Examples of Essential Duties
Bachelor's degree or equivalent with major course work in real estate, statistics, mathematics, GIS or other related field; five years of progressively responsible experience in real estate appraisal, construction management, statistical analysis, GIS spatial analysis, or ad valorem assessment administration; Washington State Real Property Assessment Accreditation or the ability to obtain accreditation within one year of employment; Washington State Driver's License with good driving record or the ability to obtain the license within six months of employment; or any equivalent combination of education, training and experience that demonstrates the ability to perform the essential functions of the job.
Minimum Qualifications
Collect and analyze market information to determine fair market value; query data from the assessor CAMA (computer-assisted mass appraisal) system; perform statistical analysis using SpatialEst property assessment software, assessment ratio studies, regression and modeling; apply cost and income appraisal approaches to value as appropriate.
Compile statistical data and provide reports related to assessment ratio, uniformity, equity, and other market information; make recommendations for statistical updates to assessed values; use mass appraisal methods and generally accepted appraisal practices to determine assessed values and maintain assessment level and uniformity.
Inspect and appraise property for tax valuation purposes; determine quality of construction and condition of improvements, describe property characteristics including view, topography, or other factors affecting value.
Review software updates and resolve technical issues related to analytical software.
Coordinate with other appraisers to ensure overall equity and uniformity of assessments.
Respond to public and professional inquiries about the inspection process and ad valorem appraisal processes and taxation.
Assist with training appraisers and reviewing consistency and uniformity of appraisers' data entry.
Review building permits, zoning regulations, conservation easements, aerial photos, plat maps, topographical maps, legal descriptions, and other office records to identify factors that may affect value.
Prepare and present appraisal information for valuation appeals to the County Board of Equalization and State Board of Tax Appeals.
Use computers in a network environment including Microsoft Office Suite, PACS (appraisal software), SpatialEst (data analysis software), GIS and other applications as necessary.
Maintain working knowledge of assessment process; maintain basic understanding of the special programs administered by the Assessor's Office including senior exemption and deferral programs, current use, open space, and designated forest land programs; maintain knowledge of relevant legislation.
Develop and maintain working relationship with the public, supervisors, coworkers, and other County employees; act within the scope of job responsibilities, working as a public employee and municipal officer with courtesy and professionalism, and adhering to the highest ethical standards in accordance with RCWs 42.17, 42.23.020-070, and 42.52, and the San Juan County Personnel Rules.
Perform other duties as assigned.

PHYSICAL AND MENTAL REQUIREMENTS: Visual acuity sufficient to obtain a driver's license and read small text and computer monitors. Hearing sufficient to understand normal human speech. Ability to filter out peripheral conversations while maintaining a separate conversation or concentrating on responsibilities. Ability to exercise tact and judgment when interacting with angry and potentially hostile members of the public. Ability to walk intermittently for up to six hours, traverse difficult terrain for long distances, and carry a backpack with supplies sufficient to perform a day's fieldwork. Ability to lift up to 25 pounds. Ability to sit in a vehicle up to six hours per day. Ability to sit in an office chair the entire day performing research and reviewing documents. Ability to provide and receive oral and written instruction. Ability to perform complicated mathematical calculations. Ability to travel in a small boat or small plane. Ability to operate ATV and moped.
WORKING CONDITIONS: Work is performed in a normal office environment 75% of the time with the remaining 25% of the time spent in the field conducting on-site inspections. Work includes daily exposure to members of the public who may be angry and/or hostile and possible exposure to other hazardous situations including adverse weather, dangerous animals, dog attacks, construction sites, neglected buildings, and drug operations. Unreliable cell phone coverage may provide the only means of outside contact in remote areas of the county. Extensive inter-island travel by small airplane, small boat, and ferry, with occasional use of moped, ATV, or other form of transportation, is required. Irregular work hours are possible.
