Responsible for evaluating the work performance of assigned staff and completion of their performance appraisal (PAS) within the required timeframe. Monitor activities and services of staff for conformance to existing laws, policies, procedures, standards, and guidelines, etc. Take corrective action/steps to remedy non-conformance in order to comply with legal requirements. SUMMARY OF POSITION The Substance Use Counselor (SUC) is responsible for providing low threshold opioid use disorder (OUD) treatment services to the following focus population: persons who inject drugs (PWID), men who have sex with men and inject drugs (MSMID), and transgender person who inject drugs (TGID). Treatment services will also be provided to participants of HHHRC's Syringe Exchange Program (SEP), at-risk individuals engaged during outreach efforts and interested HHHRC participants currently engaged in other agency services. * Possession of a Master's Degree in Social Work, Counseling, Psychology, or a related field ANDthree (3) years of progressive responsible professional experience with responsibilities for Licensed Clinical Social Work, Mental Health Counselor, Marriage and Family Therapist or Psychologist; or any equivalent combination of education and/or professional work experience that provides the required education, knowledge, skills, and abilities as indicated.

Knowledge, Skills and Abilities:

* Considerable working knowledge of principles, practices, and techniques in the area of Mental Health Counseling as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

* Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Mental Health Counseling.

* Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

* Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.

* Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

* Demonstrated ability to operate a personal computer, apply word processing software, and Microsoft Word, Excel, Adobe Acrobat, and other commonly used software.

* Demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Supplemental Minimum Qualifications:

* Demonstrated ability to prioritize and complete multiple tasks with conflicting deadlines.

* Demonstrated ability to analyze, interpret, and use sound logic and judgment when applying administrative policies and procedures.

* Demonstrated ability to produce work that is detail-oriented, accurate, neat, and organized and must be able to follow up on assigned tasks through satisfactory completion

Desirable Qualifications:

* Doctoral Degree in Psychology or Educational Psychology from a regionally accredited institution of higher education or in Clinical Psychology from an American Psychological Association (APA) approved program in Clinical Psychology and a current State of Hawaii License as a Psychologist.

* Demonstrated ability to intervene in crisis situations using sound professional judgment, and ethical practice.

* Ability to work successfully in an environment with a wide range of personalities and needs, while maintaining a positive attitude.

* Familiarity and experience with UH policies and procedures

* Display strong organizational skills for handling cases

* Demonstrated understanding of issues related to Native Hawaiians and other indigenous populations.
