About the Employer HBIC's non-public school (NPS) program and Adult Day Program (ADP) are intimate, yet highly active environments, with significant support from all facets of the program and non-profit "parent" organization. 1967 - Founder, Cleta J. Harder and a group of caring volunteers opened a location in Brea's Pioneer Hall to provide assistance to a neighbor's child with a disability. Help for Brain Injured Children (HBIC) was born; and so, began the mission of "Giving Hope" to individuals with disabilities and their families.
