SUMMARY:
Responsible for providing or overseeing the analysis, administration and oversight of standard quality policies, programs and practices; provides feedback and direction, feedback and guidance to employees and management, using fundamental professional and technical knowledge of quality or related equipment, testing, and procedures.
ESSENTIAL FUNCTIONS:
Overseeing or reviewing, completing and processing various types of standard quality forms, documents, databases, and related materials and information.
Provides fundamental analysis, interpretation and counsel to staff, management, and functional leaders regarding quality policies, programs and practices; involves standard operations and leading implementation and change.
Provides standard research, feedback and decisions to resolve management and employee questions and requirements; assists with receiving customer feedback and coordinating resources and responses as required.
Analyzes and reviews operations, results, feedback and related quality information on an ongoing to as needed basis to determine trends, draw conclusions, interpret findings, and presents results, proposals and recommendations to management.
Ensures the accuracy of more fundamental tests, equipment, actions, procedures and operational databases, reports, and related details through audits, queries, and operational reviews; works with teams to resolve discrepancies.
Assists with developing or participating in quality or cross-functional project or program objectives, which includes proposed budgets, timelines, materials, personnel, and other project requirements, receives direction and presents information to management.
Interprets and applies department policies and procedures and assists with applicable laws, rules, and regulations; receives guidance within these areas as needed.
Contributes to the efficiency and effectiveness of the department's service to its customers by offering suggestions and directing or participating as an active member of a work team.
Promotes and supports the overall mission of Pace Analytical by demonstrating courteous and cooperative behavior when interacting with customers and staff; acts in a manner that promotes a harmonious and effective workplace environment.
QUALIFICATIONS:
Education and Experience:
Bachelor's degree in chemistry, operations, or a closely related field; OR an equivalent combination of education, training and experience.

The C&E Section is primarily responsible for compliance and enforcement activities concerning Northeastern Massachusetts entities that are regulated by or subject to the requirements of various environmental statutes and regulations, including air pollution control, hazardous waste, industrial wastewater, toxics use reduction, and underground storage tank regulations.
Primary duties include:
Conducting compliance inspections, complaint investigations, and other field activities, as required, to meet the goals and objectives of the Compliance and Enforcement Section.
Prepare and develop enforcement actions consistent with the Enforcement Response Guidance (ERG) and other applicable Department policies.
Ensure compliance with the requirements set forth in the issued enforcement documents.
Provide public service and outreach to the regulated entities, other stakeholders and the general public.
Perform data management in accordance with the policies and procedures identified in applicable Quality Assurance Program Plans (QAPPs) and the MassDEP Quality Assurance System.
Perform other related tasks as assigned by the section chief or managers including attending enforcement conferences and participating in case negotiations and serving as a technical witness in Departmental and Court proceedings.
Handle complaints submitted by the public, including investigation and resolution of such complaints and, where appropriate, make referrals to other state, local or federal agencies.
Provide technical assistance and respond to inquiries by the general public, the regulated community and local government officials on environmental issues while promoting continuous improvement, pollution prevention, waste minimization and toxics use reduction.
As assigned, participate in the development of BAW policies and protocols concerning the implementation of a variety of statutes and regulations, including review and comment on draft regulations, policies and protocols.

MassDEP seeks applicants for the position of Environmental Analyst IV (EAIV) - Bureau of Air and Waste (BAW) Data Manager within the Compliance and Enforcement Section (C&E), at MassDEP's Northeast Regional Office (NERO), located in Woburn, MA.
This position will report to the Section Chief of the Compliance & Enforcement Section. The C&E Section is primarily responsible for compliance and enforcement activities concerning Northeastern Massachusetts entities that are regulated by or subject to the requirements of various environmental statutes and regulations, including air pollution control, hazardous waste, industrial wastewater, toxics use reduction, and underground storage tank regulations. The BAW Data Manager will manage the Bureau's environmental data information systems in support of compliance, enforcement and permitting activities and the collection of annual compliance fees.
Primary duties include:
Oversee the annual compliance fees (ACF) program for the NERO Bureau of Air Waste and Bureau of Water Resources.
Manage NERO BAW's environmental information systems including data entry into federal, state and regional data systems.
Work with BAW NERO Permit Managers to ensure all permits that result in either a permit review fee or annual compliance fee due to the Commonwealth are being properly entered and recorded in Department databases.
Respond to staff requests for support/assistance in entering data into Department data management and tracking systems.
Attend regularly scheduled MassDEP data management meetings in support of NERO BAW information management needs (e.g. FMF Data Manager's meetings, SMS Meetings, etc.)
Coordinate with other data managers, Boston program staff and revenue staff, as needed.
Serve as the lead for implementing and supporting data stewardship within NERO BAW.
Provide timely and appropriate outreach and assistance in support of BAW NERO Public Records and File Review information requests.
Perform data management in accordance with the policies and procedures identified in applicable Quality Assurance Program Plans (QAPPs) and the MassDEP Quality Assurance System.
Perform other related tasks as assigned by the section chief or managers.
As assigned, participate in the development of BAW policies and protocols concerning the implementation of a variety of statutes and regulations, including review and comment on draft regulations, policies and protocols.
As assigned, attend MassDEP and BAW meetings, and participate in workgroups.
The EAIV must have the ability to work professionally and effectively with staff from all Bureaus and offices, management, Department counsel, the Attorney General's Office, other state, federal and local governmental agencies, regulated entities, environmental advocacy groups, citizen groups and members of the general public.
Perform other related duties, as required.
Preferred Qualifications and Experience:
Knowledge of the Massachusetts' Air Pollution Control, Hazardous Waste, Toxics Use Reduction, Underground Storage Tank and/or Industrial Wastewater regulations.
Knowledge of the scientific and engineering bases for the Air Pollution Control, Hazardous Waste, Toxics Use Reduction, Underground Storage Tank and/or Industrial Wastewater regulations.
Experience with MassDEP databases (FMF, SMS, CAS, EIPAS, Accela, ACF database, Actor database, APEX, etc.)
Ability to communicate clearly and concisely both verbally and in writing.
Ability to analyze and determine the applicability of environmental data to draw conclusions and make appropriate recommendations.
Ability to work independently and to maintain a diplomatic and effective working relationship with coworkers, the general public, regulated community and public officials.
Ability to read and interpret technical literature, chemical analyses, laws, regulations, policies, and procedures for governing assignments.
