As a direct contact for the guests and clients, the advocate provides a safe and respectful environment while conducting guest intakes, assisting guests with housing, helping make referrals to other agencies and services, and performing a variety of tasks during hours of shelter operation. Scope of Responsibility: The Harm Reduction Advocate is responsible for shelter and WMU safety, security, and services to guests and clients when on duty. The shelter serves approximately 35 persons at any one time and assists others who are referred to other agencies. The WMU has the capacity to serve up to 14 clients at any one time. This position includes day, evening, overnight, and weekend shifts and works floating shifts as needed based on shelter and WMU needs. Special Assignment - Streets to Housed Program At the onset of the COVID-19 pandemic support services for unsheltered individuals and those recently housed started to decrease. Lack of safe housing can lead to an increased vulnerability to exposure and transmission of COVID-19 (and other viruses) as people do not have appropriate space or supplies to quarantine, isolate, or simply avoid high risk situations. Harm Reduction Advocates scheduled in the "streets to housed" program will provide support and service connections to people that are either literally homeless, preparing to move into housing, or recently housed and in need of stabilization supports. Supervision will be provided by the Housing Coordinator. Efforts to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) are fundamental and expected to be carried out as with all other responsibilities. Streets to housed program specific responsibilities: * Provide connections, services, and support that facilitate the move toward housing. * Provide accurate information regarding safety, testing and vaccinations, and promote education on how to stay as safe as possible (masks, social distancing, etc.). * Provide rapid testing for housed individuals as well as individuals who may be sleeping outside * Provide safe transportation to and from Quarantine/Isolation site to include testing and social distancing. * Carry out daily activities as assigned by the housing coordinator to include outreach, communication, and support to individuals being served in the streets to housed program. * Participation in team meetings, trainings, planning, and other activities as determined by the housing coordinator * Complete documentation and reporting on daily activities * Assist with stabilization supports for recently housed individuals in coordination with housing navigators * Will include late nights, holidays, and weekends when other workers are not as available as well as day time hours Special Assignment - (Neighborhood Responds) Harm Reduction Advocates scheduled for Neighborhood Responds will work primarily in the downtown area, providing engagement and support services to people who work, live, and visit the downtown neighborhood. This position is meant to support the community by providing an alternate response to crisis situations involving those who may be unhoused and/or experiencing a mental health or substance use issue. Experience working in behavioral health, homelessness, and outreach is preferred. Shifts will generally be days and evenings, with the need for flexibility. Essential Duties and Responsibilities: - Draft/update, interpret, and explain compliance policies and support corporate policy development. - Provide guidance to internal stakeholders on compliance-related inquiries. - Develop and provide compliance-related training for internal stakeholders as needed. - Ensure compliance and maintain current working knowledge of compliance and ethics laws and regulations impacting operations. - Review subcontractor and vendor agreements to identify compliance requirements, risks, and mitigations. - Review proposals/solicitations to identify compliance risks and provide compliance attestations. - Review conflict of interest disclosures and collaborate cross-functionally as needed to ensure appropriate investigation and mitigation strategies. - Conduct risk-based analysis of gift and hospitality requests and provide guidance to internal stakeholders. - Analyze M&A transactions for compliance-related risk and assist with integration efforts. - Audit employee expense reports for compliance with applicable state and federal laws and regulations. - Review candidates for employment to evaluate potential conflicts of interest and post-government employment restrictions and assist with mitigation efforts. - Conduct background investigation adjudications: review background investigations, dialogue, court documents, vote hire/no hire decisions, 9 Factor NYC Regulations. - Assist Ethics team with compliance investigations. Oversee compliance processes designed to prevent or detect violations of compliance and ethics rules, laws and regulations impacting operations such Federal and state government ethics rules, False Claims Act (FCA), Foreign Corrupt Practices Act (FCPA), Anti-Kickback Act, and OFAC sanctions regulations. Conflicts of interest: Manage conflicts of interest disclosure review workflow and approval processes. Work with functional leaders to determine appropriate escalation based on operational needs and legal risk. Day-to-day tasks may include: Reviewing conflict of interest disclosures and collaborating cross-functionally as needed to ensure appropriate investigation and mitigation strategies. Supporting project-specific conflict of interest disclosure process. Updating content of conflict of interest questionnaires based on risk analysis/data trends. Reviewing candidates for employment to evaluate potential conflicts of interest or restrictions related to post-government employment and assisting with mitigation efforts. Managing ad hoc conflicts of interest disclosures or responding to conflict of interest inquiries. Reviewing contract bid proposals/solicitations to identify conflicts of interest compliance risks or providing compliance attestations required in a bid proposal. Gifts & Hospitality: Manage gifts and hospitality disclosure/pre-approval processes. Day-to-day tasks may include: Conducting risk-based analysis of gift and hospitality pre-approval requests Updating Gifts & Hospitality pre-approval request form based on risk analysis/data trends. Assisting with investigations by analyzing employee expense reports for compliance with applicable state and federal laws and regulations related to providing hospitality to government officials. Providing guidance on gifts and hospitality inquiries. Serve as subject matter expert to review online compliance training materials. Support third-party risk management efforts. Maintain current working knowledge of these rules, laws and regulations Minimum Requirements - Juris Doctorate from an accredited law school and admission to one or more State Bar is required. - At least five (5) years relevant work experience required.
