This position is for the Supervisor of Power & Way located on our website under IRC34133. The Greater Cleveland Regional Transit Authority (GCRTA) located in Cleveland, Ohio, is searching for an experienced, Rail industry knowledgeable, and collaborative Supervisor for the Rail District's Power & Way Section. Reporting to the Manager of Power & Way, this unique position leads and directs the ancillary units and provides support to management and union employees. Detailed Description Supervises all functions and activities of the GCRTA Rail District's Power & Way Department during on and off-peak shifts. Provides supervisory oversight of the Rail District's Power & Way operations, makes assignments of work and other related instructions, conducts job briefings, performs special inspections, provides general supervision, conducts field audits of the work crews and assignments, and recommends Formal Discipline as needed. The majority of the supervisor's time will be spent in the field directly supervising and providing management oversight governing the overall operation of the work crews from all of the Power & Way Units: Signals, Track, and Traction Power. Practices safety precautions and measures at all times. This position is on call, 24 hours a day,7 days a week, 365 days a year. This position will promote a safe and secure atmosphere, follow all safety and security rules and perform other related duties as assigned. Performs other duties of a similar nature as may be required. Minimum Requirements High school diploma or GED equivalent is required. Associate's Degree or continued higher education from either an accredited college or technical school with coursework in electrical theory (both AC and DC), electronics, and related subject matter is desirable. One year supervisory experience required. A minimum of seven (7) years of experience in Transit, Passenger Railroad, Freight Railroad, or Heavy Construction/Industry work experience is required. Applicants must be willing to work on and off shift hours, weekends, and split shifts to provide the total 24-hour supervisory coverage. Maintenance and/or Project Management experience in one (1) or more of the following disciplines or technical areas is required: Track, Signals (Interlocking, Grade Crossings, Audio Frequency Train Detection), Overhead Propulsion Power Distribution, Substation, Electrical Generation Distribution, Load Dispatcher, Fiber Communication Optics, Consolidated Train Dispatching, System or Safety/Training and possess a thorough knowledge of applicable Federal, State, Local and industry FRA Safety Maintenance and Safety Standards and Recommendations (i.e. FRA, IEEE, AREMA, ODOT, FTA and APTA) pertaining to electrified Rail Transit. Applicants must possess the ability to read track, signal, and traction power electrical drawings and construction prints, conversant with inspection techniques, maintenance and construction practices and the operation of maintenance and construction equipment. Applicants must possess the ability to recognize and understand the interrelationship between track, signal and traction power and the rail vehicle, power distribution systems, the maintenance requirements of signalized cab control signals, and accident investigation techniques. Applicants must have a working knowledge of MS Word, Excel, Outlook (or similar email communication/scheduling system) and database software applications. Applicants must have a valid State of Ohio Driver License or secure an Ohio Driver License through the out-of-state conversion application process. Supervisory experience in a unionized environment is preferred. Bilingual abilities are a plus. Working Conditions The working conditions described below are representative of those an employee encounters while performing the essential functions of the job. Environmental Conditions This person will split time between the office and the field, a railroad rail transit alignment. They will be required to walk on uneven ground, steep slopes and step over material in the performance of field audits. They will be exposed to all types of weather that occur in the Cleveland, Ohio area. They will also be required to attend meetings and the like at external locations and be subject to weather, terrain, transportation, etc. Physical Demands While performing the duties of the job, the employee is regularly required to lift, walk, climb and move over uneven surfaces, this could be performed for up to 8 hours a day. The employee must be capable of lifting 75lbs and carrying this load for distances of up to 100 yards. The employee may be required to sit and work at a computer video display terminal for more than 2 hours a day. The employee will be required to work irregular work schedules. This position is on call, 24 hours a day, 7 days a week, 365 days a year. The employee will be required to speak, see, and hear. The employee will be required to bend and kneel in the performance of their duties. ESSENTIAL DUTIES AND RESPONSIBILITIES: Actively administers and enforces Company safety policy and program to minimize accidents affecting employees, the public, and property. This includes responsibility for conducting safety meetings, complying with governmental regulations, reporting and investigating accidents, and planning site-specific job safety procedures including: Conduct the daily onsite safety brief prior to the start of the WTI project with all onsite project personnel (Sales Rep, Customer, WTI Supt & Crew, Etc) Inspect and ensure safety of surroundings, equipment and tools and identify and discuss any safety concerns. Complete the Daily Hazard Analysis form and submit to the Supervisors as applicable. Ensure all project communication is completed prior to the start of any WTI project. Complete the project per the scope or work, design, and specification of contract and engineering documents. Complete an end of day and/or end of project walk through to ensure quality repairs and address any items prior to leaving the job site. Before and after pictures will be sent to the Sales Rep and information will be included in daily project status reports. These items will include, detailed work performed updates, materials consumed, and supplies purchases are all recording daily. Supervises, directs, and coordinates the scheduling and execution of projects in assigned areas. This responsibility includes job start-up, job execution in accordance with contract specifications, job shutdown, and manpower scheduling, all consistent with the planned costs of the job.     GENERAL PURPOSE OF THE JOB: The WTI Field Resource Foreman (Foreman) oversees and performs the safety, efficiency, and quality of the WTI field service business. Safety is our primary priority and will be embedded into every discussion, meeting, and project. As the clear and established leader of the WTI crew, the Foreman is focused on safety, crew management, and efficient execution of all WTI projects assigned within their respective region. It is the Foreman's responsibility to deliver timely service to all WTI customers and manage exposure to risks. ESSENTIAL DUTIES AND RESPONSIBILITIES: Conduct the daily onsite safety brief before the start of the WTI project with the Sales Rep, customer, and the WTI crew. Inspect and ensure all surroundings, equipment, and tools and identify and discuss any safety concerns. Complete the Daily Hazard Analysis form and submit it to the Supervisors as applicable. The foreman also ensures that all technicians complete the Daily Hazard Analysis. Ensure all project communication is completed before the start of any WTI project. This includes but is not limited to communication with: WTI Field Resources Supervisor (Supervisor) daily and before starting new projects (ensure any/all communication with the Sales Reps is also shared with the Supervisor. Sales Rep weekly and/or as needed and before new projects. WTI crew members will discuss the scope of work, daily tasks, and the overall schedule. Customer/Client (as needed or required by the Sales Rep) daily and/or weekly. Efficient management of projects will include managing the crew's start and end times, daily productivity (hours, man-days, etc.), and ensuring tools and materials are available to complete the assigned project safely and efficiently. Complete the project per the approved scope of work or specification and after issuance by the Supervisor. Using a designated company-mandated reporting tool, the Foreman will complete an end-of-day and/or end-of-project walk-through to ensure the quality of workmanship and address any punch list items before leaving the job site. These items will include updates on work performed, materials consumed (T&M projects), and supplies purchased. Ensure all WTI Field Resources Reps (Field Reps) have a professional appearance and customer interaction while completing services for a customer. Responsible for ordering, tracking, and monitoring inventory and ensuring quarterly cycle counts are completed and submitted timely. Provide pricing for self-performing projects over $12,500. Submit all proposals of over $20,000 to the Supervisor for review and approval before submitting them to the GS Administrator for logging and distribution to the Sales Rep. Monitor and manage the Field Reps. Consult with the Supervisor to take appropriate steps or corrective measures to resolve employee work-related issues and necessary documentation. Work with the Supervisor to elevate the issues to HR as required. Coordinate with the Supervisor to create project schedules. Review time reports daily and make necessary corrections with the admin team. Attending all appropriate calls, meetings, and trainings. Perform any other duties and/or projects as required or assigned by the Supervisor or Regional Business Manager. CERTIFICATES, LICENSES, REGISTRATIONS: 30-hour OSHA certification Registered Roof Observer (RRO) is preferred but not required. OTHER SKILLS AND ABILITIES: Minimum of five years of experience in the roofing industry. Must be thoroughly familiar with built-up, EPDM, PVC, and other forms of low-slope roofing systems, as well as metal and other steep-sloop roofing systems, and how to repair them properly Ability to travel out of town, including overnight stays. Must have reliable transportation and a valid driver's license. Ability to work weekends and/or holidays when needed. Ability to pass a pre-employment drug test. Ability to read, write, and speak English.
