PRIMARY SCOPE
The Site Safety & Health Officer works on US Army Corps of Engineer project(s). The SSHO must plan, schedule, and prepare for work to reduce and eliminate hazards in advance. This role is the "competent person" on site and provides safety direction while ensuring adherence to all safety regulations and programs with the Site Supervisor. The SSHO must build a culture of personal awareness and safety accountability.
This position requires a constant presence at the assigned jobsite during all active work hours. The position requires extensive travel and a willingness to work on a demanding schedule including nights and weekends, as required, to meet project objectives.
PRIMARY DUTIES
Conduct comprehensive on-site hazard and risk assessments; safety audits; accident investigations; and equipment inspections to mitigate risk
Partner with the project managers and site safety representatives to interpret, evaluate, and provide technical guidance on project safety requirements, accident investigation, and implementing corrective action measures
Develop and conduct onsite worker training on safety laws and regulations, hazardous condition monitoring, Activity Hazard Analysis (AHA), and use of safety equipment at job site locations
Monitor compliance with EM 385-1-1, OSHA, EPA, and DOT regulations in accordance with statutory and contractual requirements
Administer and manage the substance abuse testing and occupational health programs for the organization
Compile, analyze, and report statistical data related to occupational illnesses and accidents as required
Assist with detailed incident investigations and root cause analysis, compliance reviews, general risk assessments and other employee health and wellness evaluations, to support health, safety and environmental management initiatives

REQUIREMENTS
5 years of experience as a construction safety professional in heavy construction
Current OSHA 30-hour in construction certification
Current First aid CPR
Current competent person training in; fall protection, excavation, confined space and lockout/tagout
Prior experience working with USACE preferred
Must meet EM 385-1-1 SSHO requirements
Proficient in MS Office, Bluebeam
Must have ability to wear full construction PPE to include fall arrest harnesses or respirators
Must be able to lift and carry up to 50 lbs.
Acceptable MVR in accordance with Fisher's Company Vehicle Program policy
Ability to complete work tasks under various adverse weather conditions including heat above 100 degrees, cold, and rain

Duty location impacts pay rates; locality pay for federal law enforcement is higher in some locations than others. And a fully trained Border Patrol Agent may be eligible for up to an additional 25% of base pay per the BPA Pay Reform Act of 2014. This is a career ladder position with a grade level progression of GL-5, GL-7, GL-9, GS-11, and GS-12. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in each grade level.

Duties and Responsibilities

You qualify for the GS-11 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Developing and utilizing intelligence information to track illegal operations and/or contraband.
Leading investigations of fraud, contraband, and/or illegal operations to determine sources and patterns.
Utilizing various forms of complex technology that includes surveillance, detection, situation awareness systems, and communications equipment to aid in the apprehension of violators of state, federal, or immigration laws.
Communicating assignments and training peers on the application of the appropriate law enforcement problem-solving methods, investigative techniques, and other law enforcement procedures.
Working with law enforcement officials or government agencies to identify and/or apprehend violators of state, federal, or immigration laws.
There are no education substitutions for the GS-9 and GS-11 positions.
Other Requirements
Citizenship: You must be a U.S. Citizen to apply for this position.
Residency: You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three of the last five years.
Age Restriction: In accordance with Public Law 100-238, this position is covered under law enforcement retirement provisions. Candidates must be referred for selection to the Border Patrol Agent position before reaching their 40th birthday in accordance with Department of Homeland Security Directive 251-03. The age restriction may not apply if you are currently serving or have previously served in a federal civilian law enforcement (non-military) position covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d).
Veterans' Preference: You may also be eligible for an excepted service Veterans Recruitment Appointment (VRA). The age restriction does not apply if you are Veterans' Preference eligible.
Formal Training: After you are hired, you will be detailed to the U.S. Border Patrol Academy in Artesia, New Mexico, for approximately six (6) months of intensive instruction in immigration and nationality laws, law enforcement and USBP-specific operations, drivers training, physical techniques, firearms, and other courses. Border Patrol work requires the ability to speak and read Spanish, as well as English. Agents will be provided training to become proficient with the Spanish language at the Academy.

Duties and Responsibilities
As an Air Interdiction Agent (AIA) you will perform aviation-based law enforcement operations for the detection, prevention, interdiction, and apprehension of terrorists, terrorist weapons, and other contraband and persons from illegally entering or attacking the United States. Typical duties include:
Conducting air patrol, surveillance, and pursuit activities related to the interdiction of smuggled contraband via land vehicles, aircraft, or vessels.

Begin your career as an Air Interdiction Agent (AIA) and make up to $106,000 -$127,000 per year based on your qualifications for the GS-11 grade level and possible extra compensation based on your duty location (see below) and overtime pay, up to 25% of your salary.
Your starting salary will include Special Salary Rate (SSR); Law Enforcement Availability Pay (LEAP); Recruitment Incentive; and Retention Incentive.
This career ladder position has a grade level progression of GS-11, GS-12, and GS-13. You may be eligible for a promotion to the next higher grade level automatically (without re-applying) once you complete 52 weeks at each grade level (with supervisor approval).

Qualifications
Experience: You qualify for the GS-11 grade level if you possess one (1) year of specialized professional aviation experience performing duties such as:
Flying as a Pilot-in-Command or sole manipulator in an airplane and helicopter in all environments of flight, including night, poor weather, unfavorable terrain, low altitudes, or speed.
Evaluating information rapidly and making judicious decisions promptly during in-flight operations.
Developing strategies and coordinating aircraft and ground assets.
Using information systems and databases to conduct information surveys, queries, update files and disseminate information.
Experience may include Operation of an aircraft as Captain, Pilot in Command, Aircraft Commander, First Officer, Certified Flight Instructor, Second in Command, or Co-pilot.
Hiring Minimums:
Certification & Ratings: A current FAA Commercial or ATP Pilot Certification with one of the following ratings:
Dual Rated: Airplane (Single-engine land or multi-engine land) with instrument rating AND Rotorcraft Helicopter with instrument rating.
Airplane Rated: Airplane (Single-engine land or multi-engine land) with instrument.
Helicopter Rated: Rotorcraft Helicopter with instrument rating.
Equivalent military rating of the above at the time of application (eligibility based on military flight experience must provide official orders, forms or logbooks showing their status as a rated military pilot).

FAA Class 2 medical required for assessment dated within the last 12 calendar months; FAA Class 1, FAA Class 2 or Military medical flight clearance dated within the last 12 months qualifies to start the pre-employment process for the AIA position.

Applicants applying at 750 flight hours are required to obtain at least 1,000 flight hours (depending on the number of hours approved for a waiver) at their own expense before being able to attend the 3-part flight assessment. Applicants must still meet 250 Pilot-in-Command, 75 instrument, and 75-night hours (100 flight hours in the last 12 months. This qualification requirement is currently being waived by OPM through August 5, 2025)
UAS Flight Hours: Applicants may include UAS Predator A (MQ-1), Predator B (MQ-9) flight hours and Predator A (MQ-1), Predator B (MQ-9) or predator-based flight hours. These hours may be credited towards satisfying the "Total flight time" 1,500 flight hour requirement only. UAS hours do not count towards the 250 flight hours as a Pilot in Command, 75 flight hours Instrument, and 75 flight hours Night. Flight hour logbooks will be required at the time of your Flight Assessment for verification.
Other Requirements
Citizenship: You must be a U.S. Citizen to apply for this position.

We are excited to announce that we are looking to hire for a Sr Solar Field Technician in Laredo, TX. This position will require a background in electrical construction, maintenance, and troubleshooting, preferably in the renewable energy field. Responsible for learning the trade while assisting with preparation, handling, and supplying of materials to be used. Assemble, install, or maintain solar photovoltaic (PV) systems in compliance with site assessment and schematics. This overall objective will be achieved by meeting the following plant objectives:
Health and safety performance, environmental stewardship, employee training and development, quality control, work management system, performance management, operation and maintenance of generation assets, evaluation of reliability improvements and technology, process development and oversight, budget development including oversight and adherence.
This position reports to the Site Manager or another senior management personnel that may designate.
Responsibilities we will trust you with:
Support and assist in the maintenance, testing, and troubleshooting of low, medium, and high voltage equipment such as inverters, combiner boxes, switchgear, transformers, voltage regulators, electrical protective devices, main and auxiliary generators, metering systems and battery support systems.
Ensure safe work practices and company safety programs and policies relative to the installation and maintenance of these systems.
Install and maintain electrical service equipment, wiring, and conduit required for the proper functioning of solar PV systems.
Assist in job safety and overall crew support including staging materials, general site work support, as well as site preparation and clean up.
Provide regular updates of job status, and complete necessary paperwork daily.
Assist and work with others as needed.
Comfortable working on ladders and tight spaces.

Activate photovoltaic (PV) systems to verify system functionality and conformity to performance expectations.
Compile or maintain records of system operation, performance, and maintenance.

The Position
The City Engineer directs the activities of the City Engineering Department, manages all public works improvement projects, and enforces City ordinances, codes, and regulations under the jurisdiction of the City Engineer. Assists the City Manager in preparing the City's Capital Improvement Program (C.I.P.)
Prepares the Paving Assessment Bond Program and monitors those expenditures (5-year plan). Reviews and approves design plans, projects, specifications, cost estimates, and related contracts
Requests and evaluates consultant fee proposals; monitors and approves compensation for professional services. Reviews bid packages prepared by consultants. Attends pre-bid meetings; analysis bid results; makes recommendations on accepting/rejecting bids.
Evaluates projects and provides recommendations to select consultants and award professional services contracts.
Develops, manages, and updates the City's Public Building Master Plan used to manage expansions, renovations, and new construction.
Develops, manages, and updates the City's sidewalk Master Plan used to manage reconstruction and new construction in compliance with ADA (American with Disability Act).
Develops, manages, and updates City project related to construction contracts.
Education and Experience
Qualified applicants will have a bachelor's degree from an accredited college, university, or engineering school approved by the State Board of Registration for Professional Engineer in Civil Engineering, and at least seven (7) years of experience in the practice of civil engineering, working with other governmental entities, and coordinating with utility companies, including five (5) years in a managerial capacity. Bilingual proficiency in English and Spanish is highly preferred.
Required Certifications/Licenses
Licensed Professional Engineer (P.E.) in the State of Texas is required.
Registered Professional Land Surveyor is desired.

Salary
The City of Laredo is offering a competitive salary range between $144,144 - $191,006 (negotiable), commensurate with experience and a comprehensive benefits package that includes:
