This requires obtaining the latest scope of work for the project and determining unit prices based on the latest cost data and trends available. Provide updated construction cost estimates on all projects in the 5-year Work Program for the annual review. Prepare authorization and official cost estimates on simple and/or routine projects utilizing the Design Quantities & Estimates (DQE) System to establish pay item unit prices. This requires a technical evaluation of construction plans, specifications, assessment of historical bid prices, knowledge of geographic pricing fluctuations, understanding of bidding competition in the project area and other related impacts to construction cost. Utilize DQE to determine reasonable unit prices for proposal pay items. Post authorization estimate to Central Office's server and timely transfer control of proposals and projects to Central Office (CO) for class 1 construction contracts. Prepare post-bid evaluations on simple and/or routine projects for District projects identified on the contract bid review list. Run the unbalanced items report, notice to contractor form and prepare other contract bid review documents necessary in accordance with Department procedures. Obtain completed and signed documents, as required by procedure, from the appropriate personnel and/or low bid contractor. Assist with determining root cause(s) of major differences between the contractor's bid and the Department's estimate that will justify award or rejection of the contract. Provide construction cost estimating support for various offices in the District. Perform cost comparisons for alternate methods of construction. Prepare various reports and correspondence as required. Provide current State and District construction cost information to various offices, county officials and private consultant firms, as needed. Assist with quality assurance reviews conducted periodically by CO. Provide District Contracts Office with contract class breakouts for District Let contracts. Review cost estimates on joint project agreements with utility owners. The Estimator will develop, create and prepare construction cost estimates for a diverse set of projects in the early stages of development and continue to support the project team with updated cost information throughout the Pre-construction phase of the projects. The position will require involvement in several projects simultaneously. Responsibilities Review plans and architectural drawings. Prepare quantity take-offs on assigned projects. Ensure a complete review of plans and drawings. Identify items that have been omitted and ensure appropriate accounting in overall estimate package. File all Emails to a Job Specific Folder in Outlook Prepare Project Bid Proposal using company standard proposal form and other electronic bid forms required by construction manager and/or general contractors Assist Estimating Team with the composition of proposals and scope items of work details to be performed for that specific project. Build relationships with subcontractors, suppliers, and customers. Visit job sites when needed to get a better understanding of project scope and/or overall trade specific practices. Assist Estimating Team with the Delivery of Sealed Bids to Owner's & General Contractors when necessary. Willing to assist with other tasks that arise as needed. Bring optimization to work every day. Submit 100% of bids and budgets by the bid deadline. Follows up with vendors and subcontractors about their related scope of work they will be providing and pricing. Upon Project Award turns over electronic bid documents, proposal, bid worksheets, quotations, proposals information to Project Management. Project Electronic Information to be transmitted by the date provided by Project Management Team but in no longer than 5 working days of request. Schedule Estimating Turnover Meetings with Estimating Manager and Assigned Project Executive or Manager. Estimating Turnover Meeting Invitations will be sent to Estimating Team, Project Management Team Exec, Project Manager, Project Superintendent, BIM Manager, Prefab Manager. Prior to Estimating Turnover Meeting, if requested by Project Management Team, review drawings with the Project Team and highlight areas of concern. Prior to Estimating Turnover Meeting, if requested by Project Management Team, Review Job Cost with Project Management Team referencing Subcontractors, Vendors, and any Adjustments made to pricing. JOB REQUIREMENTS: For consideration, candidates must have a minimum of ten years of estimating experience with itemized take-off, preparation of bid forms and close out of bids for the Mechanical/HVAC and/or Plumbing Trades. Must be able to perform On-screen Take-offs using 3D Estimating Software, BlueBeam, and MS Excel. Proficiency in using Procore is a plus. Although a Bachelor's Degree in a Construction related field is a plus, it is not necessary. A background using BIM / CAD 3D Software would be a plus.
