This position is accountable for providing marine project leadership and direction to Orion Marine Contractors. The incumbent reports to the Project Manager and directs field activities through the General Foremen and/or Foremen who report to this position. Typically, this individual will work closely with the Project Manager, Project Superintendent, General Foremen, Barge Foremen, Project (Field) Engineer, Safety Director, Boat Captain, Crane Operators, Pile Drivers, Welders, Carpenters, and other skilled or semi-skilled craft workers on the job site.
The incumbent must support the guiding beliefs and core values of Orion, which are centered on Quality, Safety and Production (each of equal weight and importance) but, most importantly, with each built upon the all-important foundation of Integrity.
SPECIFIC RESPONSIBILITIES
* Works closely with the Project Manager to gather information on scope of work and obtains the necessary permits prior to beginning actual welding project.
* Coordinates project objectives and plans with General Foremen and/or Foremen, and subcontractors as may be required, prior to actual construction.
* Works with members of the project team to secure the equipment necessary for the project to be completed.
* Supervises and coordinates activities of workers engaged in welding and cutting of products and structures.
* Shares knowledge of welding techniques, materials, equipment and fabrication to subordinates.
* Reviews the job schedule and cost breakdown and meets with the Project Manager to gain a complete understanding of potential challenges and problems prior to beginning the job.
* Maintains good working relationship with the Project Manager seeking his/her assistance in the scheduling of materials, equipment and subcontractors.
* Maintains inventory control over tools and equipment making sure that movable tools are returned to the tool room and all other equipment adequately stored.
* Works with the General Foremen and/or Foremen to ensure that safety barricades and signs are in the proper place, as may be required by the job.

* Ensures that all change orders are properly executed as directed by the Project Manager or Project Superintendent.
* Meets regularly with General Foremen and/or Foremen to make certain that construction project deadlines are being met and that project work is completed on time.
* Inspects the project work for quality of workmanship to ensure that Company standards and government regulations are met.
* Attends the weekly Project Manager meetings to discuss job progress and any problems that are currently being encountered.
* Monitors project work expenditures versus projected costs for materials and supplies that are purchased and that project expenditures are under budget.
* Performs periodic inspections of the jobsites to ensure that standardized construction procedures are followed.
* Meets regularly with Safety to ensure that all safety equipment and first aid items are present at the jobsite in case of emergency.
* Meets with and assists inspectors or auditors on their scheduled or unscheduled visits to the jobsite.
* Sees to it that good housekeeping practices are observed and maintained, and that any potential safety hazard is corrected.
* Ensures that the project site is secured after work hours each and that appropriate security measures are in place.

* Updates the Project Manager regularly on estimated percent completion on each phase of the project.

Position Requirements:
A minimum of ten (10) years marine construction experience on work barges or jobsites or equivalent experience in a marine construction supervisory capacity is required. Incumbents must be well-versed in receiving and handling of equipment used for marine operations. In addition, incumbents must have knowledge of the integration of various crafts to successfully perform their work. Craft knowledge should include pile driving, crane operations, welding, carpentry, sandblasting, pipefitting and related areas. Incumbents should also possess previous supervisory experience and be certified in First Aid and CPR.
The incumbent must also 1) be well organized to effectively oversee all aspects of the project, 2) be able to hold Foreman and their crews accountable for safe work practices and work performance excellence, 3) have the foresight to avoid potential problems before they arise, 4) have a conscientious attitude towards controlling job costs and adhering to project schedules, 5) be able to influence and motivate Foreman and their work crews, and 6) possess excellent communication skills.

PHYSICAL/MENTAL REQUIREMENTS

Forward bending at the waist is necessary at the pizza assembly station.
Toe room is present, but workers are unable to flex their knees while standing at this station.
Duration of this position is approximately 30 - 45 seconds at one time, repeated continuously during the day.
Forward bending is also present at the front counter and when stocking ingredients.

Performed occasionally to stock shelves and to clean low areas.
Reaching

Acquisition support. COR support. Work with the AMOW (AMC) Team, COR and the Civil Engineering Units to receive and manage deliverables, review invoices, manage files, proactively reply to issues and emails as requested by the COR. Provides recommendations to the government regarding project management, as requested.
Facilitates MILCON and FSRM (O&M) related project meetings with other contractors and internal government clients; present recommendations to leadership. Meetings also include stakeholder facilitation and site-specific visits, etc.
Coordinates engineering project related meetings with AMC, AMOW, AMOG (Air Mobility Operations Group), and other appropriate stakeholders.
Travels to AMOW (AMOG) locations to coordinate and provide multi-disciplinary engineering support for projects.

Engineering Project Manager Experience, Education, Skills, Abilities requested:

Most tasks are performed from a standing position. Walking surfaces include ceramic tile "bricks" with linoleum in some food process areas. Height of work surfaces is between 36" and 48".
Walking
For short distances for short durations
Delivery personnel must travel between the store and delivery vehicle and from the delivery vehicle to the customer's location.
Sitting
Paperwork is normally completed in an office at a desk or table
Lifting
Bulk product deliveries are made twice a week or more and are unloaded by the team member using a hand truck.
Deliveries may include cases of ingredients and supplies weighing up to 50 pounds with dimensions of up to 3' x 1.5'.
Cases are usually lifted from floor and stacked onto shelves up to 72" high.
Carrying
Large cans, weighing 3 pounds, 7 ounces, are carried from the workstation to storage shelves.
Occasionally, pizza sauce weighing 30 pounds is carried from the storage room to the front of the store.
Trays of pizza dough are carried three at a time over short distances, and weigh approximately 12 pounds per tray.
During delivery, carry pizzas and beverages while performing "walking" and "climbing" duties.
Pushing
To move trays which are placed on dollies.
A stack of trays on a dolly is approximately 24" - 30" and requires a force of up to 7.5 pounds to push.
Trays may also be pulled.
Climbing
Team members must infrequently navigate stairs or climb a ladder to change prices on signs, wash walls, perform maintenance.
During delivery of product, navigation of five or more flights of stairs may be required.
Stooping/Bending
Forward bending at the waist is necessary at the pizza assembly station.
Toe room is present, but workers are unable to flex their knees while standing at this station.
Duration of this position is approximately 30 - 45 seconds at one time, repeated continuously during the day.
Forward bending is also present at the front counter and when stocking ingredients.
Crouching/Squatting
Performed occasionally to stock shelves and to clean low areas.
Reaching
Reaching is performed continuously; up, down and forward.
Workers reach above 72" occasionally to turn on/off oven controls, change prices on sign, and lift and lower objects to and from shelves.
Workers reaching down to perform such tasks as scooping cornmeal from a plastic barrel, or washing dishes.
