This role reports to the VP, Integrated Production Excellence and will be responsible for developing or progressing an Operational Readiness schedule to transition the facility from EPC to the operations phase. Post transition, the role will be responsible for closely working with Production/Operations, Maintenance, Commercial Operations, Gas Supply and other Engineering disciplines to ensure that the safe and sustainable realization of facility production targets are met. Responsibilities: Understands all facets of Feed Gas Allocation, and LNG/NGL production, storage, and shipping. Understands the principles of fluid flow, heat transfer, thermodynamics, and hydrocarbon process chemistry as applied to an operating process unit. Familiar with the hazards of hydrocarbon processes and the methods used to keep process facilities safe. Review and validate forecasting and scheduling tools. Develop tools to quantify facility emissions to support environmental and compliance reporting. Review and validate the daily Production status reports depicting all critical information and data for Production Management. Develop and maintain loss accounting summaries to allow for identification or categorization of facility production losses. Review and validation of Production performance summaries for each process unit summarizing data on total production, capacity utilization, operating reliability, unit efficiency, production loss categories and quantities, and energy utilization. Thoroughly understand the technical Management of Change process and utilize it in support of facility changes. Participate in regulatory agency audits. Support procedure development and training related to capital projects, temporary or new modes of operation, and compliance. Work with Engineering and Construction departments as needed to assure O & M interests are represented on major projects. Qualifications: Bachelor's degree in Process/Chemical Engineering. A Professional Engineer's (PE) License or equivalent CEng license is preferred. Ten to Fifteen (10-15) years demonstrable experience as a Production Engineer or Process Engineer in an LNG liquefaction facility or equivalent applicable experience is required with a solid understanding of feed gas pre-treatment, NGL/Condensate management and Storage and loading applications. Position Overview The Security Supervisor actively leads the designing and implementing of localized security solutions that safeguard personnel, business operations, and critical assets. The Security Supervisor will serve as a security subject matter expert, ensure all regulatory security requirements are met for a regional geographic area, and act as the SOC Manager during their absence. Per the Maritime Transportation Security Act (MTSA), the Security Supervisor is responsible for helping maintain the Site Facility Security Plan to ensure the site is prepared to respond to changes at the MARSEC Level. The Security Supervisor helps direct and supervise the security programs at the site, in addition to fulfilling the regulatory mandates of the MTSA. This position is also responsible for coordinating activities and maintaining strong liaison with local contractors, regulatory agencies, and law enforcement. Responsibilities and Essential Duties Responsible for helping ensure security requirements are met across a large geographic area comprising undeveloped properties, construction sites, pipeline assets, marine assets, and a large liquefaction site. Supervises the Security contractors and manages contracts, including budgeting and overtime. Ensures the site contract security workforce is following post orders. Helps ensure that all security training requirements are met for the site security workforce, contractors, and visitors. Plans, schedules, participates, and supervises the training of company and contract personnel involved in security procedures. Effectively oversees daily activities through the approved Facility Security Plan and all enterprise- and site-specific policies, standards, procedures, work instructions, and guidelines. As needed, communicates with federal, state, and local agencies and outside organizations such as the U. S. Coast Guard, Department of Homeland Security, Department of Transportation, Federal Energy Regulatory Commission, and local law enforcement regarding relevant site security matters. Assists with review of capital projects and other initiatives to ensure compliance with security regulations and Enterprise Policies, Standards, and Procedures. Helps organize, conduct, and supervise security drills and exercises with the U.S. Coast Guard and other federal, state, and local agencies. Develops and maintains security training programs, procedures, audits, inspections, assessment,s and training records. Interfaces with the Marine Department concerning preparing and executing Declarations of Security during ship/shore interface. As needed, helps maintain, operate, test, and calibrate security systems and equipment. Responsible for addressing day-to-day issues associated with the site TWIC Program. Assists with security incident investigations as required or directed. Manages, files, and records security documentation in the enterprise document management system as required and as directed. This includes Inlet Feed Gas measurement and allocation, LNG/NGL Production, Emissions and Waste measurements, and Efficiency monitoring. Develop tools to quantify facility emissions to support environmental and compliance reporting. Accountable for developing, maintaining and utilization of appropriate tools used to calculate and track flared quantities to ensure compliance with Environmental Regulatory requirements. Production Forecasting & Scheduling Develop and utilize forecasting and scheduling tools and communicate with Commercial Operations and Gas Supply so that daily, monthly, and annual production requirements can be set. Utilizing these tools, advise Production Management of limitations or deficiencies that may impact production. Monitoring and ordering of catalyst, chemicals and refrigerants needed to operate and manage the facility. Provide forecasts and historical allocations for proficient financial accounting. Manage relationships and contracts with suppliers. Develop strategies to minimize downtime and provide input into maintenance plans including the alignment of maintenance events across the supply chain. Monitor LNG inventories and provide guidance to both Marine and Commercial Operations on appropriate loading times. Communicate risk of curtailments due to high inventories when appropriate and develop curtailment plans, that minimize net production impacts, when necessary. Production Optimization and Support Participate in daily strategy planning with Production management and work to optimize production, and ensure safe, reliable operation. Develop and utilize optimization tools that monitor process efficiency and make improvement recommendations that will increase productivity. Perform evaluations to understand and quantify the impacts of production upsets and initiatives. Develop tools to monitor, predict and mitigate the impact of operating limitations. Support plant Production personnel in troubleshooting process issues and concerns. Interact with Engineering Services and Process Services engineers to define problems that need further study, design and carry out tests in the interest of enhancing production or solving process problems, and identify potential tie-ins for capital projects. Thoroughly understand the technical Management of Change (MOC) process and utilize it in support of facility changes. Develop and maintain a list of production/value optimization strategies and engage with Production Superintendents, Engineering Services, Maintenance and Process Services to deliver against these strategies. Experience: Ten (10) years' experience as a Production Engineer or Process Engineer in an LNG Liquefaction Facility is preferred. Other Process related experience in petrochemical, NGL, cryogenic natural gas processing, or other hydrocarbon processing experience is a plus.
