General Description:
The Senior Learning & Development (L&D) Specialist works directly with the L&D team, Human Resources and clinical leaders to identify skills needed to best support our patient population and promote organizational effectiveness. Essential Functions:
* Provides day-to-day supervision, oversight, coaching, guidance, and support to Maintenance Training Instructors.
* Supervises on-the-job training for new service island employees, mechanics, and facilities employees and follows-up on new-hire onboarding.
* Administers and evaluates maintenance training programs; monitors training activities; schedules classes and trains employees in technical and non-technical aspects of maintenance. Develops and organizes training manuals, lesson plans, schedules, and procedures; maintains training records, and monitors and evaluates trainees.
* Conducts Train-the-Trainer sessions and needs analysis studies and confers with department leaders and supervisors to determine training needs.
* Creates learning environments by planning, coordinating, and facilitating training, maintaining training databases, developing lesson plans, prescribing learning criteria, reviewing training, criteria, researching and developing materials.
* Assists the Senior Manager of Maintenance with administrative duties to include written reports, training expense reports, and prepares data collection.

* Disseminates information by training maintenance employees in both technical and non-technical maintenance, creating schedules, procedures, and evaluation criteria, implementing policies, creating training aids and manuals, and practicing new techniques.
* Develops and delivers relevant training on tools and equipment utilized by the maintenance and facilities departments.
* Researches and assists in the selection of outside consultants and trainers to conduct training in specific topics and coordinates said training for maintenance supervisors and service island employees, mechanics, and facilities employees.
* Monitors, evaluates and records training activities and program effectiveness; develops and implements a method of measurement for evaluation; and evaluates training materials prepared by instructors, such as outlines, text, and handouts.
* Supervises the screening, selection, and assignments of assigned Maintenance Training Instructors based on qualifications.
* Coaches and evaluates assigned Training Instructor performance and refers instructors to classes for skill development.
* Performs other duties as may be required or assigned.
Required Qualifications:
* Bachelor's degree from a regionally or nationally accredited institution in Business or Public Administration, Organizational Development and Training, or a closely related field, plus three years of professional level experience analyzing, developing, planning, organizing and conducting training programs; or combination of related experience, education and training.

The purpose of this position is to provide coordination, guidance and support for the development and implementation of effective maintenance training programs to produce a more efficient and effective workforce. Provides technical and professional assistance preparing, providing, and overseeing technical training to LYNX Maintenance Employees.
This position is considered safety-sensitive and subject to the provisions of the Substance Abuse Program Policy for Safety Sensitive Positions.
Essential Functions:
Provides day-to-day supervision, oversight, coaching, guidance, and support to Maintenance Training Instructors.
Supervises on-the-job training for new service island employees, mechanics, and facilities employees and follows-up on new-hire onboarding.
Administers and evaluates maintenance training programs; monitors training activities; schedules classes and trains employees in technical and non-technical aspects of maintenance. Develops and organizes training manuals, lesson plans, schedules, and procedures; maintains training records, and monitors and evaluates trainees.
Conducts Train-the-Trainer sessions and needs analysis studies and confers with department leaders and supervisors to determine training needs.
Creates learning environments by planning, coordinating, and facilitating training, maintaining training databases, developing lesson plans, prescribing learning criteria, reviewing training, criteria, researching and developing materials.
Assists the Senior Manager of Maintenance with administrative duties to include written reports, training expense reports, and prepares data collection.
Collaborates with the Training Department to organize New Hire Orientation and employee on-boarding for maintenance employees.
Disseminates information by training maintenance employees in both technical and non-technical maintenance, creating schedules, procedures, and evaluation criteria, implementing policies, creating training aids and manuals, and practicing new techniques.
Develops and delivers relevant training on tools and equipment utilized by the maintenance and facilities departments.
Researches and assists in the selection of outside consultants and trainers to conduct training in specific topics and coordinates said training for maintenance supervisors and service island employees, mechanics, and facilities employees.
Monitors, evaluates and records training activities and program effectiveness; develops and implements a method of measurement for evaluation; and evaluates training materials prepared by instructors, such as outlines, text, and handouts.
Supervises the screening, selection, and assignments of assigned Maintenance Training Instructors based on qualifications.
Coaches and evaluates assigned Training Instructor performance and refers instructors to classes for skill development.
Performs other duties as may be required or assigned.
Required Qualifications:
Bachelor's degree from a regionally or nationally accredited institution in Business or Public Administration, Organizational Development and Training, or a closely related field, plus three years of professional level experience analyzing, developing, planning, organizing and conducting training programs; or combination of related experience, education and training.
Desired Qualifications:
Experience as a presenter/facilitator of leadership and technical training, or previous training experience in a transportation or technical field.
Possess a Florida Class “B” CDL with airbrakes and passenger endorsement, have an acceptable driving record, and the ability to pass a DOT physical examination and drug screen.
Knowledge, Skills, and Abilities (KSAs):
Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, training technology surrounding transportation simulation and learning management systems and the measurement of training effects.
In-depth knowledge of all heavy vehicle and facilities systems pertinent to the Authority's vehicles to include, but not limited to, mechanical systems, fuel systems, hydraulic systems, pneumatic systems, HVAC, brake systems, multiplexed systems, electrical/electronic systems, etc.
Knowledge of the principles of preventive maintenance and keeps abreast of new technologies and methodologies in the vehicle maintenance field.
Knowledge of US Federal Motor Carrier Safety Regulations, CFR Title 49 and Florida Administrative Code 14-90.
Ability to write clear and effective reports, business correspondence, and procedure manuals.
Ability to plan, design, and implement highly complex training programs and assess effectiveness. Ability to research information, analyze data to arrive at valid conclusions, and make appropriate recommendations.
Skilled in using MS Office applications (Word, Excel, PowerPoint) and transit maintenance-related software programs to include Cummins Insite, Allison Doc, Wabco and Bendix diagnostics, Voith Aladin and ZF Testman.
Ability to evaluate business and operational activities to assess training needs.
Ability to use logic and reasoning to identify the strengths and weakness of alternative solutions, conclusions or approaches to problems, and to identify complex problems and review related information to develop and evaluate options and implement solutions.
Ability to develop people as they work and coordinate, train and evaluate the work of others.
