The Opportunity
WSDOT is currently seeking to fill a Property & Acquisition Specialist vacancy located in Wenatchee, WA. This position will serve as a Senior Appraiser in the North Central Region Property Asset Office. In this role, you will be responsible for appraising real property and/or property rights in support of acquiring those rights for transportation purposes and providing appraisals and property valuations when selling or leasing WSDOT owned properties or property rights. Other duties include preparing valuations for Access breaks onto limited access highways, estimates to help determine transportation project feasibility, estimates to create work orders for right of way project funding, and valuation analysis support to project engineering offices. Our top candidate will also manage appraisal consultant contracts.
What to Expect
Among the varied range of responsibilities held within this role, you will:
* Handle daily appraisal matters, including planning, scheduling, and implementing of appraisal workload to ensure timely completion of all acquisition, disposal, and lease appraisals, Administrative Offer Summaries, and Value Memos.
* Complete project reconnaissance, appraisal cost estimates, and project funding estimates.
* Define tasks for assignment of parcels to fee appraiser.
* Solicit appraisal bids, negotiate, draft, award and monitor personal service contracts.
* Examine appraisal to assure compliance.
* Coordinate with State Review Appraisers.
* Prepare narrative real estate appraisal reports.
* Prepare Administrative Offer Summaries (AOS).
Qualifications
This is a Property & Acquisition Specialist 5 (PAS5) position. However, the hiring manager reserves the right to fill the position at a lower level (PAS4, or PAS3) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal "in-training" plan.
To be considered at the PAS 3 level, at least one (1) of the following are required:
* An associate' degree in a relevant field and two (2) years of real estate appraisal experience. OR
* Three (3) years of real estate appraisal experience. OR
* Two (2) years as a PAS3 or equivalent experience in a position having substantially the same duties and level of responsibility as this position (State of Washington Class Specification | Office of Financial Management), involving eminent domain appraisal work.
To be considered at the PAS 4 level, at least one (1) of the following are required:

It is preferred that qualified candidates also have:
* Washington State Certified General Real Estate Appraiser, or equivalent from another state.
* Two (2) years of eminent domain appraisal experience.
* Experience in WSDOT real property disposal and/or leasing.
* Knowledge and understanding of the Uniform Relocation Assistance and Real Property Acquisition Act of 1970, as amended.
* Knowledge and understanding of Uniform Appraisal Standards for Federal Land Acquisitions.

How You Will Make an Impact
Delivers an industry-leading claim experience for all policyholders and claimants
Writes, reviews and/or issues payment for vehicle repairs or vehicle replacement
Creates accurate vehicle repair estimates based upon owner-provided vehicle damage photos and other supporting documentation
Reviews supplemental requests for additional repairs or parts usage
Prepare total loss evaluations for policyholders and claimants
Review, negotiate & settle Diminished Value claims
Consistently makes prompt and courteous contact with every claim customer

The Role of Subrogation Desk Appraiser: Desk appraisers will determine the scope and cost of repairs for damage caused by collision or other risks. The appraiser reviews estimates and/or photos of the damaged vehicle and works to reach a mutually acceptable settlement with the adverse insurance company or other party.
Primary Duties Include but are not Limited to: (

DISTINGUISHING FEATURES OF THE CLASS
An employee in this class is responsible for performing appraisal work in determining the monetary value of residential, commercial, industrial, and land properties in the county. Work involves contacting commercial and industrial property owners or managers, sketching layouts of structures, and determining the size, type of construction, grade of materials, quality of workmanship, and other related appraisal data needed to arrive at the market value. Work may include the responsibility for appraising some residential dwellings in the county. Work differs from that of Appraiser II in that the majority of appraisal work includes the more complex appraisal of commercial and industrial properties and appraisals that are likely to be controversial. Communicates in a professional and diplomatic manner through email, telephone, and in direct meetings with taxpayers & their representatives. Reviews permit, listing, and legal information in workflow queues to determine if and when field visits are required to set new or adjusted tax assessments on properties throughout the county.

MINIMUM TRAINING AND EXPERIENCE:
Bachelor's degree in real estate or related field
Two years of journey-level professional real estate appraisal experience.
Requires professional education equivalent to IAAO Course 101, 102, 151, 300, and 311, Fundamentals of Real Property Appraisal, Income Approach to Valuation, Standards of Professional Practice and Ethics, Fundamentals of Mass Appraisals, and Residential Modeling Concepts.
An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
