The mission of the Office of Parks, Recreation and Historic Preservation is to provide safe and enjoyable recreational and interpretive opportunities for all New York State residents and visitors and to be responsible stewards of our valuable natural, historic and cultural resources. Duties Description: The Office of Counsel provides a full suite of services for the full agency, including OPRHP divisions in Administration, Operations, Historic Preservation, Environmental Stewardship and Planning, Capital Planning, Intergovernmental Affairs, and Health & Safety. This position is responsible for the efficiency and effectiveness of all operations and functions of the Office of Counsel and provides legal advice and counsel to agency managers and executive staff on the legal implications of agency policies and programs. Duties include but are not limited to: Directs the overall operation and supervision of the Office of Counsel. Develops and coordinates the agency's legislative program, consulting with executive staff and managers to determine the need for new or revised legislation. Directs the preparation of draft bills and oversees their progress through the legislative process. Maintains communication channels with legislators, legislative staff and the Governor's legal staff to monitor pending pills impacting the agency. Represents Commissioner at legislative and other public hearings. Serves as agency liaison to the Department of Law. Oversees the execution, and in some cases negotiation, of all agency contracts including concessions, land acquisition, Friends Groups, grants-in-aid, and permits. Represents the agency in a variety of administrative legal proceedings Directs the preparation and promulgation of agency rules and regulations. Provides legal and strategic counsel and support to ensure the development and implementation of lawful employment policies and procedures, including compliance with relevant federal, state, and local laws, and obligations related to collective bargaining and civil service guidelines. Serves directly as, or supervises, a FOIL officer, a Records Access Officer, a FOIL appeals officer and agency Ethics Officer. Minimum Qualifications Required for Appointment: Law degree from an accredited law school; admission to, and member in good standing of, the New York State Bar; and eight years of relevant post-bar experience. Preferred Qualifications: Excellent written and oral communication skills to summarize the law and the facts succinctly and precisely, and to persuasively offer a recommended course of action to key executive stakeholders. Ability to respectfully represent the interests of OPRHP with competency, credibility, and confidence when interacting with others outside the agency. The ability to appropriately set priorities, work under pressure, and meet tight deadlines while maintaining productive working relationships with internal and external stakeholders. Deep-seated curiosity about the business of the agency and its operations, and commitment to excellence in governance, procedure and legal matters. Demonstrated experience in managing a team of employees in a legal setting and the ability and willingness to recruit, motivate and train staff members. The ability to work strategically and collaboratively with intra-agency business units and to maintain and handle confidential documents and information. Admission to the New York State Bar and ten years of recent full-time relevant and exemplary legal experience subsequent to any bar, five years which must have been in the supervision of other attorneys and/or in an administrative, managerial or executive agency. The Certified Recovery Peer Advocate position requires someone who is culturally aware and sensitive to the needs of the Latino population, possesses excellent computer skills, can function as a part of an interdisciplinary team, and have an understanding of therapy and group work rooted in evidenced-based approaches for intervention and management strategies. Peer Support services are peer-delivered services with a rehabilitation and recovery focus. They are designed to promote skills for coping with and managing behavioral health symptoms while facilitating the utilization of natural resources and the enhancement of recovery-oriented principles (e.g. hope and self-efficacy, and community living skills). No provisional accepted. Provide integrated peer care services to the client population at the clinic as indicated by the OASAS, CCBHC expansion scope of practice. Provide recovery-oriented interventions for adults and children diagnosed with severe and persistent mental illnesses and co-morbid disorders. Utilize motivational interviewing and other EBPs while working with individuals at different stages of change to help individuals reduce use/abstain from substance use. Work as a member of the multidisciplinary treatment team that practices client-centered and holistic care; accompany clients to appointments and complete warm-hand referrals, including health homes services. Communicate effectively with clients and collateral contacts and conduct outreach for care coordination. Provide advocacy services for clients, including assisting individuals to obtain benefits and entitlements, obtain food, obtain housing, and access appropriate care in the community. Conduct interim visits with individuals after a discharge from a hospital, rehab, or inpatient stay to facilitate community tenure and increased readiness while waiting for the first post-discharge visit with a community-based mental health provider. Assist in the selection and utilization of self-directed recovery tools such as relapse prevention planning. Connect individuals to self-help groups in the community. Provide recovery education and counseling to individuals and their family members. Provide transitional support- bridging from an institution (jail, hospital, rehab) to an individual"s home. Provide pre-crisis and crisis support services. Provide parent skills development and training. Conduct groups with families to strengthen social skills, decrease isolation, provide emotional support and create opportunities for ongoing natural support. Participate in staff and organizational meetings as requested for care coordination and development of policies and procedures. Maintain compliance with all organizational policies and procedures.     Join Our Mission The Behavioral Health Specialist is responsible for coordinating rehabilitative and support services for youth and families so youth can live safely, productively and independently within their home community. Job Responsibilities Agency support staff responsible for maintaining positive partnership with referring agencies and staff including coordinating required services for youth and families, maintaining timely and effective communication regarding case activities. Provides rehabilitative and supportive services for youth and families under the Medicaid Managed Care CFTSS programs in individual and group settings. Offers supportive interventions to youth and families driven by the treatment, service, and discharged plans. Completes all state mandated and agency documentation according to policy and regulatory requirements. Assists with ensuring a safe and therapeutic environment including attending various internal and external meetings and case reviews. Delivers Rehabilitative Psychoeducation and Supports, Strengths Based Service Planning, and strategies and treatment options for success. Facilitates Personal and Community Competence, Daily Living Skills and Community Integration to restore, rehabilitate and support youth and families. Demonstrated knowledge of principles and processes for providing customer and personal service. Job Requirements Minimum of bachelor's degree in social work or related field required.
