required. Perform in-process inspections to ensure proper materials, fabrication, and installation procedures during production. Monitor shipboard production processes for compliance and develop monitoring plans based on standards and specifications. Prepare and distribute weekly QA metrics reports. Evaluate test and inspection results, ensuring they meet applicable specifications and standards. Apply testing criteria, organize and report test outcomes, and document findings. Engage in non-destructive testing and critical coating inspections as needed. Review and interpret work specifications, technical manuals, NAVSEA Standard Items, and contract documentation to capture all testing requirements. Perform audits to monitor adherence to work specifications and effectiveness of the Quality Management System. QUALIFICATIONS: Education: Technical/Associate Degree in QA/Marine-related field or equivalent; 4-6 years of Quality Assurance inspection experience preferred. Certifications: Certified as a Level II Non-Destructive Test Inspector (VT, PT, MT, UT) per NAVSEA TECHPUB requirements. If not currently certified, must obtain certification if assigned these duties. Experience: Knowledge of ship construction and repair processes, including welding, structural, machinery, electrical, piping, and ventilation systems. Skills: Blueprint reading, instrument utilization, and interpretation of technical manuals. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and basic knowledge of Access Database and Project. Strong communication skills and ability to work as part of a team. Basic Lean and Six Sigma principles for problem-solving and process improvement. Ability to work at heights, enter confined spaces, and operate lifts. JOURNEYPERSON LEVELS: Journeyperson 4 (QA NDT Inspector) Must qualify as a Level II Non-Destructive Testing Inspector in UT-shear wave and all other areas (VT, LPT, MT, and UT-thickness). Proficient in drafting NDT reports, identifying DFS, and providing OQE. Capable of conducting QA inspections, training others, and utilizing Lean and Six Sigma principles. Journeyperson 3 (QA NDT Inspector) Qualified as a Level II Inspector in MT, UT-thickness, and fully qualified in VT and LPT. Experience with RCC, ESR, CFR, DFS, and CAR/PAR processes. Knowledgeable in performing surveillance and ensuring quality system compliance. Journeyperson 2 (QA NDT Inspector) Qualified as a Level II Inspector in VT and LPT. Ability to generate inspection reports and maintain quality records. Provides guidance to J1 inspectors and performs inspections with minimal supervision. Journeyperson 1 (QA NDT Inspector) Entry-level trainee; must acquire NDT Level II VT inspector qualification within three months. Familiarity with NAVSEA standards, regulatory requirements, and Microsoft applications. Capable of conducting basic inspections and maintaining tools and equipment. PHYSICAL REQUIREMENTS: Ability to carry, lift, walk, climb, pull, kneel, crouch, and stand. Must be able to work on vessels, climb ladders, and operate various lifts. Visual requirements include passing the Standard Jaeger's Test and color vision tests. Regular exposure to shipyard environments, including confined spaces and elevated locations. WORKING RELATIONSHIPS: Reports to the QA Supervisor or QA Manager. This role is responsible for managing multiple work items from the planning phase through completion, ensuring successful project execution and customer satisfaction. Candidates must have prior CVN experience and a strong background in ship repair and project management. ESSENTIAL FUNCTIONS & RESPONSIBILITIES Oversee and manage multiple complex work items, ensuring adherence to project timelines and budgets. Serve as the primary point of contact for assigned work items, interfacing with customers, subcontractors, and internal teams. Coordinate subcontractors and trade personnel to meet project objectives and resolve scheduling conflicts. Implement Project Management tools and processes to track project progress and milestones. Develop detailed project plans, work effort assessments, and risk management strategies to mitigate potential issues. Collaborate with the Planning, Estimating, Production, and Contracts departments to ensure proper execution of work. Lead cross-functional project team meetings involving company personnel, subcontractors, and Navy representatives. Ensure that all project information is communicated effectively within the organization. Identify and analyze changes in project scope, assess risks, and provide resolution options to ensure successful project completion. Ensure all necessary documentation and reporting are completed and submitted as required. POSITION REQUIREMENTS Education & Experience: Bachelor's Degree (BA/BS) in Engineering, Computer Science, Science, or a related field OR: Associate's Degree (AA/AS) plus 2 years of directly related experience, OR 6 years of directly related experience in ship repair or project management. Prior military service (including attendance at a Service Academy) is considered directly related experience. CVN experience is required. Preferred experience in shipboard repair within a public or private shipyard. Experience managing technical personnel in complex ship repair activities is highly desired. Experience with Cost-Type or Fixed-Type Contracts is a plus. Technical Skills: Proficiency in Microsoft Office Suite, including Microsoft Project, Excel, Word, and PowerPoint. Ability to navigate company computer systems and servers efficiently. Certifications & Clearances: Must have a valid state driver's license and reliable, insurable transportation. Must be able to gain access to U.S. Government facilities and obtain a Security Clearance if required. Must be eligible for a Common Access Card (CAC) or DBIDS badge. Work Availability & Conditions: Must be able to work nights and weekends as required. Must be willing to travel and manage ship repair availabilities in remote locations for extended periods. Must be able to physically transit all areas of a shipyard, including aboard marine vessels, climbing ladders, and working in confined spaces. Must be able to wear personal protective equipment (PPE) as required. WORKING RELATIONSHIPS Reports to the assigned Ship Manager or Lead Manager for the project. ACCOUNTABILITY Responsible for providing independent project analysis, identifying potential risks, and implementing effective solutions. Manages project budgets and schedules, ensuring completion is on time and within budget. Ensures compliance with contractual obligations and customer requirements.
