Background Check
The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only, but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S. government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or as an employee of a U.S.-based employer/company. Functional Purpose
Implements and tracks Bank Secrecy Act/Anti-Money Laundering (BSA/AML) compliance training to ensure USPS meets BSA, Office of Foreign Assets Control (OFAC), USA PATRIOT Act, and the U.S. Treasury Financial Crimes Enforcement Network (FinCEN) standards. Manages quality assurance and evaluates USPS systems to maintain compliance, monitor financial product and services activities, and identify improvements in USPS enforcement of anti-money laundering laws and regulations.
DUTIES AND RESPONSIBILITIES
1. Facilitates BSA/AML detection and prevention training for USPS employees and contractors to comply with the BSA. Monitors training needs and requirements; records and tracks completion rates for the annual training for employees and external stakeholders managing and/or selling financial instruments. Collaborates with field and retail offices to ensure training requirements are met.
2. Performs reviews of transactions with international financial institutions and business accounts for violations of U.S. foreign policy; screens account matches with the OFAC Specially Designated Nationals list.
3. Files Currency Transaction Reports (CTRs) on a daily basis to ensure high value transactions involving USPS financial instruments (e.g., money orders, gift cards) are reported as required by law. Researches to gather required information related to transaction records to document compliance.
4. Performs research to prepare responses for law enforcement requests and subpoenas relating to BSA/AML data; ensures compliance with legal requirements.
5. Monitors reporting for compliance at field and retail offices; reviews data to identify field and retail offices that are consistently not meeting reporting requirements; collaborates with field office to implement procedures and policy and remediate regulatory reporting issues.
6. Researches regulatory, legislative, and industry trends and issues involving the BSA, USA PATRIOT Act, FinCEN, and OFAC to inform compliance procedures and policy. Collaborates with team lead to interpret new, proposed, or revised laws and regulations for their potential impact on USPS compliance policies and procedures.
7. Reviews transaction and financial activity data for irregularities and trends to optimize and inform operations; recommends new or updated procedures and policy.
8. Writes Postal communications for Retail Digest, News Talk, and other Postal communication vehicles. Develops BSA/AML reports and presentations highlighting trends, issues, and compliance rates.

CERTIFICATION REQUIREMENT: Applicants must possess a Certified Anti- Money Laundering Specialist (CAMS) OR a Certified Financial Crime Specialist (CFCS).
Knowledge of Federal laws and regulations to include Bank Secrecy Act (BSA), USA PATRIOT Act, Office of Foreign Assets Control (OFAC), and the U.S. Treasury Financial Crimes Enforcement Network (FinCEN) sufficient to determine impact on compliance activities, procedures, and policies.
Ability to manage internal controls to obtain, document, and report required information to maintain compliance with anti-money laundering laws and regulations.

Job Summary
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.
This position is in the Payroll and Benefits Department, Office of Finance, Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the Office of Finance is to provide financial management services to Leadership, Members, Committees, Officers, and Offices of the House. The Payroll and Benefits Department is responsible for the administration of staff payroll and benefits in accordance with applicable laws, rules, and regulations. This position serves as the Compliance Analyst.
Key responsibilities include performing a broad range of analyses of data, processes, policies, regulations, and laws affecting payroll and benefits; and performing additional tasks as needed.
Grade level at the time of appointment is determined by experience and designated level of responsibility. The position does not have day-to-day supervisory/managerial responsibilities.
This position has access to Personally Identifiable Information (PII).
Primary Duties/Responsibilities
* Conducts complex data analyses, presents analytical findings and/or trends in textual and graphical formats, and recommends actions based on findings. Analyzes financial data, processes, systems, policies, regulations, and/or laws affecting payroll and benefits.
* Coordinates, organizes, implements, administers, and oversees projects, some of which may be sensitive and confidential, as well as programs (e.g., Workers Compensation, Unemployment Compensation, Transit Benefits, etc.). Manages and processes Workers Compensation and Unemployment Compensation claims and completes financial reporting in accordance with applicable laws, rules, and regulations.
* Evaluates and makes recommendations to the Director and senior leadership on project and procedure proposals for the CAO, Committee on House Administration (CHA), and other House offices. Supports service teams in defining, planning, and implementing new projects and initiatives to achieve specific business objectives.
* Prepares, processes, and verifies data and financial transactions in accordance with established policies and procedures, using financial systems/software to research and troubleshoot transactions for completeness and accuracy. Provides guidance and training to others on coding and entry of transactions into financial systems/software.
* Performs Human Resources Information System (HRIS) reconciliation and reporting relating to the student loan program, as well as billing and collections. Identifies and processes reconciliations/corrections to deductions, collects back money, and relays information.
* Completes supplemental dental and vision reviews, reconciliation, and reporting to Long Term Care.
* Provides consultative solutions in response to customer inquiries. Advises and provides support to internal and external customers; ensures customers receive quality advice and solutions. Reconciles billing files and interfaces with vendors.
* Coordinates with auditors and audit personnel; responds to audit inquiries, implements audit recommendations, and ensures records and information comply with appropriate audit findings. Interprets and applies auditing standards to work being performed as needed/appropriate.
* Develop and documents standard operating procedures.
* Manages projects to support operational initiatives, team activities, and ongoing strategic programs.
* Ensures projects and proposals comply with appropriate procurement and purchasing guidelines and regulations issued by the CHA, the CAO, and the Office of Acquisitions Management.
* Performs other official duties and special projects assigned. May be responsible for supervising contracted staff or leading project teams (for a discrete period) comprised of permanent and/or contracted staff.

General Summary
Under the supervision of the Director of Compliance, the analyst will manage, develop, implement and monitor policies, procedures, processes, training, corrective action plans and overall operations to ensure compliance with federal and state laws and regulations affecting the Medical System and its Affiliates. Additionally, the Analyst will work collectively with Affiliate management and other personnel to ensure that compliance initiatives are implemented at all UMMS affiliates. For assigned components, individuals will be responsible for leading efforts implementing, monitoring and tracking Compliance Program elements and providing direction and guidance to affiliate personnel for adherence to industry regulations, system policies, Federal Sentencing Guidelines, CMS Conditions of Participation, Conditions of Payment and State specific requirements.
Principal Responsibilities and Tasks

Collects documentation from Hospital Compliance Officers quarterly and annually regarding their Compliance Program Metrics and assists in determining documentation is appropriate, reviews for statistical accuracy, meets standards, requests more information if required, and ensures it is complete.

If selected for the Digital Investigative Analyst, you will provide digital forensic analysis support and advisory services in carrying out federal and local multi-jurisdictional investigations as part of the team in the Criminal Investigative Unit in the Front Office of the United States Attorney's Office for the District of Columbia.

You will play a crucial role in locating, preserving, extracting, analyzing, and presenting digital and electronic evidence in support of criminal investigations and prosecutions.
Typical work assignment may include:
* Serving as a digital forensic expert, coordinator and advisor: Collecting, processing, preserving, analyzing, presenting and archiving digital evidence. Performing data extraction and retrieval, password recovery/cracking, and finding deleted and or hidden information; executing tests of forensic software and hardware and using methods to independently validate functionality; generating reports of findings to use in the prosecution of offenses; testifying in court.

* Attending and receiving briefings on the objectives of specific investigations, available intelligence on the identified suspects and evidence collection requirements for the activity, and developing evidence plans as necessary. Qualifications
